Delhi Assembly passes key bill to regulate fees in private schools
NEW DELHI: After a marathon debate between legislators from both sides that lasted till late evening, the Delhi Legislative Assembly on Friday passed the Delhi School Education (Fee Determination and Transparency in Regulation) Bill, 2025. The government described the Bill as a guardian of the rights of parents across the capital. Delhi Chief Minister Rekha Gupta said the Bill would bring transparency to the education system and restore public trust. She described it as a realistic and decisive law that would safeguard the rights of millions of parents in Delhi. The Bill, she said, would not only curb the arbitrary actions of private schools but also lay a new foundation of transparency, fairness, and accountability in the education system. It was passed in the Assembly by a majority vote. Education Minister Ashish Sood provided detailed information on the Bill in the House and termed the opposition's allegations baseless and false. During her address, Gupta voiced the pain and concerns of Delhi's parents and congratulated Education Minister Ashish Sood for bringing the Bill forward after consulting education experts, organisations, and parents in such a short time. She said that while Delhi may be the capital of India, its soul resides in the middle-class lanes, cramped flats, and the dreams of parents who sacrifice their own aspirations for the future of their children. 'Education cannot be allowed to become a means of profiteering,' she said. The Chief Minister also criticised the slogans of 'education revolution' under the previous Aam Aadmi Party (AAP) government, stating that the truth had now been exposed. She accused the AAP regime of leaving school buildings incomplete, failing to appoint teachers, and plunging the education system into corruption. She said that while courts today question the classroom scam, the former AAP government has nothing to offer but silence and pretence.

Atishi shared that AAP has submitted proposals mandating school audits, elected parent representation, easier complaint thresholds, and the right to challenge committee decisions in court. The Assembly LoP said BJP MLAs must now prove through their votes whether they stand with Delhi's parents or with private school profiteers, according to an official statement. Addressing a press conference alongside AAP Sanjeev Jha and MLA Kuldeep Kumar, Atishi stated, "The BJP-led Delhi government has brought a bill to regulate private school fees - a bill that has been in discussion since April. That month, there was chaos across Delhi. Private schools were arbitrarily hiking fees, throwing children out of classrooms, locking them up in libraries." Highlighting the parents protesting against the hike in sweltering heat, the Delhi LoP stated, "Parents were standing outside schools in 40-degree heat, protesting. At the time, the BJP government said they would bring a bill. The bill was cleared by the Cabinet in April. But April passed, then May, June, July - and only in August has this bill been tabled in the Assembly. Why this four-month delay?" She further slammed the BJP-led government for not consulting with the stakeholders properly, alleging that for four months, the bill was kept hidden.

Delhi Assembly Speaker Declares 2022 'Faansi Ghar' Fake, Orders Probe
New Delhi: Delhi Legislative Assembly Speaker Vijender Gupta on Thursday said the "Faansi Ghar" (gallows) installed in the Assembly complex in 2022 was historically inaccurate and ordered its removal. The decision follows a review of archival records and consultations with historians, which found no evidence of gallows ever existing on the premises. The structure was built by the previous Aam Aadmi Party (AAP) government in August 2022, coinciding with the Quit India Movement anniversary. At the time it was claimed to be a historical site linked to freedom fighters. However, Gupta said authenticated documents from the National Archives of India, the Indian Council of Historical Research (ICHR), Delhi University, JNU, and other institutions confirmed no such gallows existed. The Speaker noted that the Opposition (AAP) was given three days to provide evidence supporting the structure's historical basis but failed to do so. He termed the installation a "deliberate misrepresentation" and announced the following steps: 1. The Assembly building will be restored to its original heritage design. 2. Historical maps from 1912 will be displayed in the disputed rooms to prevent future misinformation. 3. The foundation stone plaque, bearing names of then-Chief Minister Arvind Kejriwal and Deputy CM Manish Sisodia, will be removed. Gupta also referred the matter to the Privileges Committee, summoning Kejriwal, then-Speaker Ram Niwas Goel, Sisodia, and then-Deputy Speaker Rakhi Birla for questioning. All-India speakers' conference to be held in capital on August 24-25: CM Rekha Gupta
NEW DELHI: CM Rekha Gupta on Wednesday announced that the capital will host the 'All India Speakers' Conference' on August 24 and 25, 2025. The event will take place at the Delhi Legislative Assembly and is expected to witness the participation of around 60 Speakers and Deputy Speakers from State Legislative Assemblies and Legislative Councils across the country. Chief Minister Rekha Gupta said that all invited dignitaries will be accorded the status of 'State Guests' and special arrangements are being made in their honour. She emphasised that the government is committed to ensuring a warm welcome for all delegates. The Delhi Legislative Assembly Secretariat has been entrusted with the responsibility of coordinating and facilitating all protocol arrangements from the arrival of the guests in Delhi to their departure. This includes arrangements for reception, accommodation, transport, and all other hospitality requirements in accordance with their official status. 'These distinguished leaders are our honoured guests and Delhi will extend to them the highest levels of respect and hospitality,' the CM said.
