Atishi writes to Delhi CM over private schools fee hike, demands Fee Regulation Bill in Assembly

New Delhi [India], June 5 (ANI): Leader of Opposition in Delhi Assembly, Atishi, on Thursday wrote a letter to Chief Minister Rekha Gupta over the 'uncontrollable' fees of private schools and demanded that the Fee Regulation Bill should be presented in the Assembly during a special session. In her letter to the Delhi CM, Atishi said that the Bill should also be referred to the Select Committee, which will seek the opinion of the parents. 'The Government should immediately call a Special Session of the Assembly and table the Fee Regulation bill. The Bill should then be referred to a Select Committee, with members from both the BJP and AAP. The Select Committee should do a large-scale public consultation involving all stakeholders. Only after this, the final draft of the Bill, after incorporating all changes, should be passed by the Assembly,' Atishi said. 'If the Bill is brought as an Ordinance-without any debate or public consultation- it will just confirm the suspicion of the people of Delhi that the BJP Government is protecting the interests of private schools, not the parents,' the LoP further said. In a post on X, Atishi alleged that earlier, a bill was brought to the cabinet, but was kept hidden. 'Ever since the BJP government came into power, the fees of private schools have increased uncontrollably, and the government has not taken any action. A bill was brought in the cabinet, but it was kept hidden and no opinion was taken. Now, the Education Minister @ashishsood_bjp says that the bill will be brought through an ordinance. Why this law through the back door? Does the government want to protect private schools?' Atishi said. Earlier in May, the Delhi Cabinet approved the Delhi School Education Transparency in Fixation and Regulation of Fees Bill, 2025, bringing relief to thousands of students and parents across the capital. Addressing growing concerns over frequent and unregulated fee increases by private schools, the Delhi Cabinet, under the leadership of Chief Minister Rekha Gupta cleared the bill, which is expected to apply to 1,677 private schools in the city. Chief Minister Rekha Gupta stated that the government has swiftly acted in response to the widespread panic among students and parents regarding the hikes in school fees. (ANI)

DPS fee hike row: Parents of several students studying in various branches of Delhi Public School (DPS) held a protest outside the Directorate of Education (DoE) on Tuesday, over the "arbitrary" fee hike and the expulsion of their wards. According to the parents, DPS Dwarka allegedly expelled 32 students earlier this month due to non-payment of increased fees. Vivek Jain, parent of a DPS Rohini student, called on authorities to intervene at once. "We are willing to pay the fee approved by the government, but not the increased amount imposed by the school without proper explanation." He also urged the government to share the draft of the proposed school fee regulation bill with parents. "We want to understand whether it genuinely safeguards the interests of parents and students," he said. Aswani Makul, whose child also studies at DPS Rohini, said they had even approached the high court regarding the issue, but no concrete step was taken by the DoE. "The school continues with the same practices. We need clear and decisive action from the authorities," he said. On May 15, the Directorate of Education directed the school to revoke the students' expulsion and readmit them. The department also asked the school to ensure that no child is discriminated against in fee-related matters. A compliance report was requested within three days. Sangeeta, a parent of a DPS Dwarka student, said, "We are ready to pay the fee set by the Directorate, but the school keeps raising it on its own. There is a lack of transparency, and parents are being unfairly burdened." Azad Singh, a parent, highlighted the stress on children. "Students are being mentally harassed and threatened with expulsion over the unpaid fees. This affects their well-being and violates their right to education. The authorities must step in and act firmly," he said. There was no reaction from DPS Dwarka on the allegations. A group of parents wrote a letter to the Chief Minister Rekha Gupta, listing eight demands and seeking urgent government intervention. In their letter, the parents urged the government to roll back any unapproved fee hikes and take strict action against schools coercing students. Citing the Doctrine of Participatory Governance and the Pre-Legislative Consultation Policy (PLCP), 2014, the parents called for public disclosure of the draft Delhi School Education Transparency in Fixation and Regulation of Fees Bill, 2025. They also insisted on the inclusion of a democratically elected body of parents in the drafting process of the legislation, the letter read. It further mentioned a comprehensive audit of all unaided private schools and the societies running them, to be conducted by the Comptroller and Auditor General (CAG) and forensic experts, under provisions of the Delhi School Education Act and Rules (DSEAR), 1973. Parents demanded that audit reports conducted by the teams led by Sub-Divisional Magistrate, as earlier announced by the Education Minister, be made public along with action-taken reports.

NEW DELHI: Days after the ceasefire between India and Pakistan, the second part of the Delhi Assembly's budget session, which was scheduled to begin on Tuesday, has been cancelled. The government was likely to table and pass the Delhi School Education Transparency in Fixation and Regulation of Fees Bill, 2025, aimed at regulating private school fees, during the session. Neither the Vidhan Sabha Secretariat nor the Delhi government provided any specific reason for the cancellation. Sources, however, indicated that the prevailing tension between the two countries may have prompted the decision. 'CM Rekha Gupta-led Cabinet has already approved the draft of the bill, the Lieutenant Governor has given his consent for the session, and the Vidhan Sabha Secretariat had made all arrangements to convene it. The opposition, which has 22 MLAs, may raise the Pahalgam attack which resulted in the killing of 26 civilians. The government may announce a fresh date once the tension eases,' sources said. A day after announcing plans to hold a Tiranga Yatra at Kartavya Path in support of the Indian Armed Forces on Sunday, the Delhi government cancelled the event. While it had earlier appealed to people to join the march in large numbers, the government did not offer any specific reason for the cancellation. Additionally, several programmes of the Chief Minister and her ministerial colleagues have also been cancelled owing to the current situation. Leader of Opposition in the Assembly, Atishi, had earlier said that the first proposal her party would bring in the second part of the session would be a condemnation motion against the recent terrorist attack in Pahalgam. 'We want the Delhi Assembly to strongly condemn this cowardly attack on innocent civilians — a crime against humanity,' the LoP had said. A thanks motion was also to be brought in honour of the Indian Armed Forces' campaign against terrorism under 'Operation Sindoor'.

The government was likely to table and pass the Delhi School Education Transparency in Fixation and Regulation of Fees Bill, 2025, for regulating private school fees, during the session. "The government has decided to defer the session. New dates will be announced later on," an official said. The first part of the budget session had commenced on March 24, during which Chief Minister Rekha Gupta, who also holds the finance portfolio, presented her maiden budget. Ms. Gupta presented the budget for 2025-26 with an outlay of ₹1 lakh crore, marking a 31.5% increase from the previous year.
