Delhi L-G V K Saxena lays foundation of new clock tower
NEW DELHI: Lieutenant Governor VK Saxena on Monday laid the foundation stone for a new iconic clock tower at the junction of Shankar Road and Mandir Marg, near Talkatora Stadium. The nearly 27-metre tall structure is being developed by the New Delhi Municipal Council (NDMC) as a symbol of the city's heritage and urban redevelopment. The clock tower, designed to be a prominent new landmark, was approved by the Delhi Urban Art Commission (DUAC). The eight-sided tower will have sides measuring 1.2 metres each and will be constructed using reinforced cement concrete and clay bricks. Set to cost an estimated Rs 1.80 crore, the project is expected to be completed within six months. The structure is envisioned as a blend of Hindu, Mughal, and Colonial architectural styles, designed to revive the historical charm of the Capital. Speaking at the event, Saxena emphasised the significance of the clock tower's strategic location.

DTC revives Shadipur housing project, submits layout for nod
The Delhi Transport Corporation (DTC) has submitted the layout plan for the long-pending redevelopment of its staff housing society in Shadipur to the Delhi Urban Art Commission (DUAC) for approval, officials aware of the matter said, reviving a project that had been stalled for over two years due to bureaucratic delays. The redeveloped Shadipur colony will have five high-rise residential towers comprising a total of 427 flats, in addition to 228 flats earmarked for the Economically Weaker Sections (EWS). The Shadipur redevelopment is part of DTC's broader land monetisation initiative and is one of two such projects, along with a similar housing society in Hari Nagar, aimed at generating revenue from underutilised land assets. 'The layout has been submitted, and approvals are expected soon for Shadipur. Financial approvals that have been long delayed will also come in now,' said a DTC official. The delay in implementing both projects was primarily due to the non-formation of the Municipal Corporation of Delhi's (MCD) standing committee, a key 18-member body that holds financial powers and is responsible for clearing layout plans. The panel had not been constituted for over 30 months, stalling hundreds of redevelopment and infrastructure proposals across the city, officials said. As per the detailed project report (DPR), the redeveloped Shadipur colony will have five high-rise residential towers comprising a total of 427 flats, in addition to 228 flats earmarked for the Economically Weaker Sections (EWS), in accordance with the mandatory provisions under the Delhi Master Plan 2021. The layout includes one tower of 4BHK flats with ground plus 30 floors and four towers with ground plus 29 floors containing a mix of 2BHK and 3BHK units. The plan also includes two basements in each tower for parking and a separate parking block. The unit breakup includes 208 2BHK units, 144 3BHK units and 75 4BHK units. A school building, a clubhouse and commercial and retail spaces are also part of the proposed development spread across 6.898 acres. The total estimated cost of the project is ₹446.28 crore. While some flats will be earmarked for DTC staff, 'most of the flats will be available for sale to the public,' a DTC official said. However, the exact ratio of public to employee allocation, pricing and the method of allotment, whether by auction, draw of lots or on a first-come-first-serve basis, have not been finalised. 'The rates or prices of flats have also not been finalised but will be competitive with the real estate trend in the area when the allotment starts,' the official added. Construction will be carried out by NBCC Limited, which has also been tasked with marketing the project and maintaining the society for two years post-completion, after which it will be handed over to DTC. 'From the profit earned from sales, a portion will be kept for the maintenance of the society for the next few years, the terms for which are also being finalised,' another official said. The redevelopment plan was initially finalised nearly five years ago, and tenders were floated last year, but work was paused due to the absence of necessary clearances. Once a contractor is finalised, the construction timeline is expected to be two years. The Shadipur society is one of four projects announced under a 2020 memorandum of understanding (MoU) signed between the Delhi government and NBCC. The others include the redevelopment of another colony in Hari Nagar and the construction of multi-level bus depots in Hari Nagar and Vasant Vihar.

Delhi: NDMC to build 27-metre clock tower at Talkatora roundabout
The New Delhi Municipal Council (NDMC) will construct a clock tower at the Talkatora roundabout as a grand architectural landmark, Vice Chairman Kuljeet Singh Chahal said on Sunday. He said that the clock tower would be approximately 27 metre tall and feature a 2-meter clock. Chahal stated that the project has received approval from the Delhi Urban Art Commission (DUAC) and aims to establish a distinct identity within Lutyens' Delhi. The NDMC Vice Chairman added that most municipal bodies across the country have iconic clock towers as their symbols, and now NDMC will also develop such a grand architectural landmark. The structure will have an octagonal design, constructed using RCC (Reinforced Cement Concrete), and will be adorned with a layer of clay bricks. The surrounding area will feature granite flooring, steel railings, and marble decorations. The estimated cost of the project is Rs 1.3 crore, and the target is to complete construction by December 2025. Chahal said: 'Clock towers are not just timekeeping devices; they are also symbols of a city's identity, heritage, and architectural significance. Historically, they have played a vital role in providing public time information.' This clock tower will not only serve as a new attraction for Lutyens' Delhi but also mark the entry point into the NDMC area from nearby MCD regions such as Rajendra Nagar and Karol Bagh, he said. The tower will include internal stairs to facilitate maintenance and repairs. For safety, railings will be installed around the tower, and the base will be decorated with marble, he said. Chahal added that the project is inspired by Prime Minister Narendra Modi's vision of "Viksit Bharat @2047" and reflects the national mission of beautifying Indian cities and preserving cultural heritage. This grand architectural structure in the NDMC area will not only provide timekeeping but also stand as a symbol of national pride, cultural identity, and urban elegance, he said.

Kasturba Nagar GPRA plan again fails Delhi Urban Art Commission test
In a setback to the government's flagship housing project in south Delhi, the Delhi Urban Art Commission (DUAC) has, for the second time, rejected the revised proposal for Phase 2 of the Kasturba Nagar general pool residential accommodation (GPRA) redevelopment after raising concerns over inadequate planning, inefficient land use and poor compliance with its earlier observations. The decision is expected to delay the project further, said officials. The commission has directed the Central Public Works Department (CPWD)—which is executing the project—to revise the layout again, reducing road width and increasing green cover. 'The double road between the primary school and banquet hall appears unnecessary… the space thus released can be utilised to enhance the green cover,' DUAC said in its latest observations. The project is part of the Centre's plan to redevelop seven GPRA colonies across south Delhi. Of these, three are being handled by NBCC, while CPWD is in charge of four—two of them, Mohammadpur and Thyagraj Nagar, have already been completed. The remaining two—Kasturba Nagar and Srinivaspuri—are currently under construction. DUAC had initially approved the redevelopment plan for Kasturba Nagar in January 2020. However, officials said that the new version of the layout plan, submitted recently, included several unmarked modifications that did not address previously flagged gaps. The commission reiterated that the latest submission lacked clarity and remained 'incomplete and incomprehensible'. DUAC had earlier requested a clear layout, a comprehensive mobility plan with a detailed parking matrix, and clarity on movement patterns across the site. The revised proposal still fails to fully meet these requirements, it said. In its detailed feedback, DUAC pointed out that a dedicated road proposed for banquet hall access was an 'inefficient use of space', contributing to an increase in hard-paved surfaces. 'The double road between the primary school and banquet hall appears unnecessary as it occupies excessive space. It is recommended to remove the double road and instead provide a single, shared access road serving the primary school, banquet hall, residential towers, and the future senior secondary school plot. The space thus released can be utilized to enhance the green cover,' DUAC noted. Further, DUAC noted that the provision for air conditioning had not been adequately explained, and instructed that solar panels be integrated into the design at a height that allows for functional shading beneath them. Phase 2 of the Kasturba Nagar project includes an anganwadi, convenient shops, a coaching centre, a banquet hall, a podium, and a residential complex comprising 25 towers and 1,350 flats. The overall redevelopment spans 19.15 hectares, with over 3,500 housing units planned. The colony is bounded by Bhisham Pitamah Marg to the east, Chaudhary Chandu Lal Balmiki Marg to the west, and lies adjacent to the Sewa Nagar railway station and Barapullah elevated road in the north. CPWD officials did not respond to requests for comment.
