Delhi Jal Board approves key water and sewerage infrastructure projects
NEW DELHI: The Delhi Jal Board (DJB), in a board meeting held on Wednesday and chaired by Water Minister Parvesh Verma, cleared several long-pending infrastructure projects aimed at improving water supply and sewerage services across the national capital. The decisions are expected to benefit lakhs of residents and address delays that have stalled essential public utilities. A key decision taken at the meeting was to allow DJB to directly handle water and sewerage schemes for the Delhi Development Authority (DDA) and other land development agencies. The move rolls back a 2019 policy that required all such proposals to be approved by the full board, replacing a quicker clearance process that previously existed at the level of Chief Engineer (Planning). Officials said the earlier system had led to significant project delays, hampered service delivery, and held up infrastructure charges from developers. Among the delayed projects were the water supply component of DDA's low-income housing in Narela and the in-situ rehabilitation of Katputli Colony near Shadipur Depot. With this change, the DJB is now expected to clear such schemes without board-level bottlenecks, potentially speeding up implementation. The board also approved the revival of the Delhi Water Supply Improvement Project in the Wazirabad Water Treatment Plant (WTP) command area. Initially cleared in 2013 under Asian Development Bank (ADB) funding, the project had stalled and lost funding in 2020. Officials said renewed talks led to ADB re-committing to the project. It is expected to cover 123 sq km, serving around 30 lakh residents across areas such as Model Town, Burari, and Shakur Basti, and aims to reduce water loss and expand equitable supply.

Delhi govt approves waiver on late payment surcharge for inflated water bills and reinitiates key projects
New Delhi: Delhi govt has given in-principle approval to waive late payment surcharges on inflated water bills, which will bring relief to lakhs of people who have raised concerns about receiving inflated bills. The waiver, however, will be for domestic and govt houses, not for commercial consumers. Water minister Parvesh Verma Thursday said the scheme will be launched in two months. He said that the implementation awaits a software upgrade, shifting the existing Oracle-based system to a cloud-based platform. "Once the new system is operational, the full waiver rollout will begin. The move is expected to benefit thousands of households struggling with overdue charges, offering long-awaited financial relief on water billing," he said. According to an estimate, nearly 16 lakh out of these received inflated bills in the past few years. Past arrears and late payment surcharges added to the current bills were one of the main reasons for the high bills. Once these are waived, the bill will come down significantly. In another decision taken by govt, DJB will directly process and implement water supply and sewerage schemes for DDA and other land development agencies. Until 2019, such schemes were cleared at the level of the chief engineer (planning), enabling quicker execution, which led to delays, said Verma. With this latest board approval, DJB is now authorised to directly manage and carry forward all such projects, ensuring timely implementation, improved service delivery and enhanced revenue generation, he said. Meanwhile, a four-month extension has been granted to the Malviya Nagar Water Supply (MNWS) improvement project. Several RWAs had raised concerns over an imminent disruption to water services as a 12-year contract for round-the-clock supply was ending. Launched in 2013, MNWS was one of Delhi's earliest public-private partnership initiatives in the water sector, aiming to upgrade supply infrastructure and service including round-the-clock access to pockets like Navjiwan Vihar and Geetanjali Enclave. While a 24-hour water supply has remained limited, many areas have benefited from more reliable schedules, better pressure and quicker complaint redressal.

Delhi Water Minister helps revive ADB-funded supply project
New Delhi: Water Minister Parvesh Sahib Singh on Thursday approved the re-initiation of the Delhi Water Supply Improvement Project in the command area of Wazirabad Water Treatment Plant (WTP) under Asian Development Bank (ADB) funding. The project whose proposed funding was withdrawn by the ADB allegedly due to the previous government's poor progress, promises to benefit over 30.16 lakh people — approximately 13 per cent of the city's population. The Delhi Jal Board (DJB) gave a go-ahead to the project that covers an area of 123 sq km (8.3 per cent of Delhi), including Sanjay Gandhi Transport Nagar, Model Town, Burari, Lawrence Road, Punjabi Bagh, Shakur Basti, Jahangirpuri, Shastri Nagar, Avantika, and Pitampura. Originally sanctioned in 2013, the ADB-backed project remained unawarded until July 2020, leading ADB to withdraw funding, said an official statement. An official said the ADB has agreed to fund the project again after the intervention by Delhi Water Minister. The Board meeting also approved several critical projects aimed at improving public utility infrastructure. These projects will directly benefit lakhs of residents, ensure equitable water supply, reduce pollution in the Yamuna, and accelerate long-pending rehabilitation works. During the meeting, the Minister underscored the government's renewed focus on fast-tracking critical projects that were stalled due to bureaucratic delays and procedural hurdles. 'Providing clean drinking water and an efficient sewerage system is not just about pipelines and drains — it's about restoring the rights, dignity, and well-being of our people. We are reviving long-pending projects and taking bold decisions to improve the quality of life for every citizen,' he said. The DJB also approved a major reform empowering it to directly process and implement water supply and sewerage schemes for DDA and other land development agencies. The Board also approved the award of work for providing a comprehensive sewerage network in two colonies under the Sonia Vihar group of colonies – a project that will benefit 2.34 lakh residents. The sewer line will be spread over 66 km. Another major approval was granted for setting up a sewerage network in the Hasanpur Group of Colonies, covering eight villages Kharkhari Nahar, Kharkhari Jatmal, Kharkhari Rond, Pandwalan Kalan, Pandwala Khurd, Hasanpur, Asalatpur and Daulatpur at a cost of Rs 51.43 crore.
