Myanmar junta mandates prison sentences for election critics

(Photo by AFP) YANGON - Myanmar's junta said Wednesday it has enacted a new law dictating prison sentences for critics or protesters of their planned election, which is being boycotted by opposition groups. The junta seized power in a 2021 coup, sparking a many-sided civil war, and has touted elections at the end of this year as a path to peace. Opposition groups -- including democratic lawmakers ousted by the military takeover -- and international monitors have called the poll a ploy to legitimise the junta's rule. State newspaper The Global New Light of Myanmar said the "Law on the Protection of Multiparty Democratic Elections from Obstruction, Disruption and Destruction" was enacted on Tuesday. Its 14-page text forbids "any speech, organising, inciting, protesting or distributing leaflets in order to destroy a part of the electoral process". Individuals convicted face between three and seven years behind bars, while offences committed in groups can result in sentences between five and 10 years. The legislation also outlaws damaging ballot papers and polling stations, as well as the intimidation or harm of voters, candidates and election workers, with a maximum punishment of 20 years in prison. If anyone is killed during an attempt to disrupt the election "everyone involved in the crime faces the death penalty", the law says. Swathes of Myanmar are beyond the control of the junta and some government census workers deployed last year to gather data ahead of the poll faced resistance and security threats. Data could not be collected from an estimated 19 million of the country's 51 million people, provisional results said, in part because of "significant security constraints". Analysts have predicted the myriad of anti-coup guerrillas and ethnic armed groups the junta is battling may stage offensives in the run-up to the vote as a sign of their opposition. A UN expert called on the international community last month to reject the election plan as "a fraud". Tom Andrews, the UN special rapporteur on the rights situation in Myanmar, said the junta is "trying to create this mirage of an election exercise that will create a legitimate civilian government". - AFP More Like This

EP Teases Morpheus Will 'Get Rid of Those Chains' in Back Half of Final Season Much like a lot of us this summer, Dream of the Endless kicks off the back half of The Sandman's final season by taking a break from his day-to-day. A vacation, if you will. After all, Lucifer and Destruction did it in Volume 1. More from TVLine 'In Episode 6 [of Season 2] — and in Season 1 — he says to Death, 'I often long for a purpose outside my function,'' showrunner Allan Heinberg tells TVLine in advance of the season's continuation. ADVERTISEMENT Taking such a break might've seemed impossible at the beginning of Netflix's adaptation; you'll recall that Morpheus' extended, involuntary absence from The Dreaming caused a degree of havoc that took him all Season 1 to put right. But now that Lucifer has walked away from Hell and Destruction has doubled down on his decision to leave his realm to itself, Heinberg says, Dream is incredibly envious. 'I think part of the reason he's so angry at Destruction is that he's so jealous, and it's not fair that he has to stay and clean up the mess,' the EP adds. 'They all have to clean up Destruction's mess.' Also a salient point: Dream is coming off Volume 1 in a deeply emotional state, having ended the life of his son, Orpheus, at Orpheus' request. 'Dream is utterly defined by his duties and his responsibilities, and I think he longs for a purpose outside his function,' Heinberg says. 'There's something in us that just needs the freedom to try things and be somewhat different and all that stuff. And he's never done it, partly out of fear and insecurity.' ADVERTISEMENT But here's the rub: Dream's prison is one of his own making. 'The other members of The Endless, they're not as strict as Dream is,' the EP points out. 'Death walked away briefly. Delight became Delirium. Desire does whatever they want. It's interesting: It's Dream's internal code that's keeping him in chains. UN Human Rights Chief Volker Türk Gravely Alarmed By Steps To Withdraw From Anti-Personnel Mine Ban Convention
Geneva, 2 July 2025 I am gravely alarmed by the steps taken or being considered by Estonia, Finland, Latvia, Lithuania, Poland and Ukraine to withdraw from the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction. The Ottawa Convention, with over 160 State parties, is a crucial tool in responding to the devastating impact of anti-personnel mines on civilians. These weapons kill and maim civilians and combatants indiscriminately and affect people's freedom of movement, access to agricultural land, and right to development, even decades after the end of hostilities. These weapons risk causing persistent and long-term, serious harm to civilians, including children. Like other international humanitarian law treaties, the Ottawa Convention was principally designed to govern the conduct of parties to armed conflicts. Adhering to them in times of peace only to withdraw from them in times of war or for newly invoked national security considerations seriously undermines the framework of international humanitarian law. With so many civilians suffering from the use of anti-personnel mines, I call on all States to refrain from leaving any international humanitarian law treaty, and to immediately suspend any withdrawal process that may be underway. I also call on all States that have not yet ratified or acceded to the Ottawa Convention to do so as soon as possible.

Indian rock band Girish and the Chronicles wins hearts on America's Got Talent

Organisation for Prohibition of Chemical Weapons confirms Russia's use of chemical weapons against Ukraine
Two laboratories of the Organisation for the Prohibition of Chemical Weapons (OPCW) have confirmed that Russian troops are using grenades containing prohibited chemical substances in Ukraine. Source: statement by Ukraine's Ministry of Foreign Affairs Quote: "The OPCW experts, in line with the appropriate procedures, have analysed the materials provided by Ukraine, including four Russian RG-Vo type gas grenades and corresponding soil and grass samples. As a result, two independent OPCW designated laboratories have confirmed that the evidence provided by Ukraine contains CS substance, which is a part of riot control agents." Details: This was stated in the conclusions regarding the samples handed over by Ukraine, which serve as evidence of Russia's violation of the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction. The ministry reported that the international community is being constantly informed about Russia's systematic use of dangerous chemical substances against Ukraine, including RG-Vo tear gas grenades. Quote: "In the period from February 2023 to February 2025, there have been documented 6,129 cases of the use by Russian occupation forces of munitions containing hazardous chemicals, including 2-chlorobenzylidenemalononitrile (CS), chloroacetophenone (CN), as well as chloropicrin and mercaptans (malodorants)." Details: The ministry highlighted that these actions by Russia represent a gross violation of Article 1.5 of the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction. Background: In May 2024, the US State Department, in justifying the US sanctions against Russia, indicated that Russian troops used the banned chemical substance chloropicrin against the Armed Forces of Ukraine.
