Oracle opens new R&D centre in Morocco
US tech giant Oracle has launched a new research and development (R&D) centre in Casablanca, Morocco, to advance its cloud and AI technologies. The facility aligns with the company's agreement with the Moroccan Ministry of Digital Transition to enhance R&D capabilities in the country. It was inaugurated by Morocco's Government head, Aziz Akhannouch, and Digital Transition and Administration Reform Minister, Amal El Fallah Seghrouchni. The facility, equipped with advanced tools, leverages Oracle's cloud infrastructure, AI, and machine learning (ML) to create solutions for modern businesses and society, the company said. It spans seven floors, featuring an auditorium, restaurant, two gyms, meeting spaces, and prayer rooms. In a statement, Seghrouchni said: 'Establishing the Oracle R&D centre in Morocco reinforces that Morocco is a key player in digital innovation. 'It can compete with global powers thanks to its local talents, skilled youth, and a rapidly maturing ecosystem. Morocco asserts its technological leadership in support of its own development and that of the continent.' The centre, one of ten global Oracle R&D hubs, will employ 1,000 Moroccan IT professionals. Oracle added that it is engaging with top Moroccan institutions to recruit engineering graduates as interns, with 94% of eligible interns last year securing full-time R&D roles. Oracle executive vice president Craig Stephen said: 'Establishing a new Oracle R&D centre in Morocco reflects our commitment to innovation and inclusion—leveraging the country's growing tech talent and strategic location to build cutting-edge solutions for Africa, the Middle East, and beyond.' Beyond R&D, Oracle plans to establish two public cloud regions in Casablanca and Settat. These regions will provide enterprise cloud services to African organisations, enabling migration of critical workloads to Oracle Cloud Infrastructure while ensuring compliance with local regulations. The cloud regions will support modernisation of applications and innovation in AI, data, and analytics for enterprises, startups, universities, and investors across the region. In March 2025, Oracle committed to a $5bn investment over the next five years to enhance its AI-driven cloud services in the UK. Oracle Opens R&D Center in Casablanca, Paves Way for Morocco's Digital Leap
Rabat – Morocco's ambitions in tech took a new step forward this week with the official opening of Oracle's new research and development center in Casablanca. Located in CasaNearshore Park, the high-tech facility will host over 1,000 Moroccan engineers, developers, and technicians by 2027. Speaking at the launch, Head of Government Aziz Akhannouch called the center 'a cornerstone in Morocco's plan to place digital innovation at the heart of its national project.' 'Morocco is moving with purpose to boost its role as a regional tech hub,' Akhannouch said. 'This center reflects our commitment to invest in innovation, digital sovereignty, and talent.' The initiative aligns with the broader goals of the Digital Morocco 2030 strategy, 'which aims to turn technology into a force for economic growth and social equity,' he added. The roadmap, introduced last September, sets out to modernize public services, reduce inequality, and support the emergence of a new generation of Moroccan tech professionals. 'This is where young Moroccans build their future' Amal El Fallah Seghrouchni, Minister of Digital Transition and Administration Reform, shares the same vision. 'There's pride in seeing what's happening here,' she said. 'We're not just cutting a ribbon. We're meeting young Moroccans who are creating technologies that will travel far beyond our borders.' She shared figures that show the project's growth, saying that 300 Moroccan professionals are already working at the center. 'That number will triple in the next two years. And I'm not even counting interns. We have so many bright minds learning and contributing here every day,' added the minister. For Seghrouchni, this site represents more than a mere office building. 'It's a space where Moroccan talent can take root and expand. Oracle is offering real support to help young people sharpen their digital skills. That matters.' Pascal Sero, Oracle's Vice President of Research and Development, looked back on the journey that led to this moment. 'We started with four or five engineers in Morocco,' he said. 'Now we have 600. That didn't happen by accident.' He credited the country's education system and the drive of Moroccan professionals. 'The engineers we've hired here have the expertise and the creativity. We've seen real commitment, and that's what allowed us to grow.' For Sero, the center also answers a deeper question about talent mobility. 'I'm proud that we've brought back Moroccan engineers who left the country looking for opportunity. They now realize they can build world-class technology right here, at home. That's a win for them, for us, and for Morocco.' Oracle's partnership with Morocco stretches far beyond hiring. According to Akhannouch, the company will also support the training and certification of 20,000 Moroccan students through university partnerships, planting further seeds for the country's digital ecosystem.

Minister for Foreign Trade and Development Ville Tavio to lead trade mission to Morocco
In Morocco's capital Rabat, Minister Ville Tavio will meet Minister of Industry and Trade Ryad Mezzour, Minister of Foreign Affairs Nasser Bourita, Minister of Digital Transition and Administration Reform Amal El Fallah Seghrouchni, Minister of Energy Transition and Sustainable Development Leila Benali, and Minister of Economy and Finance Faouzi Lekjaa. The discussions will focus on bilateral and trade and economic relations between Finland and Morocco. From Rabat Minister Tavio and the Finnish business representatives will travel to Casablanca. The programme for the Minister's visit includes export promotion events, such as the Finland–Morocco Business Forum organised in cooperation with the General Confederation of Moroccan Enterprises (CGEM). The Minister will also visit the largest container port on Africa's Atlantic Coast in Tangier. Key Finnish port and logistics companies have operations there. 'Morocco is an interesting market for Finnish operators and a gateway to Africa. The country is preparing to host the FIFA World Cup 2030 with Spain and Portugal. This involves several infrastructure projects for which Finnish businesses have excellent solutions to offer,' Minister Tavio says.
