Last Updated: Bilaspur (HP), Jul 23 (PTI) A man from Chamba district has been sentenced to 10-year rigorous imprisonment and Rs 1 lakh fine in a charas smuggling case, a police official said on Wednesday. Mohit Bansal, Special Sub Judge of Bilaspur court, has pronounced Dinesh Kumar, son of Bhagat Ram from Shukra village in Chamba district, guilty in the 2023 case, the official said. He added that if the fine is not paid, the accused would have to serve an additional year in jail. According to the official, the case dated back to April 11, 2023, when a team of officers from the Sadar police station was conducting a routine check of vehicles at Lakhanpur. At around 2.30 pm, they signalled a white Alto car arriving from Bilaspur to stop. Growing suspicious of the driver's nervousness and over his inability to give clear answers when asked for documents, the police searched the car in the presence of three independent witnesses. They found a green carry bag under the driver's seat, inside which were 1.986 kilograms of charas wrapped in three plastic packets fastened with tapes. The case, pleaded by Additional District Prosecutor Abhay Gupta, proved Dinesh Kumar guilty by presenting thorough evidence as well as 16 witnesses, which subsequently led to his conviction. Meerut: The court of chief judicial magistrate in Bulandshahr has ordered registration of an FIR against five policemen, including a station house officer (SHO) and a sub-inspector, for allegedly abducting a 26-year-old Dalit man with 70% mental disability in Jan 2023 and falsely charging him under the Arms Act. Bulandshahr SSP Dinesh Kumar said on Monday, "The court's order is yet to be received. Once it is, we will comply and take appropriate action." According to a petition filed by the man's father, SHO Ramveer Singh, sub-inspector Manish Chauhan, constables Lokendra Singh and Pankaj Panwar, and home guard Pramod Singh forcibly took his son from their home on Jan 3, 2023. The officers allegedly detained him at the police station and beat him for over two days. "My son was picked up in a police vehicle at midnight while we were attending a funeral. My daughter called us, and we rushed back. The cops denied the allegations and two days later, my son was produced in court and jailed under the Arms Act. We later secured bail," the father said. He added, "My son is mentally disabled since birth. There's been no improvement in his condition in all these years. How can someone who cannot manage basic daily tasks possess illegal arms, as the police claim?" "An FIR was initially registered, but the accused was later let off. The police then falsely implicated the mentally disabled man. His medical records were presented in court. An investigation report from the circle officer Sikandrabad was also submitted, which the court found to be contrived and directed immediate registration of the case," said advocate Tarun Kumar, representing the victim.

District Collector AS Dinesh Kumar expressed displeasure with Accredited Social Health Activist (ASHA) workers and Auxiliary Nurse Midwife (ANMs) for failing to track high-risk pregnancy cases in Alluri Sitharama Raju district. Additionally, he found that medical records were not being properly maintained, and sought explanations from medical officials for the discrepancies. On Wednesday, he conducted a review meeting with officials from the Medical and Health Department, focusing on maternal and infant deaths recorded from March 2025 till date. During the meeting, the Health Department officials explained each case in detail. The Collector instructed them to identify the causes of death and implement preventive measures to avoid recurrence. Health staff present shared that high blood pressure (HBP) may be a major contributing factor in the many cases. The Collector personally reviewed medical records and expressed concern over missing or incomplete entries. He additionally warned that tampering with medical records would be treated as a criminal offence. The Collector directed that if doctors were unavailable at the Family Physician Camps, then supervisors and mid-level health providers must step in and inform the respective medical authorities. 'In cases where the 108 ambulances or PHC vehicles are unavailable to transport high-risk pregnant women to hospitals, the health call center at 6303921374, should be contacted. If assistance is still unavailable, the matter must escalated to the ITDA Project Officer and District Medical and Health Officer immediately,' he said. Mr Dinesh Kumar also instructed ASHA workers to monitor whether pregnant women were taking the prescribed medications regularly, as reported by doctors. He said: 'Medical officers must take responsibility for their assigned duties.' He emphasised that special focus must be placed on high-risk cases, with appropriate plans prepared in advance. He further instructed that reports on high-risk cases must be submitted every 15 days, from the grassroot level to the higher authorities.

Over 228 special camps under the Ungaludan Stalin outreach programme will commence across Krishnagiri district to enable access to the various government schemes starting from Tuesday (July 15, 2025). The district administration has planned 228 special camps to be spread over from July 15 to October 14. This envisions 70 camps from July 15 to August 15; 78 camps from August 16 to September 15, 78 camps from September 16 to October 14. Earlier, briefing the media about the special camps, Collector C. Dinesh Kumar said, 13 departments will provide 43 services in urban areas, and 15 departments will provide 46 services in rural areas through these special camps. The administration has appointed 2,200 volunteers, carrying door-to-door visits, distributing applications and pamphlets. A total of 5,29,228 households are proposed to be covered. As of last week, 40,000 households have already been covered by the volunteers, the Collector said. Those who have been missed out for Magalur Urimai Thogai scheme may avail these camps to apply. Each camp will also host a separate counters for the Chief Minister's comprehensive insurance scheme and for Aadhaar related services. The venues of the camps will be updated weekly in the respective neighbourhoods by volunteers and through media every Friday for the upcoming week.

The sex ratio of Krishnagiri that was below 1,000 until four months ago had risen to 1,005 females per 1,000 males. This was possible through sustained crackdown on illegal sex determination and selective termination of pregnancies spread across districts and neighbouring states, said Collector C. Dinesh Kumar here on Monday (July 14, 2025). He was speaking at the three-day orientation-cum-training workshop for field staff on the legislative protections for women and children organised under the Protect the Girl Child, Educate the Girl Child programme under the aegis of the department of social welfare. The illegal sex determination rackets were singularly responsible for the abysmal sex ratio of Krishnagiri, which was 956 females per 1,000 males until four months ago. However, sustained crackdown on such rackets in Salem, Tirupathur districts, and Chittor district of Andhra Pradesh with the support of respective district Collectors, has increased the sex ratio in the last four months, the Collector said. Addressing the administration's challenge of tackling child marriages, the Collector said, child marriage also attracted POCSO Act, and that it was imperative for the field staff to highlight the value of the girl child and to educate her. Child marriages came with child pregnancies, postpartum complications, anaemia, and multiple pregnancies, among an array of issues detrimental to the health and well-being of the girl. Come what may, educate the girl child and the rest is taken care of, given the industrial spread in Hosur itself, Collector Dinesh Kumar added. 'A girl pulled out of education and pushed into hand-to-mouth wage labour as opposed to getting an education and getting employment with a fair wage must be highlighted,' Mr. Dinesh Kumar told the field staff. Similarly, employability also came with the assurance of safe stay through government hostels. 'Thozhi', the government hostel has been set up in Hosur, and another construction is under way in Krishnagiri. 'These state-of-the-art hostels provide the necessary security to the women seeking to enter the industrial work-force through education,' Mr. Dinesh Kumar said.
