Ahmedabad: Gujarat's real estate sector attracted Rs 5.03 lakh crore in investments since the implementation of the Real Estate (Regulation and Development) Act (RERA) in 2017. However, a lion's share of 94% of this capital is concentrated in just five districts: Ahmedabad, Gandhinagar, Surat, Vadodara and Rajkot, largely driven by rapid urbanisation, better infrastructure, and stronger demand for housing and commercial spaces. In contrast, the remaining 28 districts, which house nearly two-thirds (64%) of Gujarat's population, received only 6% of the total investment. Experts, however, have raised concerns over resource concentration and highlighted the need for more equitable infrastructure growth across Gujarat's smaller towns. According to the latest data released by the Gujarat Real Estate Regulatory Authority (GujRERA), these five urban hubs account for 86% of all registered projects and 89% of the total housing units in the state. "Higher education levels and urban migration are also driving real estate growth in large cities. In smaller towns, plotting schemes are more popular, where individuals build their own homes, and these often don't reflect in RERA data. Also, many small projects in small towns do not get registered with RERA so their actual share may be a bit higher. " However, the skewed development of the state limited to urban centres is fairly visible. Drawing on the 2011 Census data, only 36% of Gujarat's population lives in its top five districts, which account for an overwhelming majority of the state's real estate activity. The remaining 64%, spread across smaller towns and rural regions, has seen just a fraction of the investment and project activity. "All other districts collectively account for 16% of project contribution, 6% of investments, and 11% of units, suggesting a dispersed yet modest contribution from remaining regions," the report states, hinting at a widening regional divide in infrastructure development and economic and commercial activities. Since RERA's implementation, Gujarat saw the registration of 15,260 projects covering a carpet area of 13.11 crore sq m, translating into 18.20 lakh housing units. Of these, over 8,400 projects were completed.

Gandhinagar: In a major relief for thousands of property owners in Gujarat, the state govt on Monday announced a waiver of up to 80% on stamp duty for property transfers done through allotment letters and share certificates (without sale deed): a long-standing issue affecting older housing societies. The decision, issued by the revenue department under Section 9A of the Gujarat Stamp Act, comes in response to representations made by citizens and elected representatives. The move specifically benefits residents of societies, associations, and non-trading corporations where properties were allotted without sale deeds — a practice common between 1982 and 2001. Many such homes, especially in older parts of Ahmedabad and other urban centres, were originally transferred to residents solely through share certificates or allotment letters, without any formal registration. Patel clarified that the relaxation only applies to housing transfers conducted via share certificates or allotment letters, not those formalized with registered sale deeds. "This brings long-awaited relief to thousands of residents who were suddenly asked to pay a hefty duty on homes they have owned for decades," Patel said. "It is not a full rollback, but it makes compliance financially feasible." An official statement said that by reducing the originally payable stamp duty, the state govt has ensured that the total amount paid, including any penalties, will not exceed what was earlier payable as duty alone in property-related matters.

1 2 3 Ahmedabad: Gujarat's micro, small, and medium-scale dyes manufacturers have opposed the Centre's move to implement a quality control order (QCO) for three intermediate chemicals — H-acid, K-acid and vinyl sulphone — widely used for various dyes manufacturing. They say the move will lead to an artificial price increase in the domestic market. Gujarat Dyestuffs Manufacturers' Association (GDMA) has raised the issue. Its secretary, Nilesh Damani, said, "The QCO is expected to be implemented next month. We did a survey among our members, and the majority are opposing it. QCO will lead to cartelisation and an artificial increase in price, leading to Indian dyestuff manufacturers losing out to the Chinese in the international market. This, in turn, will lead to Chinese dyestuff being imported into India. It is against the principle of ease of doing business." Once the QCO is implemented, local and foreign manufacturers must adhere to the Indian standard and display the Standard Mark, obtained through a licence from the Bureau of Indian Standards (BIS). GDMA president Dipak Patel said, "In most cases, the quality of imported goods (Chinese) is better than the Indian goods. In some high-quality and high-value dyestuff, it is critical to have only Chinese material. Our industry has a majority of SMEs who will be at the mercy of a few composite manufacturers. This will result in unfair trade practices. The implementation of QCO would be the beginning of the slow death of MSME dyestuff manufacturers ."
