CHENNAI: Expressing concern over thousands of cases pending in courts for decades across the state due to issues in executing non-bailable warrants (NBWs), the Madras High Court has directed subordinate courts and the Director General of Police (DGP) to strictly follow the orders and guidelines of the Supreme Court in this regard. Citing the report filed by the Registrar General, the judge said 73,699 cases are pending at the stage of execution of NBWs from 1985 to June 2025 across the courts in Tamil Nadu. Commenting that pendency of warrants from 1985 'reflects a breakdown of the system', Justice P Velmurugan appointed R Mahesh Babu, a retired chief administrative officer of district judiciary, as the nodal officer to review the situation in subordinate courts and submit reports. File action taken report in 3 months: Judge to DGP The judge, in the order passed on Friday while disposing of a batch of petitions seeking directions to the police to execute NBWs against accused persons and subordinate courts to take charge sheets on file, also told the DGP to file an action taken report in three months.

Agency: PTI Last Updated: Chennai, Jul 22 (PTI) The police announced a cash reward of Rs 5 lakh to anyone providing information on the culprit involved in the sexual assault of a minor girl in Gummidipoondi near here. Photographs of the suspect involved in the case were also released by the police to enable the public to identify him and inform them about his whereabouts. A statement from the police on Tuesday said the Arambakkam police in Tiruvallur district, registered Prevention of Children from Sexual Offences (POCSO) case following the sexual assault on the minor girl when she was returning home in Gummidipoondi, about 45 km from here on July 12. 'The suspect in the case has been identified through photographs and videos (obtained from CCTVs). However, his identity is yet to be established," the release from the Director General of Police (DGP) office said. It further said, 'All efforts are being taken by the police in this regard. Further, to aid investigation, a cash reward of Rs 5 lakh will be given to any individual who provides specific and credible information leading to the identification of the suspect and successful detection of the case." The identity of the informant will be kept strictly confidential to ensure their safety and privacy. Any person who has knowledge or information relevant to the suspect has been requested to contact the Tiruvallur district police on the dedicated mobile number: 99520 60948 through call, SMS, or WhatsApp, it said. KOCHI: Kerala High Court has directed the Director General of Police to issue necessary directions requiring the police officers concerned to ensure that 'Air Blank Test' is conducted and '0.000' reading shown on the instrument before subjecting a person to a breathalyser test for drunken driving. The court said that the primary goal of a blank test is to verify that the breathalyser is functioning correctly and is not influenced by any residual alcohol from previous tests. Therefore, it is mandatory to conduct an Air Blank Test and ensure that the calibration is at 'zero' before taking a breath sample using a breath alcohol testing device. Justice V G Arun issued the order while quashing a case against Saran Kumar S of Thiruvananthapuram. The case was registered on the allegation that the petitioner was found driving his scooter at approximately 8:30 pm on December 30, 2024, on the Medical College-Kumarapuram Road in a rash and negligent manner. The vehicle was intercepted by the police, and on suspicion that the petitioner had consumed alcohol, he was arrested and later released on self-bond after conducting a breathalyser test. The petitioner argued that the printout of the breathalyser test produced along with the final report shows the reading in the blank test conducted, immediately before the petitioner's breath sample was taken, as 412 mg/100 ml. It is submitted that the police were bound to ensure that the calibration of the device showed 'zero' before conducting the breathalyser test. Hence, no sanctity can be attached to the test conducted. The court said that the primary goal of a blank test is to verify that the breathalyser is functioning correctly and is not influenced by any residual alcohol from previous tests. The Directorate General of Civil Aviation (DGCA) has made it mandatory to run an Air Blank Test on the instrument and obtain the reading '0.000' before each breathalyser test.

Ahmedabad: The Gujarat high court has upheld the Mehsana district court's decision to remand a police closure report back to the magisterial court for a fresh decision in connection with the alleged IELTS scam that came to light in 2022. Earlier, the magisterial court had accepted the police's closure report, citing insufficient evidence. However, this was overturned by the district court earlier this year. Upholding the district court's verdict, Justice L S Pirzada directed the magisterial court to reconsider the closure report, without being influenced by any observations made by either the high court or the sessions court. The high court, however, quashed a portion of the sessions court's order that had instructed the Director General of Police (DGP) to have the matter investigated by "an honest and competent" officer. During their appearance in a US court, they sought translators, stating they could not understand English—despite having officially cleared the International English Language Testing System (IELTS) exam. This contradiction led the US Consulate General in India to alert local authorities in Gujarat. The Consulate cited a TOI report from May 2021 highlighting irregularities in the IELTS score process. A preliminary inquiry led to the filing of an FIR at the Mehsana B Division police station against 45 individuals. The investigation was led by deputy superintendent of police Dinesh Chauhan, who filed a B summary (closure) report in April 2023, stating insufficient evidence. The Judicial Magistrate First Class (JMFC) accepted the report on Oct 9, 2024. However, the then Mehsana superintendent of police (SP), Achal Tyagi, raised objections and challenged the report before a sessions court, which overturned the JMFC's acceptance and ordered further investigation. That sessions court decision was then challenged in the high court by the accused persons.

Chhattisgarh replaces Urdu-Persian words with Hindi in police functioning

The Chhattisgarh government has replaced Urdu and Persian words used in police official records with Hindi terms that can be easily understood by a layperson, in order to make policing more accessible, transparent and communicative, an official here said on Saturday. Replacing 'halafnama' with 'shapath patra' (affidavit), 'dafa' with 'dhara' (section), 'fariyadi' with 'shikayatkarta' (complainant) and 'chasmdid' with 'pratyakshdarshi' (eyewitness) are some of the examples of this. On the instructions of Deputy Chief Minister Vijay Sharma, who also holds the home portfolio, the Director General of Police (DGP) has issued a letter to the district Superintendents of Police (SPs) in this regard stating that difficult and traditional words used in police functioning should be changed with simple and clear Hindi terms, an official statement said. A list of 109 words with their Hindi alternatives have been provided with the letter suggesting to be used in place of old difficult words, it said. When a common citizen visits a police station for any complaint, crime information or other work, he/she is often confused about the language used in the FIR or other documents of the police. Words of other languages are unknown to common people, due to which they are neither able to explain their point properly nor understand the entire process properly, Deputy CM Sharma said on Friday. If the purpose of the police is to help and protect the citizens, then its language should also be such that it is understood by the citizens and increases their confidence, he added. According to the statement, it has also been directed in this letter that all the subordinate officers should be made aware of the change and it should be ensured that the order should not remain a mere formality but its actual implementation should be seen in every police post, police station and office of the state. The Chhattisgarh police will now not only become an institution that enforces law but also become a medium of public communication. This simplification of language will help the complainant to clearly state, hear and understand their case. Procedures like FIR, which was so far understood only by advocates or police personnel, will now be understandable to the common citizens too, it added. Some of the words which will be replaced with simple Hindi terms are 'khayanat' to be replaced with 'hadapna' (to usurp), 'goshwara' with 'naksha' (map), 'nakabjani' with 'sendh' (burglary), 'maal mashruka' with 'looti-chori ki gai sampatti' (looted assets), 'rojnamcha' with 'samanya dainiki' (general diary), 'shinakht' with 'pehchan' (identification), 'adalat diwani' with 'civil nyayalay' (civil court), 'faujdari adalat' with 'dandik nyayalay' (criminal court), 'jarayam' with 'apradh' (crime), 'jaydade mashruka' with 'kurk hui sampatti' (confiscated property), 'zilabadar' with 'nirvasan' (externment) and 'sakin' with 'pata' (address), it said.
