Himachal Pradesh CM distributes land ownership rights to 25 people in Kinnaur

SHIMLA: Chief Minister Sukhvinder Singh Sukhu on Monday distributed land ownership certificates to 25 beneficiaries in Kalpa block of Kinnaur district. The certificates were distributed under the Forest Rights Act, 2006, which have been pending for many years. He said that under the Act, land leases have already been allotted to 460 individuals across the state. Addressing a gathering in Kalpa, he stated that, for the first time in 75 years, Shipki-la was being opened to tourists who can now visit the mountain pass simply by carrying an AADHAR card and token. "This will give an added boost to the local economy and promote tourism in border areas, thus creating employment opportunities for the youth," he said. On the occasion, the CM also inaugurated and laid the foundation stone for various development projects, including the Rajiv Gandhi Sports Complex, a youth hostel and an indoor stadium, in the Kinnaur Assembly Constituency. Addressing the issue of the Vimal Negi case, Sukhu accused the opposition of politicising the matter and assured that the state government stands with the Negi family and the guilty will be brought to justice. He announced that under the Indira Gandhi Pyari Behna Sukh Samman Nidhi, women across all blocks of the district would be given Rs 1,500. He also announced the opening of CBSE-affiliated schools in four blocks of Kinnaur and visited the District Institute of Education and Training (DIET), where he gave Rs 100,000 to five women's groups to assist them in purchasing essentials.

Shattered lives, fragile peace in shell-shocked Poonch

The world may have moved on since the India-Pakistan conflict a fortnight ago, but for families who lost their loved ones in the cross-border shelling in Poonch district of Jammu and Kashmir, time stands still, hanging heavy with grief. Poonch sector witnessed heightened artillery shelling after India carried out precise strikes under Operation Sindoor on nine terror hubs in Pakistan and Pakistan-occupied Kashmir on May 7 in response to the April 22 Pahalgam attack. As many as 28 people were killed in Jammu and Kashmir between May 7 and 10 of which 16, including four children, died in Poonch district alone. 'Peace is fragile here. Fear is constantly lurking. It will take more time for us to return to the life we led before the conflict. Those who lost their loved ones in the cross-border shelling are still in a state of shock,' says Manmohan Singh, 60, a local resident who has retired as head of the department from the District Institute of Education and Training. His cousin, Amrik Singh, an ex-serviceman, was killed in the shelling on May 7. Victims yet to resume school 'Markets have opened and so have schools but my cousin's children haven't resumed their studies. Amrik has two school-going daughters and a son. He was the sole breadwinner. Relatives and friends are still visiting them to mourn his death,' says Manmohan Singh. He recalls how another Sikh resident, Ranjeet Singh, 40, was killed along with Amrik Singh on the fateful day. 'Ranjeet was a bachelor and stayed with his elderly parents. Who will look after them?' he says. The Poonch district administration was prompt in transferring an immediate ex-gratia relief of ₹6 lakh each to next of kin of the deceased from the Red Cross Fund. During his visit, Jammu and Kashmir lieutenant governor Manoj Sinha announced an additional ₹10 lakh and a government job to a family member of those killed. Officials are conducting a survey seeking details of deaths, injuries, damage to property and crops for subsequent government action and rehabilitation. Parents haven't eaten properly But the families are left with a vacuum no government or official can fill or compensate. Arun Kumar, a government teacher, who lost his 13-year-old nephew, Vihaan Bhargav, in the Pakistani shelling on May 7, says, 'My brother, Sanjeev Kumar, and his wife, Rashmi, have not been able to come to grips with the tragedy. They haven't eaten properly since they lost their only child.' Vihaan was Class 8 student of Christ School in Poonch. 'They lived in Dungus Mohalla. The family was fleeing Poonch in their car when it was hit by a Pakistani shell at Bhainch. The boy suffered head injuries and died on the spot,' he says. 'What will they do with the compensation and government job? They have lost their only hope,' he says in a choked voice. Sarfraz Mir, a professor at the Government Degree College in Poonch, lost his cousins, Ayan and Aruba, 13, the same morning. The twins were also students of Christ School. 'Their father, Rameez Khan, is my uncle. They used to live at Kulhani village, 12km from Poonch town. Since Ayan and Aruba had to travel the distance daily to Christ School, we insisted they shift to the town. They rented an accommodation near the school only three months ago. Who could have imagined this? They were born on the same day and died the same day,' he says. Mother's unparalleled courage Rameez Khan, a librarian, who was also injured in the shelling, is still undergoing treatment at Government Medical College and Hospital, Jammu. He along with his wife, Ursha Khan, a government teacher, were fleeing with the children when a shell exploded at the gate of their rented accommodation. Though Ursha escaped unhurt, her life was shattered in an instant. 'My aunt's courage is unparalleled. She buried her two children at the Kulhani village graveyard around 11.30am on May 7 itself and kept it a secret from her husband for nearly 10 days as he was battling for life in hospital. Every time he enquired about the children, she told him they were safe with their grandparents,' Mir says. It was only after Rameez Khan recovered from multiple surgeries and was declared to be out of danger did she break down and tell him about the tragedy in hospital three days ago. 'Their world has been shattered. This job and compensation are meaningless for them,' he says. Meanwhile, residents have built makeshift bunkers in the vicinity of their houses in seven villages of Dhara Dhulian, Krishna Ghati, Jhallas, Gulpur, Digwar, Shahpur and Guntrian along the Line of Control (LoC) in Poonch without waiting for any government help.

SSLC results: Dakshina Kannada district tops Karnataka after many years

Dakshina Kannada district took the top position with 25326 (91.12%) of the 27795 students passing the SSLC-1 examination. The district climbed to the top position after many years. Udupi district moved to the second position with 12215 (89.96) of the 13579 students passing the examination. The district was ranked first in the SSLC-1 examination in 2024 with pass percentage of 94. Among those who have passed in Dakshina Kannada, the highest number of students were from the Bantwal educational block (5375), followed by 5178 from Mangaluru North, 4944 from Mangaluru South, 4575 from Puttur, 3720 from Belthangady, 1811 from Moodbidri, and 1757 from the Sullia educational block. A total of 13799 students, who passed, were from English medium, while 11,527 students were from Kannada medium. A total of 251 specially abled children have also passed. From Dakshina Kannada, 712 of the 716 students passed in Tulu third language paper. Of them, 317 students have secured full 100 marks. All six students who chose Konkani as third language have also passed. While lauding the untiring efforts of teachers in preparing students, Dakshina Kannada Deputy Director of Public Instruction Govind Madiwal credited the success of students to their involvement in the 'Vijayebhava' programme, conducted by the District Institute of Education and Training. Under this programme, students solved five questions every day each on two topics for a period of 170 days, he said. Udupi Of the 12215 students who passed from Udupi district, the highest number of students were from Udupi education block (2883), followed by 2530 from Kundapura, 2469 from Karkala, 2407 from Brahmavar and 1926 from Byndoor education block. As many as 12,215 students who passed were regular students, 23 were private students, eight were regular repeaters, and five were private repeater students. Of the total students who passed, 7,519 were from the English medium, while 4,696 were from the Kannada medium. As many as 9,680 students were from rural areas, while 2,535 were from urban areas. A total of 5,572 students were from government schools, 4,264 from private schools, and 2,379 students were from aided schools. A total of 51 schools, including 15 government schools, have recorded 100% result. A total of 63 specially abled children have also cleared the SSLC-1 examination in Udupi district, an official release said.

The School Education department has been promoting self-learning sessions during summer vacation in Tiruchi to bridge the learning gap among children in Classes I to V and to boost admissions to government schools. Children tend to forego the learning they acquired during the academic year during vacation. Government schools are using the downtime to upgrade students' skills while making learning an enjoyable experience. The Andanallur block education officials have launched the Symbiotic Learning Model, an initiative to prevent learning loss among children in Classes I to V during vacation. It encourages children to study at home with their classmates with the involvement of parents and the local community. Under the initiative, Panchayat Union Primary School in Kambarasampettai Colony has engaged around 55 students. A group of students forms a small study circle within the locality, which functions as a learning centre coordinated by parents. It operates from 5 p.m. to 7 p.m. every day. Everyday lesson plans and homework are sent to the students via WhatsApp. The students are asked to record a video of reading and speaking and send it to the teacher. The teachers monitor the progress and clear doubts online. The students are also given a topic to write about and are encouraged to use artificial intelligence editing tools to correct the passage. Parents were trained to guide the students with homework and to effectively utilise mobile phones to access educational content, including apps, videos, and online resources to enhance the learning experience. Study material, such as blackboards and chalk, are also provided to students. The initiative is aimed at ensuring that children receive continuous monitoring and support in their education and prevent learning loss during holidays. 'This would improve reading, writing, and speaking skills. Introducing them to AI tools would help them learn new words,' said S. Sivakumar, retired Principal, District Institute of Education and Training, Kancheepuram, who is the coordinator of the programme. The school has 59 students and two teachers. So far, 14 children have been enrolled for the upcoming academic year. It offers chess, carrom, silambam, bharatanatyam and other extracurricular activities for the students. 'We aim to improve the admissions in the school as parents appreciate the efforts of the school in keeping the students engaged,' said R. Sukumar Ramakrishnan, headmaster. The programme is expected to be expanded to other schools in Andanallur Block soon.

Karnataka high court upholds dismissal of civil servant convicted in assault case

Bengaluru: The high court reaffirmed a strong stance on the integrity expected of public servants, declaring that a person convicted of a serious offence is not fit to continue in public service. This observation came while dismissing a petition filed by G Nanjegowda , a second-division assistant formerly employed at District Institute of Education and Training, Bengaluru Urban district. Nanjegowda was convicted in 2011 for an assault committed in 2001 and sentenced to two years' imprisonment, a verdict upheld by the high court in 2016. Following his conviction, he was dismissed from service on Nov 18, 2023. After an unsuccessful appeal before Karnataka State Administrative Tribunal, which dismissed his petition on Oct 25, 2024, he approached HC seeking relief. Nanjegowda argued that even Rule 14 of Karnataka Civil Services (Classification, Control and Appeal) Rules, 1957 does not provide for automatic dismissal from service when a civil servant is convicted in a criminal case. However, after reviewing the rule, a division bench of Justices Krishna S Dixit and Ramachandra D Huddar noted that dismissal from service on grounds of conviction and sentence in a criminal case involving moral turpitude cannot be faulted, as Rule 14 of 1957 Rules is as clear as the waters of Ganga river. "... A person convicted of a serious offence is not desirable in public service. The offence committed has no nexus to official duties or conditions of service, which is too poor a justification to retain the convict in public service. It goes without saying that if conviction in a criminal case is a bar to public appointment, ipso facto it is a ground for removal from service. An argument to the contrary would strike at the root of reason and logic," the bench added.
