Illegal sand mining in Perur taluk: Coimbatore district collector issues show-cause notices to 40 revenue officials

Coimbatore: Coimbatore district collector Pavankumar G Giriyappanavar has issued show-cause notices to 40 former and present revenue department officials for their alleged failure to prevent illegal sand mining in Perur taluk from 2019 to 2025. Further action would be taken after receiving their replies, he said. Sources indicated that the show-cause notices were issued against four tahsildars, 22 village administrative officers (VAOs) and some deputy tahsildars and revenue inspectors. The show-cause notices were issued under Section 17(a) of the Tamil Nadu Civil Service (Discipline and Appeal) Rules, which pertains to grave irregularities, misconduct, negligence and other offences. 'Illegal sand mining has been happening in Perur taluk jurisdiction for more than a decade. But the district collector issued charges against 40 revenue department officials -- who were either earlier working or presently working in Perur taluk -- by citing that they failed to prevent illegal sand mining in the taluk from 2019 to 2025. Many straightforward revenue department officials also received show-cause notices under 17(a) from the district collector. It would affect their careers,' said an official from the revenue department. Revenue department officials accused senior officials of directing them not to take action against people engaged in illegal sand mining in Perur taluk. The officials demanded that action be taken against the senior officials. They criticised the district administration for charging the field officials. In January, the directed the police to form a special investigation team (SIT) to probe illegal sand mining in Thadagam Valley and Perur taluk. Tired of too many ads? go ad free now In September 2024, a panel constituted by the high court inspected the Perur and Thondamuthur blocks within Perur taluk to examine illegal excavation of red earth and gravel. G Narayanan, chairman of the Permanent Lok Adalat, and K Ramesh, sub-judge of the District Legal Service Authority, led the panel along with former Coimbatore district collector Kranthi Kumar Pati, district superintendent of police K Karthikeyan, district forest officer N Jayaraj and officials from the geology and mining departments. The panel submitted its report to the high court, confirming that illegal excavation of red earth occurred in the district. Following the report, the present district collector issued show-cause notices to the 40 officials. A CB-CID (SIT) team is investigating illegal red earth and sand mining in the district.

Kerala HC accepts proposal to set up interim committee to curb stray dog attacks

The Kerala High Court on Monday accepted the state government's suggestion for the formation of an interim committee by the high court to look into and curb stray dog attacks. The state government suggested the Constitution of a Committee consisting Secretary of the District Legal Service Authority, the District Medical Officer and the Joint Director of the Local Self Government Department (LSGDN) for dealing with the issue. The response came on a petition filed by a law student, seeking implementation of Animal Birth Control Rules to tackle the multiple incidents of stray dog attacks that have taken place in the state in recent times. The court further directed the state government to file an affidavit on the number of stray dog attacks in the state for the last year, including the compensation paid to the victims. During the hearing, the court orally observed: "We have to find a solution to the problem. Both humans and animals should co-exist." It noted that exhaustive guidelines have been laid down on this issue from time to time, but the number of stray dogs is increasing day by day and directed that sterilisation and vaccinations must be done by the authorities concerned regularly. In another oral observation, the court said: "If a human attacks an animal, it is an offence; similarly, when an animal attacks the human, the custodian is charged with an offence, and for the stray dogs, the Local Self Government Department can be considered as the custodian." Apart from accepting the suggestion by the state for the constitution of an interim committee, the court has urged the state to come out with legislation for a permanent body to deal with the issue. "Euthanasia is not a remedy. Euthanasia is allowed only when they are terminally ill," it said. Amid observations on the payment of compensation for the victims of stray dog attacks, the court wondered whether stray dog attacks can be brought within the ambit of the Disaster Management Act. It then asked the authorities concerned and the state to file an affidavit on the statistics of the number of stray dog attacks in the state in the previous year, and added that this should include the number of deaths and the compensation paid for the victims. The case has now been posted for hearing after 10 days.

Kanpur: District Legal Service Authority (DLSA) on Saturday organised an awareness programme at Kanpur District Jail on the occasion of World No Tobacco Day. Additional session judge and Secretary DLSA, Kamlesh Kumar Maurya apprised the jail inmates about the ill effects of tobacco and advised them to keep a distance from tobacco. He also apprised that World No Tobacco Day was observed on 31st May by the World Health Organisation to promote awareness about the risks associated with the use of tobacco and its products and its ill effects on family, society, and the environment. Everyone should avoid consumption of tobacco and its products. Jail Superintendent District Jail, Kanpur Nagar, BD Pandey appealed to the prisoners to not consume tobacco and also inform their friends to not consume tobacco and other intoxicants. Dr. Prabhakar Tripathi informed the prisoners in detail about the diseases caused by tobacco consumption. Arogya Dham Kanpur also observed World No Tobacco Day. Participants took pledge to keep a distance from tobacco and staged a street play to create awareness among the people.

As the schools reopened after the summer holidays, students of various government schools were welcomed for the new academic year with much fanfare by the teachers and government officials at their respective schools in Dharwad district on Friday. The school premises were spruced up for the start of the new academic year and the entrances were decorated with colourful balloons and flowers. The teachers including the headmasters and headmistresses were at the entrance to welcome the students with flowers. The students were also given free textbooks and uniforms on the opening day of the academic year. Distributing the textbooks and uniforms at Governemnt Higher Primary School in Dharwad on Friday, Additional Deputy Commissioner C.D. Geeta said that under 'Mission Vidya Kashi' several initiatives were being taken to provide quality education and training to the students and the teachers were taking every possible step to improve the performances of the students. Ms. Geeta said that the teachers had a greater role to play in improving the confidence of the students, which in turn, would help the students in facing the challenges that they come across in their lives. She also emphasised the need for taking personal care of the students to ensure that they did not skip classes and take all steps to improve the concentration of the students and boost their creativity. Senior Civil Judge and Member Secretary of District Legal Service Authority Parashuram Doddamani said that primary education was crucial as it laid the foundation. Teachers should ensure that the students were not deprived of education by treating them with love and affection and motivating them to learn without discriminating any child, he said. Deputy Director of Public Instruction S.S. Keladimath said that the total demand of uniforms for the primary schools in the district was 1,02,988 sets and it was 28,164 sets for higher education. While the 1,02,865 sets of uniforms had been supplied for primary schools, the high schools had received 28,004 sets. Similarly against the demand of 27,22,400 textboos for the district, 21,69,370 textbooks (79.69% ) had already been supplied, he said. Other officials and teachers were present. In Hubballi, MLA Mahesh Tenginakai distributed the textbooks and sweets tot he students to welcome them back to the school on the inaugural day. He visited government schools at Nagashettikoppa and Gopnakoppa in Hubballi and greeted students with sweets and distributed textbooks. Channappagouda Patil, Umesh Bommakkanavar, Block Education Officers and others were present. Meanwhile, at various places, the teachers along with students took out processions heralding the reopening of the government schools. At Broadway in Hubballi, teachers and students with music band covered the localities in the vicinity of the school highlighting the benefits of studying in government schools.
