Days after the staff of Diwan Ballubhai High School in Ahmedabad held a dharna on the campus of one of its schools, boycotting teaching work for a day over salary issues, the District Education Officer (DEO) on Thursday penalised the teachers as well as the management of the school. While the management was handed out a penalty of Rs 10,000, the teachers would stand to lose a day's salary. Citing the Right to Education Act (RTE) 2009 rules, Ahmedabad (city) DEO Rohit Chaudhary ordered the school management to deposit the fine within three days. In separate orders issued by the DEO office pertaining to the school's two branches in Kankaria and Paldi, and both its Gujarati and English- medium schools, the teachers have been slapped with a penalty of unpaid one-day leave for not teaching students and going on a strike. The respective school principals have to inform the DEO office for implementation of this order within three days. On August 11, nearly 100 teaching and non-teaching staff of Diwan Ballubhai High School in Maninagar and Paldi sat on a dharna on the Maninagar campus alleging discriminatory annual increment given to them last week. The DEO, Ahmedabad (city), issued show-cause notices to the teachers and management on the same day. Citing violation of the RTE Act, DEO Chaudhary demanded a reply to the show-cause notices issued to teachers and management by Tuesday. 'Teachers quit their teaching work on salary increment issue and sat on a dharna without prior approval or intimation to this office. For their (the teachers') own interests, students had to suffer. Same goes with the management as to why they failed to resolve the issue and not discuss it with the DEO office,' DEO Chaudhary had earlier told The Indian Express. Though the management, in its response to the show-cause notice, stated that the school has introduced a 'performance-based' increment process from this year, it was penalised for failing to resolve the issue. Earlier, a flat increment used to be given to the staff of the school. This was replaced by performance-based evaluation from this year.

The Ahmedabad City District Education Office has issued two show-cause notices to a private school in Maninagar for allegedly staging a protest over salary issues during school hours on Monday. The teachers and management of Diwan Ballubhai High School have received separate notices from District Education Officer Rohit Chaudhary, citing a violation of the Right to Education Act. The notice demands a reply by Tuesday. 'Teachers sat on a dharna over the salary increment issue. They did not have any prior approval and they did not inform us also about any such protest. Due to their protest, the students had to suffer. Same goes with the management… why did they fail in resolving the issue and why was it not discussed with the DEO office,' Ahmedabad (city) District Education Officer Rohit Chaudhary told The Indian Express. 'It is to be informed that on 11/08/2025, the teachers of the school have gone on strike in the school. Due to this incident, the students, studying in the school, were made to sit in the classroom without any academic work and the District Education Officer was also not informed about it in advance,' the notice said. 'Also, the school did not give any reply when the parents asked the school management about the issue,' the notice stated. 'Why should you not be held responsible for spoiling the academic work of the students today? And why should your one-day salary not be deducted for affecting the academic work of the children due to your disagreement with the trust?,' stated the notice. 'You have put the future of the children at stake, which is considered a serious matter. Thus, you have clearly violated the rules of the RTE Act 2009… for which why should punitive action not be taken against you? All teachers are requested to submit an explanation regarding this immediately through the school principal within a day. If there is a failure to do so, it will be assumed that you have nothing to say and further action will be taken as per the rules,' stated the notice further. A similar notice was issued to the school management. According to the officials, nearly 100 teaching and non-teaching staff of the school's primary section (Maninagar branch) have alleged 'discrimination in their annual increment'. Though the management had assured them of resolving the issue, however, with no action in sight, the teachers protested on the campus, said sources. A few parents meanwhile alleged that the children were not allowed to leave the school after the morning shift as the school gates were locked. Despite multiple attempts, the school management could not be reached for their remarks over the issue.
