Qatar Mission in Geneva honours winner of‘Doha Best Negotiator of the Year' award
QNA Geneva The Permanent Mission of the State of Qatar to the United Nations Office in Geneva hosted an official ceremony to honour Rebeca Grynspan, secretary-general of the United Nations Conference on Trade and Development (UNCTAD), for receiving the prestigious 'Doha Best Negotiator of the Year' award. This award, presented annually by the United Nations Institute for Training and Research (UNITAR), recognises outstanding contributions to international negotiation and mediation. In her address at the ceremony, HE Dr Hend bint Abdalrahman Al Muftah, Qatar's Permanent Representative to the United Nations Office and other international organisations in Geneva, welcomed ambassadors, diplomats, and representatives of international organisations, alongside officials from UNITAR and the ADN Group—an international agency specialising in negotiation. Dr Al Muftah noted that the 2024 edition of the award holds particular significance for Qatar, as it was renamed the Doha Best Negotiator of the Year Award in recognition of its announcement during the Doha World Negotiation Day, hosted by UNITAR and the ADN Group in collaboration with the Doha Forum. She emphasised that this ceremony reflects Qatar's steadfast commitment to promoting a culture of negotiation, mediation, and peaceful resolution—core tenets of its foreign policy. The award, she said, aims to honour individuals who make effective contributions toward resolving international conflicts and fostering humane, just, and sustainable solutions. Highlighting Qatar's two-decade record as a neutral, trusted mediator, Dr Al Muftah outlined the country's achievements in facilitating ceasefires, restoring diplomatic ties, securing hostage releases, negotiating prisoner exchanges, enabling national dialogue, resolving border disputes, achieving humanitarian outcomes, and brokering peace agreements in numerous global conflicts. Commending Grynspan's distinguished career, Dr Al Muftah underscored her pivotal role in the Istanbul agreements—particularly the Black Sea Initiative, which enabled the export of millions of tonnes of grain and food supplies from Ukraine, thereby bolstering global food security and mitigating famine risks in low-income nations. The roundtable, held in partnership with the Doha Forum and focused on 'Reshaping Frameworks for Global Governance: The Role of China and the Global South,' explored how such partnerships could help stabilize and renew global governance frameworks. According to experts, as global politics continue to shift, these collaborations are seen as increasingly important in tackling major challenges, including economic uncertainty, climate change and post-conflict recovery. Khalid Emara, former assistant foreign minister of Egypt, highlighted the Global South's growing influence, citing the BRICS grouping, which represents nearly half of the world's population, approximately 30% of global GDP and 25% of global trade. 'African and Middle Eastern countries are core members, and its expansion is reshaping global governance,' Emara said. He called diplomacy a critical tool for building partnerships and pointed to two major China-led initiatives. The first is the Forum on China-Africa Cooperation, which facilitated more than $280 billion in annual trade between China and Africa since 2022. The forum has also contributed significantly to infrastructure development and the establishment of free trade arrangements within the African Union. The second is the China-Arab States Cooperation Forum, a partnership that resulted in over $400 billion in trade in 2024, with energy cooperation forming a vital pillar of the relationship. According to Emara, these initiatives are examples of how the Global South is seeking to play a more active role in the international order. The session, titled 'Reshaping Frameworks for Global Governance: The Role of China and the Global South', took place on Thursday in Beijing, bringing together diplomats, policy experts, and development leaders to discuss emerging partnerships between China and the Global South in redefining international cooperation in a multipolar world. Opening statements were delivered by Founder and President of the Center for China and Globalization Henry Huiyao Wang, and Director General of Doha Forum Maha Al Kuwari. Both speakers stressed the importance of governance systems that go beyond representation and efficiency, focusing on fairness and adapting to current political and economic shifts. In a speech during her participation in a High-Level Dialogue on Justice and Capacity-Building in International Law, organised by the Permanent Mission of Qatar to Geneva and the United Nations Institute for Training and Research (UNITAR) at the United Nations Office at Geneva, Dr Muftah indicated that the organisation of this dialogue comes at a time of growing geopolitical complexities and declining confidence in multilateral institutions, which calls for reimagining the role of international law to become more responsive to the demands of justice and international solidarity. She pointed out that these principles are not merely slogans, but rather firm commitments, evident in the active role played by Qatar in hosting international dialogues in the context of mediation and conflict resolution, supporting international legal education, and providing legal protection to refugees and displaced persons. She emphasised that, for Qatar, international law is a tool for achieving a just and comprehensive peace. She highlighted the importance of empowering youth, particularly in countries of the Global South, and equipping them with the legal knowledge and diplomatic skills to effectively participate in the international legal system. Dr Muftah pointed to effective Qatari initiatives such as the Education Above All Foundation's 'Protecting Education in Conflict Zones' programme, Silatech's projects, and the Qatar Fund for Development's investments. She emphasised that possessing advanced legal expertise enables the state to effectively defend its interests and contribute to the development of international legal norms, especially in light of the complexity of contemporary issues such as cybersecurity, climate change, and human rights. Dr Muftah also addressed the distinguished partnership between Qatar and the UNITAR, noting Qatar's participation in the 'World Negotiation Day 2024' event during the Doha Forum, which highlighted the ethical dimension of negotiation as a responsibility based on empathy and mutual also noted Qatar's readiness to organise two regional conferences in Doha this year, reflecting its commitment to strengthening international legal dialogue. The first, in cooperation with the World Intellectual Property Organization (WIPO), will address the role of international law in supporting innovation, alternative dispute resolution, and attracting sustainable investment.
