Doha Forum, JIIA launch research initiative on global governance

QNA Tokyo The Doha Forum and the Japan Institute of International Affairs (JIIA) have launched a strategic research initiative focused on the future of global governance. The announcement came during a high-level event jointly hosted by the Doha Forum and JIIA in Tokyo on Wednesday, titled 'Prospects for International Order and Global Governance: A World Without Navigators'. The event brought together over 100 prominent diplomats, academics, policymakers, and private sector leaders to explore the shifting dynamics of multilateral cooperation in an increasingly fragmented global landscape. Discussions during the session addressed key challenges facing the multilateral system, including trade wars, unilateral sanctions, economic protectionism, and the waning influence of major powers, all of which have impacted the credibility of international institutions and global trust. The role of middle powers and other actors in promoting stability, justice, and international cooperation was also examined. A memorandum of understanding was signed between the Doha Forum and JIIA to formalise their research collaboration. In his remarks, Executive Director of the Doha Forum Mubarak bin Ajlan Al Kuwari stated that at Doha Forum, they believe in the importance of long-term strategic partnerships that foster dialogue and contribute to policy development. 'This collaboration with JIIA reflects our shared commitment to principled engagement and research in addressing the complexities of the current global order,' he said. He added that by leveraging the expertise of middle powers and regional voices, they aim to help shape more inclusive and adaptable frameworks for future global governance. For his part, CEO of JIIA Tomoyuki Yoshida said that Japan, as a nation committed to the values of the rule of law and multilateralism, places dialogue over division, openness over isolation, and reform over retreat at the heart of its vision. He added that they are pleased to launch this new research initiative in partnership with the Doha Forum, focusing on the role of middle powers in shaping the contours of the evolving global order. The session was moderated by Professor Ken Endo of the University of Tokyo and featured speakers including Dr. Naoko Eto (Jochi University), Dr. Maiko Ichihara (Hitotsubashi University), Dr Satoshi Ikeuchi (University of Tokyo), and Professor Abdullah Baabood (Chair of the State of Qatar for Islamic Area Studies at Waseda University). It was announced that the results of the initiative's first phase will be presented at the Doha Forum 2025, scheduled to take place in Doha from December 6 to 7, 2025. Final outcomes will be unveiled during a dedicated session at the Tokyo Global Dialogues in 2026, underscoring the momentum and international significance of this strategic partnership.

TOKYO: The Doha Forum Tokyo Conference took place in Tokyo on Wednesday and explored the engaging theme of 'Prospects for International Order and Global Governance: A World Without Navigators.' This event, in collaboration with the Japan Institute of International Affairs (JIIA), launched a new joint research initiative focused on the evolving landscape of global governance. Mubarak Ajlan Al-Kuwari, Executive Director of the Doha Forum, emphasized in his opening remarks that multilateral institutions are facing increasing pressure, leading to a more fragmented and uncertain global governance structure. 'How can we ensure fairness, stability, and accountability in a multipolar world?' he asked. 'What principles and partnerships can guide us through this evolving landscape? These questions are central to a new strategy launched today by the Doha Forum and JIIA.' Over the next year, the Doha initiative aims to unite leading scholars and experts to focus on the role of middle powers in restoring trust, fostering cooperation, and strengthening the rules-based international system. Panelists and speakers at the conference on Wednesday included Professor Ken Endo and Professor Satoshi Ikeuchi, both from the University of Tokyo; Professor Maiko Ichihara from Hitotsubashi University; and Professor Naoko Eto from the University. Additionally, Professor Abdullah Baabood, Chair of the State of Qatar for Islamic Area Studies at the Faculty of International Research and Education, also participated as a speaker. Jaber Jaralla Al-Marri, the Ambassador of the State of Qatar to Japan, attended the event with around 100 participants from the Japanese business, academic, diplomatic, and expert communities. Panelists discussed current affairs in the Middle East and the role of effective players, such as Qatar and Japan, as the world witnesses the declining power of major global players, including the United States of America. They highlighted the unique contributions of Qatar and Japan in this changing landscape, from their diplomatic efforts to their economic influence, and the potential for them to shape the future of global governance.

Al Kuwari noted that many are strategically coordinated by the Permanent Committee for Organizing Conferences (PCOC), aligning global conversations with Qatar's national vision. Speaking to Qatar News Agency (QNA), he said that these events have made Qatar a venue for dialogue and innovative solutions, adding that when people think of Qatar today, they no longer picture just a small desert nation in the Gulf, but see a connectivity hub that brings the world together and a trusted international partner. He noted that the Doha Forum and Qatar Economic Forum brought together more than 8,500 people from over 160 countries. Almost half of them came from abroad to exchange ideas on everything from global development to humanitarian crises. He added that Web Summit Qatar 2025 saw more than 25,000 participants, 1,520 startups, and hundreds of investors and companies gathered in Doha, transforming the capital into a livewire of innovation and tech energy. Al Kuwari highlighted Qatar's role as a trusted international partner. From high-level GCC summits to interfaith dialogues and ministerial meetings, Qatar continues to be the place where the region, and increasingly the world, comes to talk, listen, and collaborate. 'In less than a decade, Qatar has evolved into a thriving international hub, and at the heart of this transformation lies a powerful force: events. From cultural festivals to global summits, Qatar's deliberate investment in hosting meaningful, world-class gatherings is reshaping its place on the map, and in the minds of millions,' he said. He added that the past year alone saw over five million international visitors arrive in Qatar, marking a 25 percent jump from 2023. Nearly 10 million hotel room nights were sold, a record that speaks to the country's growing magnetism. And 2025 is already off to a strong start, with 1.5 million international visitors in just the first quarter, with average hotel occupancy hitting 71 percent. He noted that visitors were arriving from across the Gulf, Europe, Asia and beyond, drawn by the country's relentless rhythm of events. Al Kuwari said that none of this would be possible without the deep foundation Qatar has built over the years, starting with Hamad International Airport, repeatedly named one of the world's best, connects Doha to more than 170 cities. Inside the country, the sleek Doha Metro and network of highways make it easy for visitors to get where they need to go, whether it's a business summit at a state-of-the-art convention center or a cultural gathering in Katara. He described all the factors feeding into Qatar's hosting of the events were a winning formula. Al Kuwari pointed to data from the World Travel and Tourism Council (WTTC), 51 percent of international visitors in 2025 came by air, 34 percent by land, and 15 percent by sea, a testament to the country's multi-access strategy. He noted that Qatar has built not just connections, but confidence: this year, Doha was ranked the second safest city in the world, giving both event organisers and tourists peace of mind. Al Kuwarisaid that none of this momentum came out of nowhere, as the State of Qatar proved its hosting credentials on the world's biggest stage during the FIFA World Cup Qatar 2022, and that legacy continues to ripple outward. The numbers tell a compelling story: Qatar's events industry is expected to grow by over 11 percent annually, reaching nearly $4.65 billion by 2032.

LONDON: The State of Qatar participated in the Global Humanitarian Forum held in London, which was organised with the participation of the Doha Forum. The State of Qatar was represented at the forum by Minister of State for International Cooperation HE Maryam bint Ali bin Nasser Al Misnad. In her address to the forum, the minister emphasized the importance of adhering to a principled and consistent approach to humanitarian work, especially in light of escalating global crises and challenges. She noted that, when legal frameworks are not upheld, principles and ethics must guide humanitarian action to ensure its continuity based on neutrality, non-discrimination, and the protection of human dignity. She stressed that implementing international humanitarian law and related conventions is not a choice but a legal and moral obligation to safeguard civilians and preserve human dignity. The mionister also pointed out that ongoing serious violations of these laws underscore the urgent need to uphold humanitarian and ethical principles, describing them as the strongest defense against violations and the foundation for protecting human rights and promoting global humanitarian justice. She also affirmed that Qatar is committed to playing an active role in promoting dialogue and striving for stability. She highlighted the country's unwavering commitment to delivering humanitarian aid to those who need it most, particularly the most vulnerable, without discrimination. The Minister of State for International Cooperation further said that the State of Qatar gives special attention to supporting women in conflict zones and is committed to highlighting their role in peace and security processes through various initiatives that reflect the country's belief in empowering women as key partners in achieving stability and building communities.
