At a meeting of The Executive Council of Dubai held at Emirates Towers, chaired by H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, key initiatives were approved spanning healthcare, education, family services, and smart infrastructure. The measures align with the goals of the Dubai Social Agenda 33 and the Dubai Economic Agenda D33. 'Dubai puts people at the heart of all its development plans,' Sheikh Hamdan said. 'These policies are part of a broader effort to create a more inclusive, sustainable, and future-ready society.' One of the most significant moves is the approval of a new healthcare plan designed to place Dubai among the top 10 cities worldwide for healthy life expectancy. Led by the Dubai Health Authority, the strategy will see the development of three new hospitals, 33 primary healthcare centres, and multiple specialised facilities by 2033, particularly in newly developed residential areas. The expansion will be delivered through public-private partnerships and supported by incentive packages to attract investment and talent. The plan also involves an in-depth analysis of healthcare demand and supply, improved insurance coverage for mental health and rehabilitation, and expanded scholarships for Emirati medical students. Pioneering financial literacy initiative To foster financial literacy among students, the Establishment partnered with National Bonds to launch the pioneering 'Young Investor' programme – the first of its kind in the Middle East. The pilot phase rolls out in 'Dubai Schools' campuses before being incorporated into additional curricula across various educational levels. With six interactive modules, the programme covers saving, investing, and financial planning, nurturing a financially savvy generation. In 2024, the Establishment also secured prominent investments, dedicating over 1.5 million square feet to new educational institutions. These developments will add more than 10,000 student seats across multiple curricula, plus over ten early childhood centres across the emirate. More participating schools Building on the success of its inaugural year, the programme now offers families greater choice in curriculum, location, and tuition fees. Participating schools that have signed agreements to support the scholarship programme in its second year include six rated Outstanding, 14 rated Very Good, and eight rated Good. These schools provide diverse curricula, including UK, US, IB, and UK/IB and US/IB combinations, ensuring that Emirati students have access to education choices that align with their aspirations and future goals. The scholarship The scholarship programme supports the Education 33 strategy's goal of nurturing Dubai's future leaders by empowering Emiratis with high-quality education. Participating schools also benefit from a more enriched learning community by welcoming Emirati students, while also playing a crucial role in improving educational outcomes. Applications for the 2025-26 academic year will be open from February 24 to March 10, 2025. The scholarship is available to Emirati students with a family book issued by the emirate of Dubai. The programme covers 50 per cent of tuition fees for students from Grade 1 or Year 2 until Grade 10 or Year 11 who are either newly or currently enrolled in public or private schools in the UAE. Students currently enrolled in the participating schools are not eligible for the scholarship. Eligibility criteria Eligible students must have an average grade of 90 per cent or above in the US or Ministry of Education curriculum, a score of at least 5 in the IB curriculum, or a B-grade average for the British curriculum. Applicants must also successfully pass assessments and interviews conducted by the schools' evaluation committees. Emirati families can submit their children's scholarship applications through the KHDA website.
