Dubai: No golden visa for digital currency investors
Dubai authorities announced Monday that golden visas are issued according to clear and officially approved frameworks and criteria, which do not include digital currency investors. The Federal Authority for Identity, Citizenship, Customs and Port Security (ICP), the Securities and Commodities Authority (SCA), and the Virtual Assets Regulatory Authority (VARA) issued a joint statement denying reports it said have been circulating on certain websites and social media platforms that claim the UAE grants golden visas to investors in digital currencies. Content creators become focus, eligible for Dubai golden visa as city looks to attract 10,000 influencers The announcement came afte, Max Crown, CEO of the Ton Foundation, posted on X that 'Toncoin has just launched a groundbreaking initiative, offering TON holders the exclusive chance to secure a 10-year Golden visa' (for UAE) after 'staking $100K in $TON for 3 years', paying a one-time fee of $35,000 and unlocking funds after three years. However, the foundation later said in a blog post that the arrangement was part of a collaboration with an undisclosed partner 'specializing in blockchain infrastructure and tokenized assets' and acknowledged that the UAE government had no direct involvement in this. The ICP in its statement said eligible categories for the coveted visa include real estate investors, entrepreneurs, exceptional talents, scientists and specialists, top students and graduates, humanitarian pioneers, and frontline workers. Meanwhile the SCA said its procedures are designed to ensure transparency, credibility, and bolster investor confidence both locally and internationally, in line with the UAE's goals of attracting quality capital and fostering a sustainable investment environment. The authority further confirmed that digital currency investments are governed by specific regulations and are unrelated to golden visa eligibility. It urged investors to obtain information from credible, official sources to avoid misinformation or fraud. Dubai now offers online licence for boat, vessel; how to apply, costs explained
Those looking for a licence to ride boats or vessels, typically for recreational or professional purposes, can now take the test online. If you pass the exam, you will receive the marine licence without visiting the authority in person, according to the Dubai Maritime Authority of Ports, Customs and Free Zone Corporation (PCFC). "After submitting the required documents, applicants must pass a multiple-choice theoretical exam. The number of questions varies depending on the size of the vessel: applicants for a licence to drive boats up to 12 meters in length must answer 25 questions. In comparison, applicants for boats up to 24 meters in length must answer 50 questions," Rashid Khalifa Al Falasi, manager of Maritime Enablement, Maritime Operations Department at Dubai Maritime Authority of PCFC. Types of marine licenses Speaking to Khaleej Times at the recently concluded Dubai International Boat Show 2025, Al Falasi explained that two types of marine licences are available: a pleasure licence for private boat owners and a commercial licence for vessels used for commercial purposes, such as tourist yachts or floating restaurants. The application process categorises applicants based on their age and the vessel size they intend to operate. The theory test follows international maritime safety and navigation standards. Refresher course The authority provides refresher training courses for those who have previously taken training courses but have failed the theory test. "A refresher course is available at a reduced fee of Dh500 for those renewing an expired license. This one-day course consists of a four-hour session and is designed to help applicants prepare for the license exam." Costs of obtaining the license "The courses focus on rules of the road, personal survival, firefighting, fire prevention, and principles of navigation." Al Falasi added. He explained that obtaining a marine driving license includes an application fee of Dh500 valid for five years, an exam fee of Dh600, and an additional fee of Dh20 for innovation and knowledge services," Al Falasi said. He explained that the demand for marine licenses in the UAE is steadily increasing, with more than 2,000 licenses issued annually. In 2023, the number of marine licences issued reached 3,124, and it increased to 3,913 in 2024. How to apply Applicants must first download the Smart DMA app and log in using UAE Pass. Once registered, they can access their profile and begin the application process. Those who have completed an accredited training course must upload their course certificate through the app. The Dubai Maritime Authority and other accredited institutions provide training programmes. Applicants for a commercial marine licence must pass an additional practical test. Unlike pleasure licences, which allow individuals to drive private boats, commercial licences are mandatory for vessels used for business, including floating restaurants and passenger yachts, given the greater responsibilities involved in operating commercial vessels. Crew members on tourist boats and floating restaurants must complete a specialised crowd management course given by the authority. "This training ensures that they can handle emergency evacuations for vessels carrying more than 50 passengers," he said. Similarly, companies renting jet skis must have one certified supervisor for every five passengers. These supervisors must complete a jet ski instructor course, which the authority also offers, to ensure the safety of all participants," AlFalasi added. Age requirements The age requirements for obtaining a marine license depend on the size of the vessel. Applicants must be at least 16 to operate private boats up to 12 metres in length, 18 for boats up to 24 metres in length, and 20 for vessels over 24 metres in length. The minimum age for obtaining a commercial marine license is also 20. AlFalasi confirmed that the process for obtaining a marine licence is the same for UAE nationals and expatriates, with identical fees, eligibility criteria and requirements for all applicants.

The event witnessed an overwhelming response from over 30,000 visitors eager to explore the latest services, innovations, and projects in the maritime sector. H.H. Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Chairman of the Dubai Media Council, visited the Dubai Maritime Authority's stand during the opening day of the exhibition, accompanied by H.E. Sultan Ahmed bin Sulayem, Chairman of the Ports, Customs, and Free Zone Corporation, and H.E. Nasser Al Neyadi, CEO of the Corporation. Additionally, His Highness Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, Chairman of the Dubai Sports Council, also visited the Corporation's stand to review the portfolio of projects aimed at benefiting maritime investors and industry leaders. As a result, approximately 45 new marine vehicle licenses were issued, reflecting strong visitor engagement with the digital service. As part of the exhibition's activities, Saeed Al Banai, Executive Director of Corporate Support Services at the Ports, Customs, and Free Zone Corporation, signed a Memorandum of Understanding with Octanta Maritime Training Academy for collaboration in the cruise industry training sector. The agreement aims to strengthen cooperation in training professionals at the QE2 Hospitality Academy by providing specialized and comprehensive training programs. In alignment with the vision of fostering partnerships and collaboration to achieve common goals, this Memorandum of Understanding is entered into by and between the First Party, which specializes in hospitality training for the cruise ship business, and the Second Party, operating a Marine training center in the United Arab Emirates, specializing in technical, health, and safety training, simulators for bridge and engine training management for candidates working in cruise ships globally. Recognizing their shared objectives and complementary expertise in training candidates for the cruise ship industry, the Parties agree to collaborate in various areas to support and enhance their joint business model. Under this agreement, both parties will work on developing integrated training programs designed to enhance workforce skills through cutting-edge technology and practical simulations that replicate real working environments onboard ships. Additionally, they will exchange expertise and knowledge to support workforce development and provide training opportunities that meet the evolving demands of the global cruise industry.

Nasser Al Neyadi, CEO of the Corporation. The ambitious project aims to enhance telecommunications infrastructure in coastal areas and artificial islands, keeping pace with the continuous development of the emirate's maritime sector. Sheikh Dr. Saeed bin Ahmed bin Khalifa Al Maktoum, CEO of Dubai Maritime Authority, emphasized that this project aligns with the Authority's commitment to developing an integrated and sustainable maritime environment.
