Deputy Minister of Higher Education and Training, Buti Manamela, was sworn in as Minister of that portfolio in Cape Town on Tuesday afternoon. Nomusa Dube-Ncube's remarkable return to the national Cabinet as deputy minister

Image: Supplied Former KwaZulu-Natal premier Dr Nomusa Dube-Ncube's political career appears to be on the rise again following her appointment to the national Cabinet as Higher Education and Training deputy minister. After dismissing Dr Nobuhle Nkabane, the troubled minister of Higher Education and Training, on Monday, President Cyril Ramaphosa once again looked outside the National Assembly for a replacement. Buti Manamela, who had been the deputy minister for the same department for years, was promoted to the full ministerial portfolio for the first time in his life and was announced alongside Dube-Ncube. She was also appointed to chair one of the Sector Education and Training Authority boards; however, after revelations that Nkabane had lied about the independence of the panel, her name and other ANC members were withdrawn. Dube-Ncube, with her vast governance experience, was almost written off politically when the ANC, under Siboniso Duma and Bheki Mtolo as chairperson and secretary, respectively, placed her at number 31 on the party's members list to the provincial legislature last year. This meant that if she made it back to the legislature, she would have moved from the front row to the back seat of the chamber, let alone not even getting a Cabinet position. Although not guaranteed, MEC positions are usually allocated to the top 10 list members. The first-ever woman premier of the province was also not on the province's national list, which would have taken her to Parliament at least as a backbencher. With ANC getting only 14 seats after last year's general elections, Dube-Ncube went into political wilderness until the national party leadership reconfigured the provincial executive committee, removing both Mtolo and Duma from their positions of power. She was appointed to the provincial task team's top five, taking the deputy coordinator's position, which is equivalent to the deputy secretary's. Dube-Ncube, who had served in several departments as an MEC, was appointed to the premiership after Sihle Zikalala resigned following his political defeat by Duma in a chairmanship contest in 2022; however, rumours of her ill-treatment emerged. There have been rumours of a rift between her and ANC KZN chairperson Duma, and people have been accusing the ANC chairperson of being a shadow premier of the province. The big outcry, which saw the ANC Women's League intervene, was during the World Cup tour in Durban when the Springboks' Eben Etzebeth lifted the Webb Ellis Cup with Duma, instead of the premier, as the programme director had announced. In a hard-hitting statement issued then, the Women's League lambasted Duma, calling on the leaders to uphold the values of non-sexism and gender equality. The league said gender equality was not an ideal but a fundamental principle that the ANC identifies with, saying the actions of Duma demonstrated a regrettable departure from this essential value. Police are investigating possible arson after a fire gutted parts of the Hillcrest home of former KwaZulu-Natal Premier Nomusa Dube-Ncube. The blaze, which destroyed the property's garage, also consumed three vehicles, two motorbikes, and two quad bikes, according to police spokesperson Colonel Robert Netshiunda. 'It is reported that the owner of the property parked her vehicle inside the garage, but was later alerted to smoke coming out of the garage,' Netshiunda said. 'The suspects are unknown at this stage, and the motive is being investigated.' Videos and images of the fire began circulating on social media on Monday, coinciding with the announcement of Dube-Ncube's new appointment as Deputy Minister of Higher Education. The incident has sparked concern over the timing and possible intent behind the blaze, although authorities have not confirmed any link between the fire and her new government role. Police have not reported any injuries, and investigations into the cause of the fire are ongoing. Dube-Ncube was the premier of KwaZulu-Natal from 2022 and 2024. Former KZN Premier Nomusa Dube-Ncube earns PhD; calls for academic revolution in public service

Image: X/UKZN The University of KwaZulu-Natal (UKZN) has congratulated former KwaZulu-Natal Premier Dr Nomusa Dube-Ncube on being conferred with a Doctor of Administration degree on Monday, May 12, 2025. UKZN's Corporate Relations Division described the achievement as a significant milestone that highlights her dedication to public service and academic excellence. ''We are proud of Dr Dube-Ncube's accomplishment and believe her research will make a meaningful contribution to governance and service delivery in South Africa.' Dube-Ncube's doctoral research, supervised by Professor Purshottama Sivanarain Reddy and Dr Nduduzo Ndebele, is titled Legislative and Institutional Arrangements for Poverty Alleviation in iLembe District Municipality in KwaZulu-Natal, South Africa. The study explored the institutional shortcomings in the implementation of the Poverty Eradication Master Plan in the iLembe District, which is one of the poorest in the province. She found that centralised decision-making and rigid institutional processes limited the effectiveness of government poverty alleviation efforts. Her research revealed that while numerous initiatives are introduced, communities often perceive them as external impositions, resulting in a lack of local ownership. Moreover, the study recommends a bottom-up approach that empowers communities and supports local municipalities, coupled with sufficient funding and robust evaluation mechanisms to track impact. Motivated by her passion for effective and equitable service delivery, Dube-Ncube said, 'I'm passionate about ensuring that whenever government provides services, they are effective, efficient, corruption-free and bring about equity and improved lived experiences for communities.' UKZN supervisor Professor Reddy praised Dube-Ncube's commitment, saying, 'Dr Nomusa Dube-Ncube has a long history with the University, School and Discipline, having also completed her Master of Public Administration at UKZN. ''Despite a demanding schedule as a busy politician, she has managed to complete her Doctoral research, and we would like to congratulate her in this regard and wish her well in her future political career.' 'I'm relieved and motivated to have been able to achieve so much in my life. I hope that my achievement will motivate many other people and the youth to understand the importance of academic achievements,' she said. Currently serving as Deputy Coordinator of the African National Congress' KwaZulu-Natal Provincial Task Team, Dube-Ncube views her academic qualification as a tool to contribute more effectively to governance structures. She encourages senior public administrators to pursue postgraduate studies to support evidence-based decision-making, saying, 'Postgraduate studies can assist government with data so that financial and human resource allocations are all based on qualitative and quantitative analysis, rather than basing decisions on pressures that sometimes are based on individuals' preferences, and pressure groups.'' A seasoned public servant, Dube-Ncube has held leadership roles both politically and administratively, including serving as South Africa's Ambassador to the Czech Republic, as MEC in various provincial departments, and as the first female Premier of KwaZulu-Natal. Internationally, she has represented the African continent in global climate and disaster management forums and worked with organisations such as the 911 Fund, founded by former US President Barack Obama. She plans to continue sharing her research through academic conferences and lectures, having already presented at the 2024 SAPPAM Public Service Conference and other platforms. Reflecting on her journey, she expressed gratitude to her family, the ANC, and national leadership for their support throughout her academic and professional life. 'I am grateful to my country, my leadership and my organisation, the ANC, for investing so much in me. I could not have done it without the support of many people along the way—especially my family.'
