Russia May Have Debuted Deadly New Weapon In Latest City Bombardment, Ukraine Says
Russia may have debuted a dangerous new weapon during a recent bombardment of an eastern Ukrainian city, according to officials. Two UMPB-5 long-range guided bombs are believed to have been used during Russia's Thursday strike on Kharkiv, officials from the Kharkiv Regional Prosecutor's Office said, according to the Kyiv Post . Officials suspect the bombs were fired from more than 60 miles away in the Belgorod region of Russia. This would be the first time the newly developed aerial bomb was used in combat if the office's reports are confirmed. UMPB-5 bombs are equipped with a guidance module, made with thicker metal and weigh about 250 kilograms, or about 550 pounds, a spokesperson for the prosecutor's office told Ukrainian media outlet Dumka. At least 33 people were injured in the attack on Kharkiv, including a child and an infant, after the bombs hit a residential neighborhood, Reuters reported. Russia also struck the Ukrainian city of Kostiantynivka Thursday, which left two dead and 12 wounded. Since starting his second term, President Donald Trump has pledged to help end the war in Ukraine. However, getting the two countries to agree to a ceasefire has proved difficult. After Ukrainian leaders proposed a summit to further peace talks on Wednesday, Ukraine's Secretary of the National Security and Defence Council Rustem Umerov urged Russia to "demonstrate constructive and realistic approach," as reported by Sky News . But while Umerov said his country was open to a ceasefire, Vladimir Medinsky, an aide to Russian President Vladimir Putin, instead proposed a series of shorter ceasefires. HC delivers split judgement on death sentence to 2 convicts in 2013 Pakur SP murder case
1 2 Ranchi: A division bench of Justices Rongon Mukhopadhyay and Sanjay Prasad of the Jharkhand high court delivered a split judgement on the confirmation of death sentence awarded to two convicts by the Dumka Sessions Judge on 26 September 2018 for the death of five policeman and former Pakur superintendent of police (SP) Amarjit Balihar. Hearing the criminal appeal filed by Pravir Murmu alias Pravir Da and Sanatan Baskey alias Tala Da, Justice Mukhopadhyay acquitted the convicts, while Justice Prasad found the convicts to be guilty and upheld the death sentence in the 197-page judgement delivered on July 17. The then Pakur SP Amarjit Balihar and his team travelling in two police vehicles were ambushed by extremists near Jamni crusher plant under the Kathikund police station limits in Dumka on 2 July 2013. SP Balihar, along with five personnel Rajiv Kumar Sharma, Manoj Hembram, Chandan Kumar Thapa, Ashok Kumar Srivastava, and Santosh Kumar Mandal, attained martyrdom. Constables Lebenius Marandi and Dhanraj Maraiya survived the carnage and became eyewitnesses. The prosecution examined 31 witnesses, including the two eyewitnesses, in the court of the Dumka Sessions Judge, which found accused Pravir Da and Tala Da guilty and awarded death penalty. Sanatan filed an appeal before the high court on 14 December 2018, while Pravir filed on 18 December 2018 against the verdict by the Dumka sessions judge . In the high court, Justice Mukhopadhyay held that the version of the eyewitnesses was not reliable. "The witnesses had deposed that they had become unconscious after the shooting and therefore could not have heard the names of the appellants. Though both Marandi and Maraiya were witnesses to the occurrence, they had not seen the convicts participating in the mayhem," the court observed. In para 68 of the judgement, Justice Mukhopadhyay set aside the order of conviction and the death sentence awarded to the convicts. Taking a contradictory view, Justice Prasad held that the eyewitnesses, who were police constables in the team of slain SP Amarjit Balihar, had identified Prabir Da and Tala Da in the court to be present at the place of occurrence. Justice Prasad further held that the gruesome death of an IPS officer, along with his police team in discharge of their official duty, were murdered in broad daylight does not evoke any sympathy. Affirming the death sentence awarded to the two appellants, Justice Prasad directed the state govt to provide a compensation of Rs 2 crores to the kith and kin of Amarjit Balihar and further provide a job in the rank of DSP/deputy collector to the son and daughter of the deceased police officer. Further, a compensation of Rs 50 lakh each should also be provided to the family members of the five police constables who died in the incident and a Grade-IV job in the govt on compassionate grounds.

Shravani Mela: Staff seeking leave face Deoghar admn ire
Dumka: Prompted by the sudden surge in the number of leave applications from govt employees, including magistrates deployed on Shravani Mela duty, Deoghar deputy commissioner Naman Priyesh Lakra on Sunday directed the chief medical officer (CMO) to form a three-member medical board to determine if the claims of the individuals seeking release are valid or not. He said that the move is to prevent misuse of leave on health grounds at a time when lakhs of people are coming to Deoghar during the Shravan month. He said, "Proper decisions pertaining to leave applications submitted by employees seeking release from the mela duty on health grounds will be taken only after the medical board's decision," he said. He added that those who availed the exemption from the mela duty before July 19 will also have to undergo medical examination before the medical board and submit the certificate, failing which they will be liable for action. Administration requires heavy manpower for smooth conduct of Shravani mela. The crowd turnout surges every Monday considered auspicious during the Shravan month. Since the start of Shravan on July 11, over 8 lakh devotees have so far visited Baidyanathdham temple in Deoghar.
