In a related move aimed at offering long-awaited relief to property owners, the Karnataka State Cabinet recently approved the regularisation of B-Khata properties issued by BBMP up to September 2024. This decision will enable such properties to be upgraded to A-Khata status, giving residents access to essential civic amenities and long-term legal clarity. 'When giving it, we will specify the parameters. If property owners comply with the parameters, then B-Khata will be issued,' said Law Minister H.K. Patil, following the Cabinet meeting held on July 18. One-time settlement planned to upgrade B-khata
Bengaluru: After granting B-khata status to properties in unauthorised layouts under various urban local bodies, the govt is now considering a one-time settlement (OTS) scheme to upgrade such properties to A-khata. Urban development minister BS Suresha made the announcement in the legislative council Tuesday, amid criticism from the opposition over the ongoing E-khata controversy. Responding to opposition demands for a review, Suresha said, "B-khata provides owners with legal documents for their properties. Now we are considering upgrading such properties to A-khata by introducing a one-time settlement (OTS)." A technical malfunction in the Bruhat Bengaluru Mahanagara Palike's (BBMP) e-Khata system has caused widespread frustration among property owners in Bengaluru, with thousands receiving unexpected show-cause notices. The e-Khata system, a digital platform designed to streamline property documentation, issues an online property certificate that records ownership details, including title history, tax records, and property dimensions. This certificate has been mandatory for all property transactions in the city since July 1, 2025, as part of BBMP's efforts to enhance transparency and digitise property records. However, as many as 31,000 homeowners received show-cause notices for not including car parking areas in their property's carpet size reports. Several people took to social media to express their frustration, questioning the need for this additional tax burden. Many residents claimed that the notices were issued without proper verification of the original property documents. Resident associations have called for a grace period and better support mechanisms to assist property owners in navigating the digital transition. BBMP officials attributed the issue to a recent software check in their Kauvery system, which identified discrepancies in property size data between e-Khata and the EPID database. The problem stems from a flaw in the e-Khata software that misinterpreted the built-up area, incorrectly including parking slots in the "carpet area" and resulting in inflated tax liabilities for many homeowners. BBMP's special commissioner (revenue), Munish Moudgil, told The Times Of India that notices were meant for properties with over 5% variation in data. However, due to a technical glitch, mass emails were sent to others who weren't at fault. Mr Moudgil assured that affected residents can appeal and have the issue resolved promptly.

Karnataka weighs 1% increase in stamp duty amid revenue shortfall from property registrations

According to sources familiar with the matter, the Chief Minister has directed the finance, stamps, and registration departments to devise concrete measures to address the revenue shortfall. In addition, they incur a 1% registration charge, a 0.5% cess, and a 0.1% surcharge. The shortfall in collections has raised concerns about a potential slowdown in the real estate sector, which could be contributing to the decline. The state had initially set a revenue target of ₹ 26,000 crore for the stamps and registration department for FY2024–25, but later revised it to ₹ 24,000 crore. Even with the reduced target, the department closed the fiscal year with only ₹ 22,500 crore, a report published in the Times of India said. For the ongoing financial year, the target has been raised to ₹ 28,000 crore. To stay on course, the department needed to generate around ₹ 7,000 crore in the first quarter, which ends June 30. However, it has so far collected just ₹ 4,556 crore, reflecting a steep 35% shortfall, it said.

Bengaluru homeowners can now obtain their e-khata, Karnataka's digital property ownership document, without visiting municipal offices in person. According to the Bruhat Bengaluru Mahanagara Palike (BBMP), the final e-khata can now be processed and delivered within 48 hours of application, marking a major step toward streamlining property-related services in the city. E-khata is an electronic version of the traditional khata certificate, introduced by the BBMP in Bengaluru and other local bodies in October 2024. This digital record is available online, where property owners can apply for, download, and verify their khata without visiting the municipal office. Also Read: Bengaluru's property registrations dip 21% amid E-khata implementation woes Property owners without a khata can now generate one by accessing the official E-Aasthi portal To obtain a khata, property owners simply need to upload essential documents, including their Aadhaar number, sale or registered deed number, a recent property photograph, and an Encumbrance Certificate covering the period from the property's registration date up to October 31, 2024. After entering property details, homeowners must upload ownership and tax records, verify the location using an interactive map, and complete Aadhaar eKYC to confirm their identity and address. Once the application is submitted, BBMP authorities will examine the details and may conduct a site visit if required. If all criteria are met, the final e-khata is typically generated within two days.
