Bihar SIR: Only 6.85% of voters yet to submit their enumeration forms
Only 6.85% of voters are yet to submit their enumeration forms in the ongoing Special Intensive Revision (SIR) of electoral rolls in Bihar, the Election Commission of India (ECI) said on Wednesday (July 16, 2025). Out of the 7,89,69,844 total electors, 4.5% have not been found at their addresses, 1.59% have deceased, 0.73% are enrolled at multiple places and 2.2% have been found to have probably permanently shifted so far, the poll body said in a statement. As on Wednesday, 6,99,92,926 or 88.65% of the existing electors have given their enumeration forms to be included in the draft electoral roll to be published on August 1, 2025. After Bihar Voter List Revision, 35.6 Lakh Names Dropped So Far
Last Updated: The EC said the Special intensive Revision exercise has crossed 88% of the total voting population in Bihar as of today and, at least, 5% invalid entries have been filtered out The ongoing Special Intensive Revision process has resulted in the exclusion of more than 35 lakh names on the voter list for the upcoming Bihar assembly election. This figure includes at least 12.55 lakh (1.59%) registered voters who have died; 17.37 lakh who have permanently moved out of the state (2.2%); and another 5.76 lakh that are duplicate enrolments (0.73%), as per calculation based on Election Commission (EC) data. It said at least 5 percent invalid entries — 35.69 lakh voters — have been filtered out that include deceased, shifted, or duplicate voters. Out of the total 7.90 crore registered voters who need to fill the enumeration forms, a total of 6.60 crore (83.66%) have already submitted them. BREAKING IT DOWN The EC has found that 1.59 percent of the electors were found to be deceased and 2.2 percent have permanently moved out of the state. Another 0.73 percent voters were found to be enrolled at more than one place, which amounts to duplicate enrolment. 'Therefore, 88.18% of electors have either already submitted their EF (enumeration form) or died or retained their names at one place or permanently shifted out of their previous place of residence. Only 11.82% of electors now remain to submit their filled EFs and many of them have sought time to submit their enumeration forms with documents in the coming days," the EC said in a statement. It said out of the three, two rounds of door-to-door visits by the booth level officers (BLO) have been completed to date. 'Nearly one lakh BLOs will soon begin their third round of door-to-door visits. Their efforts are being augmented by the 1.5 Lakh BLAs (booth level agent) appointed by all political parties, each one of whom can certify and submit up to 50 EFs per day," it added. COVERING EACH VOTER To ensure that no eligible urban voter is left out of the list, special camps are being set up in all 5,683 wards of all 261 urban local bodies (ULB) of Bihar. TECH BACKBONE The newly launched ECINet is accelerating the process of updating forms and documents for field-level election functionaries resulting in the uploading of over 5.74 crore EFs as at 6 pm on Monday. The document review module of ECINet has also quickened the pace of verification of eligibility of the electors by the assistant electoral registration officer (AERO), electoral registration officer (ERO) and district election officer (DEO) in a streamlined manner. 'In a major push towards use of latest technology and digitisation, the newly launched ECINet platform by ECI, a single integrated platform which is subsuming the earlier 40 different ECI applications, has also been deployed for all aspects of the Bihar SIR (Special Intensive Revision) exercise and is running efficiently," the EC said. Through ECINet, the electors are able to fill their EFs online and also search for their names in the 2003 list, wherever applicable. Bihar Voter Roll Review: 10 Days To Go, Less Than 10% Enumeration Forms Yet To Be Collected

So far, 6.81 crore filled EFs—86.32% of the total electorate—have been collected, the ECI said. When accounting for voters who are dead, have permanently shifted, or are enrolled in multiple places, the collection drive has effectively covered 90.84% of the electorate. 'Accounting for the deceased, permanently shifted, and people enrolled in more than one place, the EF collection phase of the SIR has covered 90.84% of the nearly 7.9 crore strong electorate in Bihar. Only 9.16% electors remain to submit their filled EFs before the July 25 deadline," the poll body said. The ECI also said that, sparing no effort to ensure that all eligible electors are included in the draft electoral roll, the third round of household visits by the nearly one lakh booth-level officers (BLOs) will soon begin to collect the filled EFs of the remaining electors in the ongoing SIR. 'The BLOs will again visit those households where the electors were temporarily absent in the previous visits," the ECI added. More than 1.5 lakh booth-level agents (BLAs) appointed by all political parties are 'supporting the efforts" of the BLOs, the ECI said, adding that each BLA can certify and submit up to 50 EFs per day.
