EC on ‘vote theft' row: Parties should have flagged roll errors before polls; 'welcome scrutiny'
NEW DELHI: Amid the ongoing row over special intensive revision and "vote theft" charges, the Election Commission on Saturday said that the political parties should have raised errors in the electoral rolls during the claims and objections period of past elections. The poll body said that it shares electoral rolls with political parties ahead of any elections to correct any mistakes. "It seems that some political parties and their Booth Level Agents (BLAs) did not examine the Electoral Rolls at the appropriate time and did not point out errors, if any, to SDMs/EROS, DEOS or CEOS. Recently, some Political Parties and individuals are raising issues about errors in Electoral Rolls, including the Electoral Rolls prepared in the past," the poll body said in an official statement. "The appropriate time to raise any issue with the Electoral Rolls would have been during the claims and objections period of that phase, which is precisely the objective behind sharing the Electoral Rolls with all political parties and the candidates. "It will help SDMS/EROS to remove the errors and purify the Electoral Rolls which has always been the objective of ECI," it said. The poll body is also scheduled to hold a press conference on Sunday. This comes after Congress leader Rahul unveiled what he had described as an 'atom bomb' of evidence against the Election Commission. Citing data from the Mahadevapura assembly segment, which falls under the Bengaluru Central parliamentary constituency in Congress-ruled Karnataka, he accused the poll body of 'colluding' with the BJP. RJD leader Tejashwi Yadav also accused the poll body of hatching a conspiracy to manipulate Bihar's voter list by issuing two Electors Photo Identity Card (EPIC) numbers to Bharatiya Janata Party leaders and workers. The Election Commission has firmly rejected the allegations and asked Gandhi to sign an affidavit to formalise his complaint. He refused, saying he had already sworn an oath to the Constitution. The poll body also objected use of the term 'vote chori" by Rahul Gandhi , saying such 'dirty phrases' were aimed at creating a false narrative. Meanwhile, Rahul has launched the "Vote Adhikar Yatra" against the alleged 'theft of votes' through EC's special intensive revision of electoral roll in poll-bound Bihar. The yatra, scheduled to begin on Sunday, will cover more than 20 districts of Bihar over 16 days. "We are bringing the Voter Rights Yatra to the people. This is the fight to protect the most fundamental democratic right – 'one person, one vote'," Rahul wrote in a post on X. "Join us in Bihar to save the Constitution," he added.

‘Define Special Intensive Revision scope… make it clear not linked to citizenship': TDP writes to CEC
As questions are raised over the ongoing Special Intensive Revision (SIR) of electoral rolls in poll-bound Bihar, the Telugu Desam Party, the ruling NDA's second-largest constituent, has sought clarity on 'the scope of the exercise' and said it should be made clear that it is 'not related to citizenship verification'. In a letter to Chief Election Commissioner Gyanesh Kumar on Tuesday, written by TDP parliamentary party leader Lavu Sri Krishna Devarayalu and signed by five other party leaders, the party has said: 'The scope of the SIR must be clearly defined and must be limited to electoral roll recorrection and inclusion. It should be explicitly communicated that the exercise is not related to citizenship verification, and any field instructions must reflect this distinction.' The letter was submitted to the EC after TDP leaders met it as part of an ongoing exercise by the poll panel to take suggestions from political parties to strengthen electoral processes. 'We just met the EC and, as we were asked for suggestions, made our stand clear on the electoral process. We are a democratic party and would want transparency in the electoral process,' she told The Indian Express. Days after the Supreme Court questioned the EC over the timing of the SIR in Bihar, the TDP letter says that any such electoral roll revision should 'not ideally be within six months of any major election'. 'To ensure voter confidence and administrative preparedness, the SIR process should be conducted with a sufficient time lead,' the letter says. The N Chandrababu Naidu-led party has also said that voters included in the electoral rolls must not be required to re-establish their eligibility 'unless specific and verifiable reasons are recorded', and called for a third-party audit under the Comptroller and Auditor General (CAG) to identify anomalies. Some of the other suggestions include district-wise data on voter addition and deletions with explanations on the EC portal, permission to Aadhaar-based cross-verification, penalties for inaction by EROS (Electoral Registration Officers) and DEOs (District Election Officers), a state-level ombudsman under the EC to handle unresolved grievances, and targeted re-enrolment campaigns for migrant workers, tribal groups and senior citizens. 'Temporary address declarations must be permitted with basic documentation to prevent disenfranchisement of the mobile population… where voters are unable to submit documents at the time of visit, age-wise verification must be permitted,' the letter read. Signatories also included party MPs Byreddy Shabari and D Prasada Rao, and TDP state president Palla Srinivasa Rao.

Bihar Voter Enumeration: ECI deploys over 98,000 BLOs to meet July 25 deadline
New Delhi [India], July 12 (ANI): With 77,895 BLOS, an additional 20,603 newly appointed BLOS on ground, ECI is moving ahead to complete the collection of Enumeration Forms (EFs) well before the stipulated time of 25th July, a press release from the Election Commission of India stated. Field-level teams, including 38 District Election Officers (DEOS), Electoral Registration Officers (EROS) across all 243 Assembly Constituencies, and 963 Assistant EROS (AEROS), are being closely monitored by the CEO for this purpose. These efforts of ECI are being supplemented by 1.5 Lakh BLAS appointed by all political parties who are also visiting door to door and leaving no stone unturned to ensure inclusion of each and every existing elector whose names are in the Electoral Roll in Bihar as on 24 June 2025. Special efforts are also being made to assist senior citizens, PwD electors, and other vulnerable groups by over 4 lakh volunteers. Having completed 100% printing and near completion of distribution of EFs to all electors who were found at their addresses, as of 6.00 PM today, collection crossed 6,32,59,497 or 80.11%. Which means 4 out of every 5 electors in Bihar have submitted the EF. With this pace, the majority of EFs are likely to be collected much before 25th July 2025. In order to get their names included in the draft electoral rolls to be published on 1st Aug, electors have to submit their EFS, preferably, along with eligibility documents. In case any elector needs more time to submit the eligibility documents, he can submit them separately till 30 Aug, i.e. the last date of filing claims and objections and take the help of volunteers as well. Achieving yet another step well in time, BLOS have already digitised and uploaded 4.66 crore Enumeration Forms in ECINet by 6 PM today. ECINet is the newly developed integrated software that has subsumed all the different 40 ECI Apps that had existed earlier. (ANI)
