The right legal framework vital for embracing new tech, says Gobind

KUALA LUMPUR: A supportive legislative framework is essential in building an ecosystem that can accommodate new and advanced technologies, says Digital Minister Gobind Singh Deo. Apart from ensuring adequate technological infrastructure, Gobind said there is a need to review legislation that may pose challenges in implementing new technological solutions. He said there is a unit in the National Artificial Intelligence Office (NAIO) looking into such matters. According to the minister, discussions on which laws may require amendments are already being held with various stakeholders. 'First of all, we need to look at technology, then ask ourselves if there are conflicts of law involved and how they can be dealt with. 'The NAIO has a unit to look into this. I am sure that in all industries, there will be such problems arising. 'We have to be prepared to face these problems and deal with them as and when necessary, so we can build an ecosystem not just in terms of infrastructure but also a ready legislative framework to move ahead,' he told reporters after speaking during the Asean-Gulf Cooperation Council (GCC) Economic Forum here on Wednesday (May 28). Citing the example of autonomous vehicle networks, Gobind said that in Malaysia, any vehicle on the road must have a licensed driver behind the wheel to adhere to legal requirements. 'When we talk about autonomous vehicle networks, we are looking at how cars can move on their own. 'We have also already seen autonomous buses in Putrajaya. 'The question is how we can prepare the legal framework for this,' he said. It was reported last year that an autonomous electric bus service trial will be rolled out in Putrajaya. Utilising 5G to navigate, the new buses are the result of a collaboration involving national 5G network provider Digital Nasional Bhd (DNB), Ericsson and local autonomous vehicle solutions developer eMooVit Technology Sdn Bhd.

The Deputy Prime Minister said they are hoping to bring this up at the World Halal Council meeting, set to be held in Riyadh in Saudi Arabia, in November this year. 'I have discussed this with our Indonesian counterparts in the past few days and we have also discussed this matter during the Kazan dialogue in Russia. 'If we have very strong willpower, it can be accepted globally. Halal is not only for Muslims but for everyone,' he said to the media after taking part in a forum discussion at the Asean-Gulf Cooperation Council (GCC) Economic Forum held here on May 28. Dr Ahmad Zahid, who is the Halal Industry Development Council of Malaysia chairman, said this was aimed at having only one halal logo. 'This means we may not need differing halal logos across different countries, but instead use the standard that is used by the Malaysia Islamic Development Department (Jakim) as the benchmark on how halal certifications are issued,' he said. 'We will not compromise on halal standards. Jakim has a very high standard of halal certification as well, which has been recognised by 88 halal bodies globally, with Jakim also providing accreditation,' he said. Dr Ahmad Zahid also said there are 40 countries that have established cooperation with Jakim on this matter. 'Let us be on the front line so we can help other countries. We have also seen GCC countries being very committed towards Malaysia's efforts here. 'China too has previously held discussions with us on this matter,' he said. He said halal is not only something marketed within the region but instead globally. On another matter, Dr Ahmad Zahid said they are also looking to form an Asean Halal Council, alongside establishing a Halal Commission. He said a working paper on establishing the Halal Commission is in the works. 'I am chairing the formation of this commission which will not take up any additional allocations but instead use the Halal Development Corporation to implement it,' he said. Earlier May 28, Investment, Trade and Industry Minister Tengku Datuk Seri Zafrul Abdul Aziz said his ministry will be bringing the working paper on the establishment of the Halal Commission to the Cabinet. 'We are currently obtaining feedback from the related stakeholders and other ministries. Once it is passed, we will reveal more details on this,' he said. KUALA LUMPUR, May 28 — Prime Minister Datuk Seri Anwar Ibrahim reportedly said today that the government is making efforts to redefine the concept of 'sovereignty' in response to the growing impact of digital technologies. According to the New Straits Times, Anwar said that the traditional understanding of sovereignty is no longer sufficient to safeguard national interests amid the rise of artificial intelligence and cloud-based technologies. 'It (concept of sovereignty) has to be reviewed, repurposed to protect the security of the nation,' he was quoted as saying during a panel session at the 2025 Fortune Asean-GCC Economic Forum today. 'But at the same time, to allow for this new space to accommodate companies and operations in the cloud, within the sovereign area, but still totally independent of national laws.' The forum, co-hosted by Malaysia and Fortune, focused on addressing global economic challenges and shaping inclusive, sustainable policy solutions for the future. Yesterday, the 46th Asean Summit concluded under Malaysia's chairmanship. The two-day summit featured meetings between regional leaders on strengthening economic ties and advancing strategic cooperation.
