Ahmed Emam Egypt's Minister of Foreign Affairs and Migration, Badr Abdel Aaty, held a telephone conversation on Monday with H.E. Sheikh Mohammed bin Abdulrahman Al Thani, Prime Minister and Minister of Foreign Affairs of the State of Qatar. During the call, the two top diplomats reviewed the state of bilateral relations between their countries. Dr. Abdel Aaty praised the positive momentum in Egyptian-Qatari ties, highlighting the strong bonds and shared interests that unite Cairo and Doha in support of their peoples. The conversation also focused on the latest developments in the Gaza Strip. The ministers exchanged views on the ongoing situation and discussed joint efforts, in coordination with the United States, to resume the ceasefire, ensure the release of hostages and detainees, and guarantee the urgent and unhindered delivery of humanitarian aid to Gaza. Moreover, the two officials explored the next steps in implementing the Arab-Islamic plan for early recovery and reconstruction in Gaza. They also addressed preparations for the upcoming Cairo International Conference on Reconstruction, which is being organized in partnership with the Palestinian government and the United Nations. Both sides welcomed the recent announcement of the release of American detainee Aidan Alexander, describing it as an encouraging step toward reviving negotiations and giving momentum to the mediation efforts led by Egypt, Qatar, and the United States. Israeli delegation to arrive in Cairo Monday for Gaza ceasefire, aid talks: WSJ - Foreign Affairs

An Israeli delegation is expected to arrive in Cairo on Monday as part of ongoing efforts to reach a comprehensive deal with Hamas and coordinate the entry of humanitarian aid to the Gaza Strip, the Wall Street Journal reported. The Israeli delegation's visit coincides with intensive Egyptian-Qatari mediation efforts, in coordination with the US, to end the war in Gaza, secure an exchange of captives and detainees, and ensure humanitarian aid entry into the strip. The Gaza ceasefire negotiations would begin immediately after Hamas releases US-Israeli captive Edan Alexander later on Monday, a US source told CNN. On Sunday, Hamas announced it would release Alexander, who grew up in the US and was captured by the Palestinian resistance group on 7 October 2023, in a gesture of goodwill to push forward truce talks. The group's decision followed the direct talks with US Special Envoy to the Middle East Steve Witkoff in Doha. On Monday, Egypt and Qatar praised Hamas' decision to release Alexander as an encouraging step toward the return of the two sides to the negotiation table to reach a ceasefire in the Gaza war. Last week, Cairo and Doha reaffirmed that both countries would continue their unified efforts to put an end to the war and the unprecedented humanitarian crisis in Gaza. On 18 March, Israel resumed its genocidal war on Gaza after unilaterally ending the ceasefire agreement with Hamas, which Egypt, Qatar, and the US mediated. CAIRO – 28 April 2025: Head of Egyptian Intelligence Services Hassan Mahmoud Rashad met today with the Israeli negotiating team, headed by the Minister of Strategic Affairs Ron Dermer, in Cairo to discuss proposals for reaching a ceasefire in Gaza Strip and a prisoner swap deal, Al Qahera News. The meeting convened after Hamas delegation visited Egypt several days ago to discuss a five-year truce and a possible ceasefire in the Gaza Strip. The meetings are a continuation of intensive Egyptian-Qatari efforts to reinstate the ceasefire in the Gaza Strip. A delegation from Hamas leaders arrived in Cairo at dawn on Saturday, led by Muhammad Darwish, Chairman of the Hamas Leadership Council, the movement announced in a statement. The delegation members begun meetings with Egyptian officials to present Hamas's vision for a ceasefire, an end to the war, and a prisoner exchange, all within the framework of a comprehensive agreement that includes a full Israeli withdrawal from Gaza and the reconstruction of the Strip. The delegation will also address the humanitarian crisis in Gaza, focusing on the consequences of the ongoing blockade and the urgent need to deliver food, medicine, and other essential aid to the population of the strip. In addition, discussions covered efforts to establish a community-based support committee to help administer Gaza, as well as internal Palestinian issues and strategies for addressing them, the statement added. However, Israeli media reported that Tel Aviv rejects the five-year truce proposal in the Gaza Strip, saying there is no chance of it happening.

Egypt and Qatar issue proposal for long-term truce to end war in Gaza

Cairo is continuing its intensive efforts with mediators to stop the brutal war on Gaza, with a consultative meeting scheduled on April 23 between high-level Egyptian officials and a delegation from Hamas. The meeting will discuss an Egyptian-Qatari proposal addressing outcomes of Egypt's proposal made at the recent Arab Summit for the reconstruction of Gaza without displacing Palestinians. Egypt's proposal will involve all security, political, and economic aspects of managing Gaza, alongside Hamas's final consensual response to the proposal of US Presidential Envoy Adam Mueller, which includes a truce of five to seven years as part of a comprehensive deal. Sources revealed to Arab media that the proposal will focus on a ceasefire, Israel's withdrawal from Gaza, and a complete end to the war. Hamas would announce the 'laying down of arms,' ​​but not the surrender of weapons. This means that it will not use or display its weapons in the streets during the truce period, while retaining its stockpile. The proposal further includes an agreement on a civilian administration for the Gaza Strip after Hamas withdraws from any form of governance, whether security, political, or administrative. The previously agreed-upon Community Support Committee will assume management of Gaza's affairs. The proposal also includes Egypt training Palestinian Authority security personnel to manage the security situation in Gaza. It also includes reconstruction, with a pledge to undertake immediate reconstruction if the agreement is successful. An international donor conference will also be held to provide the necessary support without displacing Palestinians from the Gaza Strip. According to sources, the proposal was presented to an Israeli delegation that visited Cairo in April which expressed flexibility, although some points remain under discussion. UNRWA strikes at Israel The United Nations Relief and Works Agency for Palestine Refugees (UNRWA) accused Israel of using humanitarian aid as a 'bargaining chip' and a 'weapon of war' against the Gaza Strip. The UNRWA Commissioner-General Philippe Lazzarini said in a post on the X platform on April 22: 'How much longer until hollow words of condemnation will translate into action to lift the siege, resume a ceasefire & save whatever is left of humanity?' 'It's been 50 days of siege on #Gaza imposed by the Israeli authorities. Hunger is spreading & deepening, deliberate & manmade. Gaza has become a land of desperation. Two million people: a majority of women & children are undergoing collective punishment. The wounded, sick & elderly are deprived of medical supplies & care.' 'Meanwhile, humanitarian organizations have assistance ready to get into Gaza. This includes nearly 3,000 UNRWA trucks of lifesaving aid. Basic supplies meant for people in need are expiring. Humanitarian aid is being used as a bargaining chip + a weapon of war. The siege must be lifted, supplies must flow in, the hostages must be released, the ceasefire must resume,' Lazzarini said.

The Israeli army has started surrounding wide areas and evacuating civilians as part of a broader strategy to reshape the territory. While Prime Minister Benjamin Netanyahu's government has largely agreed on the need to resume the war in Gaza, sharp divisions have emerged over how the war should proceed. One faction, led by Netanyahu and supported by most of his ministers, is pushing for what has been labeled "strategic pressure"—a gradual intensification of combat aimed at defeating Hamas over time. In contrast, a more hardline group led by Finance Minister Bezalel Smotrich and Settlements Minister Orit Strook demands a full-scale military campaign. The growing rift prompted Netanyahu to call an emergency cabinet meeting on Tuesday night. Caught between the two camps is a broader public sentiment in Israel, echoed by military and security officials, that is increasingly in favor of ending the war. As the government continues to deliberate military strategies against Hamas, it is also considering a joint Egyptian-Qatari proposal. The plan reportedly includes a five-to-seven-year ceasefire, the release of all Israeli hostages in exchange for Palestinian prisoners, an official declaration ending the war, and a complete Israeli withdrawal from Gaza. However, Netanyahu and members of his coalition have shown strong resistance to the proposal, signaling continued uncertainty over how and when the conflict might end.
