KP CM releases Rs8bn for Ehsas initiatives

PESHAWAR: A meeting held here with Chief Minister Ali Amin Gandapur in the chair reviewed the progress on four major programmes being implemented under Ehsas initiative in the province. These programmes include Ehsaas Nojawan, Ehsaas Hunar, Ehsaas Rozgar, and Ehsaas Apna Ghar (Low cost housing project). Besides, Provincial Ministers, Syed Qasim Ali Shah, Syed Fakhar Jehan, Advisors to KP CM on Finance and Inter-Provincial Coordination (IPC), Muzammil Aslam and Dr. Amjad Ali, administrative secretaries of relevant departments and representatives of partner institutions also attended the meeting. The Chief Minister Ali Amin Khan Gandapur announced the release of Rs. 8 billion for the Ehsaas initiatives in the current fiscal year, with Rs 2 billion earmarked for interest-free loans under each of the four flagship programs. Similarly, in a significant move to uplift the merged districts, the Chief Minister directed that dedicated and separate funds be allocated for beneficiaries from the merged areas under all four initiatives. He further instructed that the loan disbursement procedures and requirements be simplified specifically for applicants from these districts to ensure maximum participation and benefit. He emphasized that the people of the merged districts deserve special attention and efforts must be made to enable as many residents as possible to benefit from these schemes within the current year. The Chief Minister also directed the concerned departments to also accelerate the loan disbursement process and to further simplify the eligibility criteria for applicants across the province. During the meeting, a detailed briefing was given on the progress, so far made of the programs. It was informed that under Component-I of the Ehsaas Nojawan Program, being implemented through the Bank of Khyber, Rs. 408 million in interest-free loans have been distributed among 139 beneficiaries, utilizing 100% of the allocated funds. An additional Rs. 116 million is required for 52 more approved cases under the same component. Meanwhile, Component-II of the Ehsaas Nojawan Program, implemented through Akhuwat Microfinance, has also achieved 100% disbursement of its allocated funds. So far, Rs. 602 million in interest-free loans have been disbursed among 3585 beneficiaries, with another 1,745 applications currently under process. It was also highlighted that Akhuwat has achieved a 100% loan recovery rate under this program, with Rs. 42.88 million recovered to date. Under the Ehsaas Hunar Program, Rs. 307 million have been distributed among 647 beneficiaries, while an additional 592 cases are currently being processed. In the Ehsaas Apna Ghar scheme, Rs. 200 million have been disbursed among 76 successful applicants through a balloting process. For the current fiscal year, the eligibility criteria for this scheme have been further relaxed. The monthly income threshold for eligibility has been increased from Rs. 100,000 to Rs. 150,000. Similarly, maximum limit of covered area has also been extended from five marla to ten marla as eligibility criteria under this scheme. These reforms reflect the provincial government's commitment to expanding access to welfare and livelihood opportunities, particularly for youth and underserved communities, including those in the merged districts. CM launches interest-free housing loans

The Khyber-Pakhtunkhwa government, under the leadership of Chief Minister Ali Amin Gandapur, has officially launched the Ehsaas Apna Ghar scheme—an ambitious initiative aimed at providing interest-free housing loans to low-income families for the construction, expansion, and renovation of their homes. A cheque distribution ceremony was held at the Chief Minister's House on Monday, with Chief Minister Gandapur serving as the chief guest. The event was attended by provincial cabinet members including Meena Khan Afridi, Muzammil Aslam, Dr Amjad, and Rangaiz Ahmad, along with senior officials from the housing department. Speaking at the event, the chief minister described the Ehsaas Apna Ghar scheme as a flagship, pro-poor initiative of the provincial government and a step towards realizing PTI founder Imran Khan's vision of affordable housing for the underprivileged. A total of Rs4 billion has been allocated for the program, with loans being disbursed to eligible applicants through a transparent, computerized balloting system. The scheme targets individuals aged 18 to 65 years with a monthly household income of less than Rs150,000. Qualified applicants can receive up to Rs1.5 million in interest-free loans, repayable over seven years in easy installments. The first phase of the scheme received 123,000 applications, out of which 18,555 met the eligibility criteria. Loan distribution will take place across all districts of the province, based on population ratios. The government has also introduced a revolving fund mechanism to ensure the continuity of the scheme for years to come. The CM emphasized his government's commitment to public welfare, noting that economic challenges faced by the province have largely been overcome through "tireless efforts" by his team.

A high-level meeting was held on Wednesday, chaired by Khyber-Pakhtunkhwa Chief Minister Ali Amin Khan Gandapur, to review the implementation status of various initiatives under the Ehsaas umbrella. The programs under review included Ehsaas Apna Ghar, Ehsaas Nojawan, Ehsaas Hunar, and the Ehsaas Rozgar scheme. The meeting was attended by provincial cabinet members, senior officials from concerned departments, and representatives of partner organizations. On this occasion, the chief minister directed the administrative secretaries to take full ownership of their programs. He emphasized the need to form special teams at the departmental level to enhance the implementation of these initiatives. He further instructed all departments to ensure timely execution of their programs according to the defined timelines and to expedite the loan disbursement process under each scheme. "These are critical welfare projects of the provincial government, and any delays in their implementation will not be tolerated," the chief minister said. He also directed that the programs be actively promoted through social media to maximize public awareness and participation. To ensure fair access across the province, the chief minister ordered that program quotas be allocated to each district in proportion to its its population. He also stressed the need to ensure inclusion of women, persons with disabilities, youth, and the transgender community. During the meeting, officials briefed the participants on the progress of various initiatives. They reported that two components of the Ehsaas Nojawan Program had been launched. The first phase of the Ehsaas Nojawan Program, with a cost of one billion rupees, is being implemented through the Bank of Khyber. Under this program, a total of 9,976 loan applications have been received. So far, Rs110 million have been distributed among 47 youth clusters, while 120 cases are under scrutiny.

Special Assistant for Housing, Dr Amjad Ali, announced that interest-free loans of up to Rs 1.5 million per person will be provided. He stated the loan is aimed at individuals with a monthly income of less than Rs 100,000, and the repayment period is 7 years, with monthly instalments of Rs 18,000. According to Dr Amjad Ali, the loan is available to those who own a plot or house of 5 marla or less. Applicants must be between 18 and 55 years of age. Previously, a record has been set with the construction of 1,806 houses under the Punjab chef minister's Apni Chhat, Apna Ghar Programme along with the recovery of loans worth Rs92.4 million. According to an official statement, more than 22,600 houses are in their final stages of completion under the scheme. Over 25,500 families have been granted loans worth more than Rs27.43 billion for building their homes. The second installment of the loans has been granted to more than 12,000 families and approval has been given for issuing 2000 additional loans. The loans are being provided for the construction of houses covering one to five marla in the urban areas.
