Laos plans strategy to improve electricity supply
VIENTIANE: The Lao state-owned Electricite du Laos (EDL) plans to implement a strategy to strengthen the country's electricity supply in the second half of 2025. According to Lao Economic Daily on Thursday (Aug 14), senior officials and staff from the EDL and related sectors met to review EDL's performance and outline strategic plans. The EDL faced significant challenges in the first half of the year due to global and regional economic volatility, as well as a sluggish domestic recovery. These factors have affected EDL's ability to meet its performance targets, said the report. The EDL is focussing on clear principles and policies to guide its operations and ensure alignment across departments. Staff are encouraged to work toward shared goals and follow the reform direction to improve efficiency and service delivery. It aims to provide reliable and sufficient electricity to the public while engaging in power trading to generate stable revenue for the government. In addition, the EDL has set key objectives to drive reform. These include restructuring the organisation, management systems and workforce, adjusting electricity tariffs to reflect actual supply costs while continuing to support low-income and remote communities, renegotiating electricity generation pricing structures, and restructuring debts with banks and financial institutions. It has also identified seven key performance indicators to measure operational effectiveness. These include ensuring electricity system stability and reliable service, reducing power outages, improving debt collection, strengthening operational foundations, increasing revenue streams, cutting administrative costs, and enhancing safety in transmission and distribution management. To further reduce service disruptions and power outages, the EDL continues to prioritise infrastructure upgrades, including regular maintenance, replacement of aging equipment, transformer improvements and more effective system management. - Xinhua

Electricite du Laos plans to put communications, low-voltage power lines underground
Representatives from both sides exchange the signed documents at the signing ceremony on Monday (May 5, 2025). VIENTIANE: The Electricite du Laos (EDL) and Sisan International Joint Development Sole Co Ltd will implement a nationwide initiative to organise and relocate communications, telecommunications and low-voltage 0.4 kV power lines from overhead electricity poles to underground systems. As part of these plans, the two sides signed a Memorandum of Understanding (MoU) on Monday (May 5) to conduct joint feasibility studies to assess the technical requirements of the project. The signing ceremony was held at the EDL headquarters and marked a significant step in improving the urban landscape and enhancing the safety and reliability of electrical and telecommunication infrastructure in Laos. The MoU was signed by the Deputy Managing Director of EDL, Fongpasith Phetsisouk, and the Managing Director of Sisan International Joint Development Sole Co Ltd, Souksakhone Simmalavong. The Managing Director of EDL, Dr Akhomdeth Vongsay, and other guests witnessed the signing ceremony. Sisan International Joint Development Sole Co Ltd is already engaged in implementing a separate MoU with the Ministry of Technology and Communications for putting telecommunication lines underground. This new collaboration with the EDL will further strengthen efforts to modernise the country's utility infrastructure. Under the terms of the MoU, EDL and Sisan International Joint Development Sole Co Ltd will conduct joint research and technical studies to facilitate the placing of existing overhead telecommunication lines and low-voltage power lines nationwide underground. The project will be executed in three phases. The first phase will cover a 12-km section from Sikhay intersection to the Presidential Office, Patuxay, and the National Convention Centre (Km 6). The second phase will target the four central districts of Vientiane —Sisattanak, Chanthaboury, Xaysettha, and Sikhottabong— and focus on putting the existing lines underground and installing new cable ducts. The third phase will expand the initiative to major cities in each province and key inter-provincial connections. This strategic partnership represents a significant move towards enhancing the nation's infrastructure and supports the Lao government's broader digital and urban development goals. - Vientiane Times/ANN
