2 arrested for stolen vehicle, possession of drugs
( — A 58-year-old man and a 23-year-old man were arrested after police found them in possession of a stolen vehicle and multiple drugs, according to the Elk Grove Police Department. The driver was then arrested with the help of K9s. Officers also seized three-quarters of an ounce of cocaine, a little over two ounces of crack cocaine, and over three ounces of methamphetamine. Elk Grove police's camera-sharing program for businesses aims to boost community safety
ELK GROVE — The Elk Grove Police Department is focusing on new ways to fight crime. The department operates a real-time information center, where staff monitor surveillance cameras located throughout the city. Now, police are holding workshops with local business owners, asking for access to their exterior cameras. It's called the Community Sentinel Project. Businesses can voluntarily allow the police department to view live video feeds and see archives. Another option is to register the camera and let officers download video later if it can assist in an investigation. "The more information we have, the better decisions we can make," said Andrea Cortez, manager of the police department's real-time information center. Julie Agcaoili owns a business in Old Town Elk Grove and is considering joining the program. "Working with the police department to get services to your business faster is great," Agcaoili said. But some people may have privacy concerns over the cameras being used to peer into people's homes or track them around town. The department says policies are in place to prevent misuse. "We're not here to spy on anybody," said Elk Grove Police Sgt. Jason Jimenez. "We're not monitoring those particular business cameras 24/7. In the event that something were to happen, then we can access those cameras." Elk Grove police say this type of technology can make the community safer. The department said it has no plans on using artificial intelligence or facial recognition programs on the camera feeds.

Sheriff: 10-year-old Calif. girl kidnapped by man she met on Roblox, Discord
(KRON) — A 10-year-old California girl was kidnapped by a man who communicated with her through Roblox and Discord, two wildly popular online gaming platforms for children. The girl's family reported her missing to the Kern County Sheriff's Office at 10 a.m. on April 13. Family members told deputies that the girl was last seen the night before, when she was at home. She vanished between bedtime and the next morning. Sheriff's detectives searched the girl's digital devices and accounts on Roblox and Discord. Her online communications revealed that a 27-year-old man, Matthew Macatuno Naval, had exchanged messages with her. Naval lives in Elk Grove, Calif. in Sacramento County, 300 miles north from the girl's home in Kern County. 'It was suspected that the victim was communicating with Naval through Roblox and Discord, leading to their abduction,' the sheriff's office wrote. Detectives alerted the Elk Grove Police Department. EGPD officers found Naval with the 10-year-old girl at a strip mall in Elk Grove. 'The juvenile was located and temporarily taken into protective custody until released back to their family,' the sheriff's office wrote. On April 13 at 3:35 p.m., Naval was arrested on suspicion of kidnapping and unlawful sexual conduct with a minor child. Naval was booked into a Kern County jail on the following charges: kidnapping, contacting a minor with intent to commit a sexual offense, and committing lewd acts against a child. The accused predator is scheduled to make his first court appearance Friday. The incident is a stark reminder for all parents to closely monitor their child's online communications, both on social media sites such as Instagram, and gaming apps like Roblox, investigators said. 'Kern County Sheriff's Office would like to take this time to remind our community of the importance of internet safety. Parents, monitor all electronic usage and know who your children are communicating with. Many apps and games have messaging capabilities and present the same, if not more, risk as social media platforms. Media monitoring apps are great tools for those who may not know where to begin when monitoring electronic usage,' the sheriff's office wrote. Naval remains in custody with bail set at $250,000. A lawsuit filed earlier this year in San Mateo County court against Roblox and Discord claims that the platforms provide 'a hunting ground for child sex predators.' The suit was filed on behalf of a 13-year-old boy. Attorneys said the boy's parents 'learned the truth only after it was too late. In 2024, they discovered that Roblox and Discord had enabled a child predator to identify, groom, and coerce (the boy) into sending sexually explicit images and videos of himself.' Roblox, which is headquartered in San Mateo, made updates to improve its parental control features last year. The company wrote on its blog, 'We are always working to make chat incredibly safe.' Elk Grove Police Department expands drone capabilities with new updates
( — Drones have become a popular tool for law enforcement agencies across the country in recent years and the technology and systems behind them are always evolving. The Elk Grove Police Department has had drones since 2019 and in May 2024 the agency launched its 'Drone as a First Responder' program. Almost a year, later drone use is still expanding. In January, the department was granted a waiver by the FAA freeing it from the requirment to have rooftop observers every time a drone is launched. The change expanded the department's availability to respond to calls from Tuesday to Friday noon to 10 p.m. to 24 hours a day, 7 days a week. However, that change coupled with new updates to their FlightOps module is giving the department even more resources to respond to calls for service. A new update to the department's FlightOps module now allows pilots to launch drones almost immediately when a call comes in, saving precious time in emergencies. Elk Grove PD uses Mark43 CAD, a cloud-native computer-aided dispatch, as its emergency dispatch system. The system has been integrated with its drone program allowing drone pilots to listen to live 911 calls and automatically launch drones to calls for service. 'The pilot would be able to see the cad calls that are active, and they would have to manually type in the address and so that takes time and when seconds matter having a FlightOps model where they can just click on the location eliminates all that process,' Elk Grove Police Department Lt. Nate Lange said. 'The other part of that is our license plate readers are now integrated into our FlightOps module as well so if a license plate reader is flagged for a felony vehicle or stolen car, it'll flag the pilot as well and we're able to go to that exact location with just the click of a button.' It's also expanded the types of calls for service the department can help with via drone including missing persons, car crashes, and robberies to name a few. The department said it's even been able to help Cosumnes Fire with live feeds during structure fires. Another update includes a map overlay as the drone flies over an area. Pilots and watch commanders can see the names of businesses and landmarks a suspect is passing in real time and relay that information quickly to crews on the ground. 'Historically, you'd be able to look at a map or look at a video feed from a drone. You wouldn't know where you're at unless you had a familiarization with the community,' Lt. Lange said. The drones are also reaching new heights in the physical sense. The same waiver granted by the FAA in January not only allows the department to fly its drones autonomously to calls — but to do so up to 400 feet in the air. It's a leash the department said greatly expands their ability to get to you faster. 'There's been thousands of hours of inspections of these units to ensure that there's proficiency and consistency on their safety so we are happy and comfortable moving forward now with a program that doesn't have a remote pilot on the roof full-time but they are still doing pre-flight inspections and we're still ensuring that the system is operational and still functioning as it's been promised,' Lt. Lange said. Once the batteries are changed and the pilot gives the clear from inside the operation center, the drone launches. The department has three drones as part of its 'Drone as a First Responder' program. Depending on where a call for service comes in, any of those three drones can be used and get to the scene in less than three minutes. In many cases, the drones arrive on the scene before traditional patrol, giving officers a better idea of what they're getting into before they even step out of their patrol car. 'As the pilots are listening to live 911 calls coming in in real-time they're able to deploy the drone to that location before the CAD call even exists so the situational awareness we're able to provide our officers has never been like this before, I know it wasn't when I worked patrol,' Lt. Lange said. With drones becoming more popular Elk Grove PD has a transparency portal where you can view where its drones have flown in recent days to confirm if drones you see belong to them. Body cam video released of deadly Elk Grove police shooting after pursuit
ELK GROVE – The Elk Grove Police Department has released body camera footage of police shooting and killing a driver they said shot at them during a car chase earlier this month. The pursuit began on Feb. 1 when officers tried to stop the driver of a Ford Explorer without a license plate near Auberry Drive and Spenglar Drive around 11:45 p.m. Police said the driver, later identified as 22-year-old Jonnie Bartholomew, took off, initiating a police chase around the neighborhood near Florin High School. The video shows the vehicle parking in Glen Ivy Court, just off Cavendish Way, before the driver took off from officers again, narrowly making it through two officers parked at the entrance of the cul-de-sac. Police said Bartholomew eventually fired at an officer along Elise Avenue near Cottonwood Lane. As Bartholomew got closer to Norman Waters Park, police said he fired more shots, including one round that struck a Sacramento County deputy's vehicle. Bartholomew continued driving away, but the pursuit eventually ended when Bartholomew made a U-turn on Lemon Hill Avenue at 69th Street and an officer crashed into the Explorer. Police said Bartholomew tried to drive forward but crashed into another police vehicle. Officers said they gave Bartholomew commands to not move and put his hands up. This is when two police officers fired their weapons, police said Bartholomew was removed from the vehicle and medical aid was provided, police said. But Bartholomew died at the scene. A handgun fell to the ground when officers pulled Bartholomew out of the vehicle, police said. Police said Bartholomew fired at least three shots at officers and deputies and rammed into two police vehicles during the pursuit. A passenger in the vehicle was unharmed and detained at the scene. The Sacramento County District Attorney's Office is conducting an independent review of the incident. The video containing the body camera footage released is on YouTube. Viewer discretion is advised.
