KP formulates strategy aimed at recovering NHP dues

PESHAWAR: The Khyber Pakhtunkhwa government has made its efforts to recover billions of rupees of arrears due to the federal government under the Net Hydel Profit (NHP). The provincial government, after comprehensive consultations, has finalised several practical proposals, which will be presented in a key meeting with federal authorities this week. In this regard, a meeting of the 'Out-of-Box Solution Committee' was held in the Energy and Power, department, KP under the chairmanship of former provincial minister and chairman of PESCO Board, Himayatullah Khan. The meeting considered various feasible suggestions and recommendations for protecting the province's financial rights and timely recovery of dues in terms of net hydel profits. Moreover, the committee's technical member, Secretary Energy and Power Muhammad Zubair Khan, finance member Himayatullah Khan, and CEO Khyber Pakhtunkhwa Transmission Company and focal Person for NHP, Engineer Malik Luqman Hakeem, while presenting suggestions in the meeting, took the position that if the federation seriously wants a permanent solution to this problem, then the energy projects under the administration of WAPDA located within the provincial limits should be handed over to Khyber Pakhtunkhwa, or the payment of dues should be ensured under the Qazi formula. Finally, the proposals formulated in the consultative meeting have been submitted to the Chief Minister of KP, in light of which it has been decided that the points presented by the province will be formally discussed in a high-level meeting with the federal government next week, so that a dignified and lasting solution to this important national issue can be found. PESHAWAR: KP Secretary Energy and Power Mohammad Zubair Khan has said that timely completion of the Bala Kot, Lawi and Gurkan, Mataltan, Gabral (Kalam) and Madiyan Hydropower Projects within the stipulated time frame is a major challenge. He expressed these views while presiding over a meeting here the other day. Besides the chief executive officers of Provincial Energy Development Organisation (PEDO), KP Oil and Gas Company and heads of Electric Inspectorate, Energy Planning, Additional Secretary Admin Shoaib Khan and Additional Secretary Power Anwar Khan Sherani, other senior officers also attended the meeting. He stressed on the need to complete the ongoing energy projects in view of the prevailing circumstances and to promote investment in these projects by immediately amending and revising the Power Policy 2016 and issued instructions to prepare work plans, timelines and activity plans to bring transparency in the projects. The secretary Energy and Power said that under the Khyber Pakhtunkhwa government's Good Governance Roadmap Programme, merit and transparency in institutions is the top priority. He said that the biggest challenge is to complete the ongoing energy projects in the Energy & Power department and all its subsidiary institutions within the stipulated time frame in the light of fast track. He said that In light of the directives of the KP chief secretary, it should be the duty of all officers and officials to conduct affairs under e-tendering, e-paid, one-window platform, which will be strictly monitored. Under the Good Governance Roadmap Program, ensuring merit and transparency in institutional matters remains the top priority. The biggest challenge in this regard is completing ongoing energy projects within the stipulated timeframe. In line with the Chief Secretary's directive, all officials must play their part in operationalizing e-tendering, e-payment, and one-window service platform. These views were expressed by Secretary Energy and Power Muhammad Zubair Khan in a meeting attended by the heads of PEDO, K-P Oil and Gas Company, Electric Inspectorate and Energy Planning Directorate regarding the Khyber-Pakhtunkhwa Good Governance Roadmap. Additional Secretary Admin Shoaib Khan, Additional Secretary Power Anwar Khan Sherani and other senior officers also attended the meeting. Meanwhile, the Secretary while emphasizing the strict implementation of the guidelines set for ongoing energy projects, said that currently work is progressing rapidly on Balakot, Lawi, Gorkin Matiltan, Gabral Kalam, and Madyen Hydropower projects. The Secretary added that timely completion of these projects within the stipulated timeframe is a major challenge.

Speaking at the 2025 Sustainable Energy for All Global Forum in St. Michael, Barbados, President Bio addressed a gathering of world leaders and private sector stakeholders, highlighting the critical role of energy in economic development. He underscored that small and medium-sized enterprises, which form the backbone of many economies, can only thrive when they have access to stable and affordable electricity. President Bio noted that electrification brings dignity and security, enabling families, especially those living in rural areas where energy poverty is most severe, to transition away from inefficient and polluting energy sources. He reaffirmed Sierra Leone's commitment to expanding energy access as a key driver of sustainable development. The Minister of Energy and Business Development of Barbados, Honorable Lisa Cummins, commended the participation of African representatives in this year's forum. She emphasized the importance of international collaboration in addressing energy poverty and called for greater efforts to support women in leadership roles within the energy sector. Nigeria's Minister of Energy and Power, Adebayo Adelabu, expressed gratitude to President Bio for his leadership across various development areas. He urged African leaders to intensify efforts in ensuring equitable energy distribution, emphasizing the need for sustainable solutions to bridge the energy gap across the continent. The forum also served as a platform for high-level discussions on innovative energy policies, investments, and strategies to promote universal energy access, reinforcing global commitments to achieving a more inclusive and sustainable energy future.
