A 13-year-old boy was killed in a 'freak accident' while riding his bike in Washington, his family and police said. Emiliano Munoz died May 5, three days after he ran into a braided cable strewn across a lot, according to the Everett Police Department and KOMO News. Munoz had been playing with his friends nearby when he got on his electric bike and tried to take a shortcut through a field, KIRO reported. He then struck the metal cable that had been hanging between a fence post and a traffic bollard, police said. First responders got to the scene within three minutes and took him to a hospital in Seattle where he died days later, police said. 'It was a freak accident,' family friend Shantel Jenks told KIRO news. The homeowner where the cable was strewn told KOMO News the wire had been there for years and was installed by someone else. The cable has since been taken down, police said. 'He was a boy loved by everyone,' one of his uncles, Armando Molina, told KIRO. 'He was a beloved student at Explorer Middle School, known for his warm spirit and kind smile. He was a true friend to many & will never be forgotten,' someone wrote in a GoFundMe post. Everett is about a 30-mile drive north from Seattle.

Everett Police Department grapples with staffing shortages

The Everett Police Department says it's grappling with staffing shortages. There are currently 195 officers, but they have about 221 positions, which means they have 24 positions they are looking to fill. KIRO 7 spoke to Lieutenant Gregory Sutherland with the Everett Police Department. He said in recent years, officers have seen dwindling pools to pull prospective officers from. 'It's been a struggle for years to fill positions that we have,' Sutherland told KIRO 7. 'It's a great department to work for. There's a lot of challenges, but like many places across the country, we're struggling to fill out positions.' Since 2020, the department has hired 91 officers but has also lost some each year. Lt. Sutherland said that because of the empty positions, their response times are slower and they aren't able to investigate crimes as quickly because they don't have enough detectives. 'We have really good people and do the best with what we have.' It's not just a problem that Everett is facing – it's something agencies are experiencing statewide. According to the Washington Association of Sheriffs and Police Chiefs, Washington has had the lowest officer-to-resident ratio in the nation for 14 years in a row. As part of his Public Safety Plan, Governor Bob Ferguson has proposed a $100 million grant program for law enforcement agencies to help with hiring. If anyone is interested in law enforcement, Lt. Sutherland suggested that they reach out to the Everett police. 'We encourage people who are interested to come on a ride-along, meet an officer, and see what the department is like.'

The Everett Police Department conducted a 'graffiti paint-over' operation, targeting highly-visible vandalism in the area. EPD said most of the work was done on Casino Road, and was conducted to highlight the 'importance of addressing this kind of public vandalism and to raise awareness for a program community members can use to help with the clean-up.' According to Everett PD, some of the vandalism was known gang tag graffiti, causing some public safety concerns. 'Gangs use tags as a form of communication to convey threats to rival groups and identify territory. Frequently, it is juveniles and young adults who are responsible for the tagging, and their participation in these minor offenses can quickly escalate to their involvement in substantial acts of violence, or they become victims of violence themselves,' Everett PD said. EPD also said, 'due to the frequency in which youth become involved with graffiti vandalism through their participation in other gang-related or criminal activity, addressing the prevalence of tagging also supports the City of Everett's work decreasing crime, especially violent crime.' Single-family and duplex residential properties hit by graffiti vandalism may be eligible to participate in the City of Everett's Graffiti Removal Program, which provides assistance to property owners by removing graffiti at no cost. To be eligible for the program, the graffiti must be publicly visible.
