Charity casino at CNE fined $199K for violating federal anti-money laundering and terrorism finance law
The charity casino at the Canadian National Exhibition, the country's largest summer fair, has been hit with close to $200,000 in fines for violating federal anti-money laundering and terrorism financing laws. Article content The CNE Casino runs in tandem with the CNE, which opened Friday, but it is not all fun and games at Toronto's Exhibition Place — the casino is denying and appealing the violations and fines imposed by the Financial Transactions and Reports Analysis Centre of Canada (Fintrac), the federal money laundering watchdog. Article content Article content The casino is a temporary, not-for-profit casino that has been a part of the sprawling CNE since 1991 — alongside the amusement park rides, exotic food stands, live music and agricultural displays. Article content Article content After an examination of the casino's compliance with Canada's Proceeds of Crime (Money Laundering) and Terrorist Financing Act in March, Fintrac alleged two violations with a maximum administrative penalty of $100,000 for each, according to the casino's notice of appeal filed in Federal Court. Article content The CNE Casino was found to have violated the proceeds of crime laws by having inadequate risk assessment procedures and failing to conduct a bi-annual effectiveness review of its compliance program, according to the court filing. Article content The casino defended their operation but on July 14, the week before the casino opened to the public for the summer, Fintrac sent notice confirming a decision on both violations, but knocking $1,000 off the penalties. Article content 'CNE Casino denies that it has committed any violation of the (proceeds of crime act) or its Regulations,' the casino says in its appeal notice. It also complains of being given the maximum financial penalty. Article content Article content 'CNE Casino hereby appeals both findings and the resulting monetary penalties.' Article content Gary Bostock, Director of the CNE Casino, said the casino continues in full operation during the fair and while the case is under appeal. Article content 'There has never been any allegation of criminal activity at the CNE Casino in this process. We are in full compliance with all regulations and are committed to operating a safe, legal, and efficient business that benefits our charitable Foundation,' Bostock told National Post. Article content Lori Blair, communications advisor with Fintrac, declined to provide copies of the violation notices that were served on the casino. She also said she wouldn't comment on the case because it is before the Federal Court. Article content The casino's appeal suggests one violation was over how staff report 'high-risk transactions' from betters at casino tables. The other was because the casino 'admitted to not conducting a two-year effectiveness review.' Article content In its appeal, the casino complains that the reasons for the Fintrac directors's decisions 'are so truncated that they do not permit CNE Casino or this Court to understand the basis of her decision' and 'do not meet the minimal functional requirements expected from decision makers.'

TTC increasing bus, streetcar service on key routes to accommodate riders heading to The Ex
The Toronto Transit Commission is making it easier for people heading to the Canadian National Exhibition this summer. Starting on Friday, when the 18-day fair opens, the TTC will be running additional bus and streetcar routes to and from Exhibition Place. Specifically, there will be dedicated CNE Express buses, which will be running non-stop between Dufferin Station and the Dufferin Gate Loop as well as between Bathurst Station and the Exhibition Loop. The TTC will also be increasing service along the 29 and 929 Express Dufferin bus routes on Dufferin Street. To accommodate CNE-related road closures, service on the 29 Dufferin, 929 Dufferin Express, and 329 Dufferin bus routes will also be adjusted, with the last stop at Dufferin Gate Loop, which is a short walk from The Ex. Transit users should note that this will also affect buses on the 63 Ossington route, which will be redirected onto King and Liberty streets and Fraser and Atlantic avenues. When it comes to streetcars, there will be increased service on the 509 Harbourfront, between Union Station and the Exhibition Loop, and 511 Bathurst streetcar routes, from Bathurst Station to the Exhibition Loop, during The Ex. Additionally, streetcar service on the 503 Kingston Road route will be adjusted between 2 p.m. and 1 a.m. weekdays and between 9 a.m. and 1 a.m. on weekends. Streetcars will also be extended westbound along King Street West and The Queensway to Sunnyside Loop during those hours. Further, streetcars on the 510 Spadina route will operate between Spadina Station and the Queens Quay Loop daily until 7:30 p.m. Afterwards, the 510 Spadina will run from Spadina to Union stations. This additional bus/streetcar service as well as TTC route adjustments will be in effect until the CNE comes to a close on Labour Day, Monday, Sept. 1.

98 Degrees, The Commodores added to lineup for CNE concert series
The Canadian National Exhibition has revealed its final lineup of headliners for its free nightly concert series, adding iconic boy-band 98 Degrees and Motown group The Commodores to the list of headliners. The concert series kicks off Aug. 15 as part of the annual fair, with a performance from Shawn Desman at the Bell CNE Bandshell. The 146-year-old event held at Exhibition Place features rides, whacky carnival foods, shows and exhibitions over 18 days. Other headliners include Loverboy, July Talk, Bishop Briggs, Dean Brody, and Marianas Trench. The series wraps up on August 31 with a Soca Night concert featuring a variety of performers from Trinidad and Tobago.
