Cash-strapped Chd MC looks for ways and means to boost revenue
Chandigarh: No other development agenda, except the laying of a pipeline to supply water to the newly built houses of judges in Sector 10, was taken up in UT MC's monthly finance and contract committee (F&CC) meeting here Friday. With MC long facing an acute shortage of funds, F&CC members deliberated upon ways and means to boost revenue. Among some of the committee's suggestions were promoting art and cultural activities at Sector 17 Plaza during the weekends. They suggested that the open space could be given on rent to event organisers for cultural programmes and exhibitions, thereby transforming the plaza into a vibrant community hub while generating additional revenue for the civic body. The officers concerned were directed to explore and present actionable plans for the same. The committee also reviewed smart solutions for managing paid parking lots across the city. Detailed discussions were held to enhance public convenience and streamline parking services. The F&CC revised the professional fee structure for advocates handling legal matters related to the integrated command and control centre . The new fee has been fixed at Rs 3,000 per case to assist the nodal officer in the district & sessions court in the tricity. Chandigarh MC's accounts empty, F&CC to give development works a miss again
Chandigarh: Even as Chandigarh municipal corporation's finance and contract committee (F&CC) is going to take up three agenda items during its meeting on Friday, the city stands to gain little as far as its development works are concerned. In a very rare case, F&CC meeting, which is generally a monthly affair, was not held in April as there were no funds with the MC for development works. While the first agenda is just about confirming the minutes of the last F&CC meeting held in March, another is regarding determining the professional fee of an advocate for a legal case. The third agenda is about certain works specifically meant for judges' houses in Sector 10. The agenda list, released late in the evening, features 'Confirmation of the minutes of the 351st meeting of the Finance and Contract Committee held on March 24 2025', 'To determine the professional fee for the advocates in the matters pertaining to the Integrated Command Control Centre (ICCC) to assist the nodal officer in the District and Session Court situated in Tri-city and other courts' and 'to determine the rough cost estimate (RCE) for the work of providing and laying a 4 DI water supply pipeline for newly constructed judges' houses in Sector 10, Chandigarh'. Sources in the MC, revealed that due to a scarcity of funds, no agenda items related to developmental works are included in the main agenda book of the F&CC meeting. Except for the confirmation of the last meeting's minutes, only emergency works, needed urgently, will be discussed. Moreover, in the near future, there is not much hope for work due to the ongoing financial crunch in the civic body authority. Cong councillors oppose approval of F&CC resolutions in MC house meeting
Ludhiana: Having raised their concerns against the recently approved resolutions of the Finance and Contracts Committee (F&CC) in the MC general house meeting, Congress councillors have submitted a complaint with the principal secretary, local bodies department, demanding that resolutions passed in the F&CC meetings not be approved. According to the councillors, during the house meeting held at Guru Nanak Dev Bhawan on May 9, resolutions from 1 to 1,054 were approved without the consent of house members from opposition parties . They claimed that since 1991, when the MC house was formed for the first time, resolutions approved in the F&CC meeting were shared with all councillors, in addition to the house meeting agenda. This time, they said that resolutions approved in F&CC meetings held on March 26, April 9 and May 6 were not shared. Councillors claimed that the mayor did not want to inform opposition parties about the projects or works approved in these meetings as such approval was given to works related to ruling party MLAs and councillors. The councillors complained that the house meeting ended with the passing of the agenda in just 20 minutes, without it being read. Panchkula to install horticulture waste plant
Panchkula: On the lines of Chandigarh, the discarded horticulture waste will now get processed as the Panchkula municipal corporation is going to install a horticultural waste disposal plant in Industrial Area Phase plant will be equipped with a briquette machine , hammer mill, flash dryer, and pollution control system. This project, estimated at Rs 2.43 crore, aims to process the city's garden and horticultural waste, which is currently discarded and left was approved during the Finance and Contract Committee meeting of the civic body, which was chaired by mayor Kulbhushan Goyal on had opened its first dedicated horticulture waste processing plant at the Industrial Area, Phase II in Jan 2023. The plant has the capacity to process 30-40 tonnes of raw horticulture waste a day into briquettes. It is processed in a scientific manner to produce combustible products, and dumping in landfill sites is if it comes up in Panchkula, the horticulture waste, which is being dumped here and there or at the dumping site, could be processed. Briquettes made with it can be used at the cremation ground or can be sold to industry. The MC can earn revenue with CCTV camerasTo enhance public safety, the committee sanctioned Rs 2.35 crore for the installation of CCTV cameras in sectors 2 and 4 during the meeting. This is in addition to previous approvals for camera installations at community centres, markets, and along B Road. Addressing the shortage of sanitation workers, it was decided that outsourcing agencies would be deployed in specific sectors. The existing workforce from these sectors will be relocated to areas with higher demand. Approximately 200 additional workers and machinery will be engaged under this plan, for which Rs 4.80 crore has been F&CC also approved the extension of a sanitation initiative worth Rs 11 crore for door-to-door garbage collection, segregation, and transportation. The new tender has been awarded to Pooja Consolidation Company, which previously worked in Panchkula and will now continue the project for the next year. Mayor Goyal stated that the tender was approved earlier by urban local bodies minister Vipul Goyal in a high-level meeting held on safety and infrastructure enhancements also received attention. A Rs crore tender has been approved for applying thermoplastic road paint, reflectors, and studs on newly recarpeted roads in Sectors 2, 4, 20, and 25. In village Budhanpur, Rs 1.02 crore has been sanctioned for developing a cremation ground and park on a 7-acre plot, as Panchkula currently lacks such a facility.
