Drimonis: Drainville says he's fighting for students. School cuts say otherwise

The Coalition Avenir Québec government has repeatedly stated over the past seven years that education is a priority for them, yet it's often been hard to reconcile that rhetoric with the reality on the ground. In the latest blow, Quebec's English school boards and French school service centres were told to slash at least $570 million (some school officials estimate it could be closer to $1 billion) from their budgets. This is in addition to $200 million in budget cuts announced earlier in the school year, which will undoubtedly affect the quality and availability of student services, meal programs, renovations and staff hirings. Even services for students with learning difficulties won't be spared. While school boards, service centres, teachers and parents were busy denouncing the cuts last week, part of the ceiling of a Quebec City elementary school collapsed, poetically representative of the breakdown of our educational system. Quebec's two major education unions, the Centrale des syndicats du Québec (CSQ) and the Fédération autonome de l'enseignement (FAE), are decrying the cuts and Education Minister Bernard Drainville's lack of leadership, saying confidence in him 'has been seriously undermined.' The FAE is even calling for Drainville to resign from his post. In response, Drainville lashed out at the FAE, stating on X that he has 'no lessons to learn from a union that deprived our children of school during a five-week strike and that uses its members' money to challenge the government's secularism law.' Two things should be made abundantly clear here. First, teachers' unions have a constitutionally protected right to go on strike and fight for better working conditions, fair salaries and improved resources for students. Quebec teachers do a hard job under increasingly difficult circumstances in a province where teachers' salaries are among the lowest in the country. Their criticism of Drainville's performance isn't invalid because they went on strike. Secondly, the FAE, which represents more than 66,500 teachers across seven Quebec regions, said it joined the fight against Bill 21 in large part because it opposes the government's flippant use of the notwithstanding clause to violate Quebecers' rights. The FAE isn't there to do the minister's bidding or toe any specific government line. Just like the English Montreal School Board, it has not only the right but the obligation to fight against legislation that may compromise students' and teachers' rights and freedoms. It's been tough to watch the CAQ government's unwillingness to acknowledge these cuts are full-blown austerity measures that will affect our educational system and school infrastructure for years to come. That they come on the heels of shocking reports about government financial mismanagement in the SAAQclic and Northvolt portfolios isn't lost on many frustrated Quebecers. Drainville concluded his online post by defiantly stating: 'Schools exist for our children, our students. It is for them that I fight every day.' What kind of fight involves slashing close to $800 million from school budgets to make up for a government's shortfalls while insisting it won't have a significant impact on students or the quality of education they receive? 'Yes, difficult choices will have to be made,' Drainville told reporters last week, 'but the goal is to protect student services as much as possible.' It will not be possible. You can't slash budgets and maintain the same level of services. The CAQ knows this. Back in 2018, François Legault stated: 'We cannot cut education. ... We cannot achieve a balanced budget at the expense of children with learning difficulties.' Seven years later, you apparently can. It takes a lot of brazenness to declare you're fighting for Quebec students while demanding administrators and teachers make 'difficult choices' to find the money to pay for the government's horrendously bad moves in the past few years. If that's Drainville fighting for our kids, I'd hate to see him in action if he chose to fight against them.

Quebec imposed a hiring freeze in the public education sector as of Nov. 1 due to its tight financial situation. (Chris Young/The Canadian Press) The Fédération autonome de l'enseignement (FAE) is demanding that Quebec Education Minister Bernard Drainville step down, calling the $570 million cuts in education 'the last straw.' 'This is the worst end of year we could have imagined,' said FAE President Mélanie Hubert. 'We are only just beginning to grasp the scale of the cuts, the consequences of which are already proving disastrous for students, young people and adults, as well as for public schools.' She argues the FAE no longer believes Drainville is fit to lead the education ministry, calling the cuts 'improvised, incidental and pointless' and an 'attack on the teaching profession.' 'Despite repeated warnings from everyone working in education, he persisted in centralizing management that is out of touch with educational issues,' the FAE stated in a press release issued Monday, pointing out that there is a 'glaring shortage of staff, difficult working conditions and crumbling buildings.' Additionally, it adds that one in three students lives with learning difficulties, and schools are increasingly welcoming a growing number of allophones. 'The most precious thing about Quebec, and what the [François] Legault government must invest in, is not motorways and battery factories. It's our children and their future,' said Hubert. 'Minister Drainville's credibility has been tarnished, and it's time for Premier François Legault to appoint someone who listens to and respects the education community.' The federation insists the public school network is already in crisis and is accusing Drainville of slashing more than $1 billion in the sector, imposing a debilitating hiring freeze, allowing people to obtain a teaching licence without having ever taken a course and dismantling francization services for adult education. The federation also criticizes the Quebec government for centralizing power, 'undermining several fundamental rights of teachers,' duplicating existing mechanisms and adding a layer of bureaucracy, 'instead of listening to the players on the ground.' The FAE insists that it will spend the summer documenting each cut 'to paint a true picture when the summer holidays return,' as the full scope of how the sector could be affected may not be seen until the start of the new school year. 'Teachers, students and their parents will spend the summer worrying and wondering what services they will have access to next year,' she said. 'The minister has admitted that there could be a breakdown in services, which is indecent and inexplicable.'

At their convention in Lévis on Saturday, young Coalition Avenir Québec members said unions engage in 'undemocratic' practices, echoing arguments put forward by the Legault government. They deplored assemblies with 'prohibitive conditions,' 'radical' positions, and a 'lack of transparency' in how dues are used. Education Minister Bernard Drainville has made similar comments and continues to attack the Fédération autonome de l'enseignement (FAE), which he claims has become a 'political movement.' The FAE is challenging Bill 21 in court, which prohibits certain government employees, including teachers, from wearing religious symbols, upsetting the Legault government. In a brief speech on Saturday, Drainville expressed his delight that the CAQ's new generation, which he describes as a 'spark plug,' is tackling trade unionism and giving a 'good kick to the hornet's nest.' 'Is it normal for a union like the FAE to call an unlimited general strike without a strike fund, but have the money to challenge Bill 21?' he asked. 'Something is not right. Why are we letting them do this? ... A union is not a political party,' said the outgoing president of the youth wing, Aurélie Diep, in a similar vein. The theme of Saturday's convention borrows an expression often used by Premier François Legault: 'It's going to shake things up.' At the end of the discussion, the young CAQ members adopted three proposals: Restrict the use of membership fees ... so that they are not used for partisan purposes Make it mandatory to publish detailed information on the expenses of union and student associations. Submit resolutions ... authorizing the calling of a strike, the adoption of a position or an expense that does not fall within their mission to a majority vote of all their members. Both the vice-president of the Quebec Student Union, Audrey Fortin, and the president of the FAE, Mélanie Hubert, reacted on Saturday by accusing the Coalition Avenir Québec (CAQ) of hypocrisy. 'It's fascinating to be lectured on democracy by a party that, at 4:30 this morning, passed a law under gag order,' Hubert said in a phone interview. 'The CAQ was elected with 41 per cent of the vote in 2022 when 66 per cent of the population voted,' she recalled. For her part, Fortin noted that barely 100 young CAQ members were present in the room to vote on the proposals that were submitted. Developing defence and mining In addition to addressing trade union issues, the young CAQ members discussed the economy, bureaucratic streamlining and internships abroad. In particular, they propose 'developing the defence industry in Quebec and focusing on this high value-added sector to diversify the Quebec economy.' They also want to 'reduce red tape in the mining sector by 50 per cent to make it easier than ever to exploit our critical and strategic minerals.'
