Multi-agency push drives workforce upskilling
A COMPREHENSIVE, multi-agency approach is being used to address labour market imbalances, mainly in skills mismatches. Deputy Human Resources Minister Datuk Seri Abdul Rahman Mohamad said the rate of skills-related underemployment dropped from 37.3% in 2022 to 35.7% in the first quarter of 2025, which he attributed to coordinated efforts by various ministries and agencies. 'Among the key agencies involved are TalentCorp, Manpower Department, Department of Skills Development, PERKESO and HRD Corp. 'These bodies play critical roles in developing a high-skilled workforce aligned with industry needs,' he said in reply to Mohd Misbahul Munir Masduki (PN-Parit Buntar), who inquired about steps taken to resolve the skills mismatch in the labour market. To identify industry-critical skills, Abdul Rahman said TalentCorp has published the Malaysia Critical Occupations List since 2015. From 2023, he said the initiative was extended to schools to expose students to future job trends and required skills. He said TalentCorp also conducted studies on artificial intelligence, the digital economy and green technology to assess their impact on Malaysia's workforce. Based on these findings, he said the digital portal and MyMAHIR Future Skills Talent Council (FSTC) were introduced. The FSTC, led by industry players, is responsible for determining training priorities and selecting suitable training centres, he added. 'As of June 2025, 66 training programmes involving 2,336 participants are underway under the FSTC initiative,' he said. Abdul Rahman also highlighted ongoing reforms to Malaysia's national occupational skills standards, with 2,012 active standards currently available and supported by 1,619 accredited training centres nationwide. To support displaced workers, he said the Labour Department has provided reskilling and upskilling courses, with 84,231 individuals trained in 2024 and 48,833 as of June 30 this year. Meanwhile, he said PERKESO has expanded initiatives such as the MYFutureJobs portal, Career Bridge Tool, Career Launchpad programme and Satellite Centres to improve employment services and training access. Abdul Rahman said strategic partnerships with companies and training institutes also help boost jobseekers' competencies. He said HRD Corp's National Training Week 2025 attracted approximately 3.5 million participants from Malaysia and Asean. 'Over 72,000 free training sessions covered AI, coding, cybersecurity, data analytics and more through physical, online and hybrid formats,' he added.

Concrete measures in place to address skills mismatch, Deputy HR Minister tells Parliament
KUALA LUMPUR: The government has adopted a comprehensive, multi-agency approach to address labour market imbalances, particularly skills mismatches which currently account for 35.7% of the national unemployment rate, says Datuk Seri Abdul Rahman Mohamad. 'These bodies play critical roles in developing a high-skilled workforce aligned with industry needs,' he told the Dewan Rakyat on Wednesday (Aug 6). He was responding to a question from Mohd Misbahul Munir Masduki (PN-Parit Buntar), who had asked about short- and long-term strategies to resolve the skills mismatch issue in the labour market. Quest Alliance and DTTE Delhi Sign MoU to Empower Youth through Thriving Careers

This intervention will be delivered in collaboration with the Future Right Skills Network (FRSN), a national initiative facilitated by Quest Alliance and funded by Accenture, Cisco, JPMorganChase, and SAP. FRSN brings together civil society organizations, academia, industry bodies, and government institutions to enable systemic change and build employability skills among youth in government-run Industrial Training Institutes (ITIs). The MoU was exchanged in the presence of Chief Minister of Delhi, Rekha Gupta; Minister for Education and Skilling, Ashish Sood; Secretary DTTE, Nandini Paliwal; and Director DTTE, Kumar Abhishek. It aims to equip ITI learners across 19 technical institutes over the next three years with the skills and mindsets needed to succeed in a rapidly changing job market. Since 2017, Quest Alliance and DTTE have worked together to build career aspirations among young women through the Future Skills for Thriving Careers (FSTC) approach -- a program designed to break gender stereotypes, build job readiness, and support meaningful college-to-work transitions. Based on its success, the initiative will now be expanded to include male students in co-ed institues, with a continued focus on creating gender-inclusive, future-ready ITIs. Chief Minister Rekha Gupta said, "Skilling Delhi's youth has been a top priority for our government from day one. In our first 100 days, we have placed a strong emphasis on strengthening the ITI ecosystem and ensuring that every young person, both men and women, have access to future-ready education and career opportunities." The newly expanded intervention will make ITIs demand driven, focus on industry engagement, and future-skills which requires the capacity and mindset building of key stakeholders. This will be enabled through intensive capacity-building of principals, trainers, and placement officers, and the development of robust career readiness ecosystems within ITIs. The blended learning model - through QuestApp, in-person workshops, and immersive workplace exposure - will bring practical relevance to classrooms while fostering mindsets of adaptability and continuous learning. Nandini Paliwal, Secretary of DTTE, added, "By co-designing interventions with the government, Quest Alliance is a valuable partner that brings cohesion between ITIs, learners, their families, and industry. Their consistent focus on parent and industry engagement ensures learners can make informed career choices."
