The Aam Aadmi Party (AAP) and the Bharatiya Janata Party (BJP) were at odds on Thursday over the death of a 26-year-old man recently in a road accident. Delhi Health Minister Pankaj Kumar Singh said that the BJP government has 'more comprehensive schemes', after AAP Delhi president Saurabh Bharadwaj alleged scrapping of the 'Farishte Dilli ke' scheme led to the death of the man after four hospitals refused treatment. The scheme provided free medical treatment to road accident victims in private hospitals. Mr. Bharadwaj said, 'He [the victim] was first taken to the nearby Spinal Injury Centre, where he was not treated. He was then taken to Fortis Hospital, Vasant Kunj, where he received no further treatment. After that, he was taken to Prima Super Speciality Hospital, but he still did not receive treatment. Finally, he was taken to the government-run Safdarjung Hospital, where he died.' Following AAP's allegations, Health Minister Pankaj Kumar Singh told The Hindu, 'We have much more comprehensive health schemes to ensure the well-being of Delhi's citizens. However, we are investigating the incident, and if the hospitals are at fault, we will take action against them.' In April, the Supreme Court said that States must work on swift response protocols for road accident victims. Following this, the Centre notified a cashless treatment scheme for road accident victims nationwide. Mr. Bharadwaj, however, attributed the death to the BJP government scrapping the Farishtey Scheme. He said, 'Under this [Farishtey] scheme, if anyone met with an accident on Delhi's roads, they were admitted to the nearest private hospital and treated, with the entire cost covered by the Delhi government. This scheme saved hundreds of lives. But it is a matter of great shame that the BJP government currently in power in Delhi has shut down this life-saving scheme.'

He stated that the refusal to treat Jha not only violated the scheme's guidelines but also breached legal provisions that allow for punitive measures, including cancellation of hospital registrations. Advocate Agarwal accused the hospitals of placing financial interests above human life, despite being fully aware of their obligations under the law. After being denied care at multiple facilities, Jha was finally admitted to a government hospital, but by then, it was too late. He succumbed to his injuries. Advocate Agarwal has called on the Delhi government's Nursing Home Cell to take decisive action against the institutions involved. He stated that such negligence undermines the very foundation of emergency care policies designed to protect and preserve life.

New Delhi [India], May 17 (ANI): In a scathing attack on the BJP, Aam Aadmi Party's (AAP) Delhi State President Saurabh Bharadwaj alleged that top bureaucrats who deliberately blocked public welfare schemes under the AAP government are now being transferred out of Delhi to shield them from jail time. The senior AAP leader said Finance Secretary A.C. Verma and Health Secretary Deepak Kumar stalled vital projects--ranging from pensions and salaries to health schemes--causing immense hardship to the people of Delhi. He pointed out that now that the BJP is in power, the same officers face a legal bind: clear the funds they once blocked or risk jail, forcing the government to quietly move them out. During a press conference, AAP Delhi State President Saurabh Bharadwaj said, 'For the past two years, the elected government of Delhi was repeatedly saying that certain IAS officers are working in a manner that deliberately blocks public welfare schemes meant for Delhiites. The elected government has time and again demanded action against these officers, calling for their suspension and removal from Delhi. These officers were conspiring to paralyse Delhi's functioning in order to help the BJP. This was a deliberate conspiracy.' Citing specific examples, he said, 'Two such officers were Ashish Chandra Verma, who was the Finance Secretary, and S.B. Deepak Kumar, who was the Health Secretary. On multiple occasions, the elected government, the Chief Minister, and ministers pointed out that A.C. Verma was deliberately blocking many of Delhi's schemes.' 'He first halted the budget of thousands of crores for the Delhi Jal Board (DJB). He withheld funds for all DJB projects, due to which sewerage machinery couldn't be procured, ongoing projects were stalled, and payments for work like installing tube wells and water pipelines were stopped,' he added. On how this impacted service delivery, the AAP Delhi State President said, 'Payments of contractors who had already completed work were frozen. As a result, these contractors refused to take up new contracts. Similarly, old-age pensions were blocked by the Finance Department.' 'Salaries at Mohalla Clinics were held up for months. Even electricity bills and rent for Mohalla Clinics were stopped just before the MCD elections. Yoga trainers' salaries were withheld, and bus marshals' salaries were stopped--and later, they were removed altogether,' he emphasised. Saurabh Bharadwaj further added, 'Financial assistance meant for students in SC/ST categories was halted. DTC pensioners and employees had their pensions and salaries stopped. Under the Farishtey Scheme, accident victims were treated free of cost--but even that scheme's funds were blocked.' He stated that payments to private hospitals for free tests and surgeries were withheld, creating hardship for Delhi's people. All of this was done by the Finance Department when Ashish Chandra Verma was the Secretary. He wrote arbitrary and baseless objections on the files to block these public welfare schemes. On the current political context, Saurabh Bharadwaj said, 'Now that BJP has a government in Delhi, Ashish Chandra Verma faces a dilemma--how will he now approve on file the same works he earlier blocked? If he now releases the funds that he previously stalled, he will land in jail. Why? Because when you hold back public funds citing false objections for a whole year, and then suddenly reverse that decision just because the ruling party has changed--that contradiction is now on the record. It's all there in the files. On one hand, he wrote one thing, and on the other, he's doing the opposite. That's why he will go to jail.' The senior AAP leader alleged, 'To protect Ashish Chandra Verma from imprisonment, someone else is now being made to write on the file that what Ashish Chandra Verma had previously stated was wrong, and that the money should in fact be released. This is why Ashish Chandra Verma is now being transferred.' (ANI)

Punjab clears 51 cr for anti-drone system: ‘9 to be installed at border'

THE PUNJAB government Friday cleared a proposal to procure an anti-drone system at an outlay of Rs 51.41 crore to be deployed at state's border with Pakistan the move coming at a time when the neighbouring country has been unleashing a swarm of drones to target Indian military facilities, probe air defence systems and gather intelligence at multiple locations. The decision was taken in an emergency meeting of the Council of Ministers chaired by Chief Minister Bhagwant Mann. 'Nine anti-drone systems will be installed along 532 kilometres of border with Pakistan. The anti-drone system (ADS) was required to enhance the capability to detect and neutralise hostile drones, thereby preventing the influx of arms, explosives and narcotics that are smuggled from across the border,' an official spokesperson said after the meeting. Mann said, 'We have six border districts. We will buy our own anti-drone system. The BSF already has anti-drone systems. But we will buy more and help the security personnel. Drones will not be allowed to enter our territory,' said Mann. The need for deploying the aMann said that the Cabinet has also decided that the 'Farishtey Scheme', under which road accident victims get immediate help on the roads by Sadak Surakhya Force, would be ex-tended to the victims of war and terrorism. 'Considering the ongoing circumstances, we have decided that the scheme would also cover victims of war and terrorism. Under this scheme, free medical treatment would be given to these victims,' said Mann. He said the Cabinet had also given a nod to promote maize under the diversification plan of the government. 'We have written to the Centre to give us Rs 17,000 per acre for diversification to maize,' he said, adding that they have already got in touch with the National Agricultural Cooperative Marketing Federation of India (NAFED), which will be procuring the maize. MARKFED (Punjab State Co-op Supply and Marketing Federation Ltd) will also purchase it, he added. 'We will ensure that if a farmer sows maize after diversifying from paddy, it is procured,' Mann said. The Cabinet had also given its nod to create a land pool in ferent parts of the state. The Cabinet also gave approval for installing V-Kavach jammers in 13 high security jails. These 5G enabled hi-end jammers have been already successfully tested and all the jails of the state will be covered by it gradually. Likewise, the Cabinet also gave nod for transferring 135 acre land of Housing department land at Faridkot to industries department. The land originally belonged to cooperative sugar mill and was transferred to Housing department under the OUVGL scheme. Examining the huge potential of land for industrial use, the land will be transferred to industry department for development into industrial zone. In another major decision, the Cabinet gave consent for bringing an ordinance to start bullock cart races in the state. The ordinance is aimed at ensurdifing that the rich culture of state is preserved by organising these games which was an integral part of Punjabi culture. Special thrust will be laid on ensuring that no torture of bullock carts takes place during the race for which special clause will be put in the ordinance.
