El Salvador Reiterates Support for Morocco's Autonomy Plan
Rabat – Felix Ulloa, Vice President of El Salvador, reiterated his country's determination to boost relations with Morocco, with San Salvador viewing the North African country as inspiring. The official made remarks today, a few weeks ahead of the 26th anniversary of Throne Day, when King Mohammed VI acceded to the throne. Morocco celebrates Throne Day on July 30, which is marked by a royal speech nd a royal audience to high-level officials, who review annual developments including economic growth, employment, and socio-economic achievements. Bilateral ties between Morocco and El Salvador experienced positive momentum, following the country's decision to withdraw recognition of the self-styled SADR run by Polisario and controlled by Algeria. The vice president stressed the importance of the position, which reflects a genuine political will to strengthen the partnership between the two countries. He also reiterated his country's steadfast support for Morocco's territorial integrity and for the Autonomy initiative, which he described as a 'serious, realistic, and credible' political solution to the regional dispute. Over 113 countries now supp ort Morocco's autonomy initiative as a serious, credible, and viable political solution to end the dispute. 'Thanks to the visionary leadership of his majesty the King, Morocco has succeeded in leading a comprehensive development process, thus strengthening its position as an emerging regional power and a reliable partner in Africa, Latin America, and beyond,' Ulloa said. Citing Morocco's assets as a key player in several sectors, the official recalled his country's cooperation with the North African country in renewable energy, citing the Noor Ouarzazate solar complex, which is one of the largest energy transition projects worldwide. Hailing Morocco's inspiring development plans, Ulloa said the country's development model combines political stability and infrastructure investment, which has allowed the country to play a central role in both African and international contexts. 'Morocco has become a regional model in terms of governance and sustainable development,' he said, recalling Morocco's key contribution to South-South cooperation, particularly with Central American and Caribbean countries.

The regional body also solidified its backing for Morocco's territorial integrity and sovereignty. The regional parliamentary body urged the international community to support diplomatic and political efforts aimed at finding a definitive and peaceful solution to the artificially prolonged dispute. Parlacen stressed its responsibility to promote respect for international treaties governing state sovereignty and territorial integrity. The endorsement coincided with the 10th anniversary of Morocco's membership as an observer in the regional group. Parlacen pointed to the close relations with Rabat, noting that this partnership demonstrates a shared commitment to political dialogue, parliamentary consultation, and promoting peace. At the time, Abinader stated that Morocco's Autonomy Plan is the 'only solution' to the dispute and announced plans to open a consulate in Dakhla. El Salvador, which withdrew its recognition of the self-styled SADR in 2019, is discussing the possibility of opening a consulate in Laayoune. During a meeting in Ecuador in May, Salvadoran Vice President Felix Ulloa described this potential move as a 'key step' in recognizing Morocco's sovereignty over its southern provinces. Panama has also strengthened ties with the North African country after suspending relations with the Polisario Front in November 2024. On Monday, Salvadoran Vice President Felix Ulloa reiterated his country's support for the Moroccan autonomy initiative during a meeting with his Moroccan counterpart in Quito, Ecuador, where the Moroccan official represented King Mohammed VI at the inauguration ceremony of Ecuadorian President Daniel Noboa. During the meeting, the two officials discussed the 'possibility of opening a consulate' in El Salvador in the Moroccan southern city. The move is seen as a 'key step' in recognizing Morocco's sovereignty over its southern provinces in Western Sahara. The two countries also reviewed bilateral ties, reaffirming their commitment to boosting diplomatic and bilateral cooperation and ties. Dakhla hosts consulate representatives from several countries, including Haiti, Suriname, Senegal, Gambia, Guinea Bissau, Guinea, Sierra Leone, Liberia, Togo, Equatorial Guinea, Democratic Republic of Congo, Cape Verde, Djibouti, and Burkina Faso. The region also hosts the representative of the Organization of Eastern Caribbean States. As for Laayoune, the region hosts Jordanian representative, as well as consulates of Bahrain, UAE, Burundi, Central Africa Republic, Comores, Malawi, Zambia, Eswatini, Sao Tome and Principe, Gabon, and Cote d'Ivoire. Notably, many politicians have been calling on their countries to designate the Polisario Front not just as a separatist group but a terrorist organization due to its ties to Sahel-based drug traffickers and its terrorist acts against Morocco. The clear vision is contributing to breaking long-held stereotypes, encouraging many other countries to reconsider their positions. A notable example is Kenya, which has recently joined a group of 113 countries that view Morocco s Autonomy Plan as a serious and credible political solution. 'The Republic of Kenya considers the autonomy plan as the only sustainable approach for resolving the Sahara issue and intends to cooperate with like-minded states to promote its implementation,' a joint statement said on Monday. The statement came following talks between Moroccan Foreign Affairs Minister Nasser Bourita and Kenya's Prime Minister and Foreign Minister Musalia Mudavadi. Kenya had been a steadfast supporter of the Polisario Front. But in 2022, President Ruto signaled that his country would no longer recognize SADR. The announcement was soon deleted from X, where the President announced the news, but the message is still clear about the shift. 'Today, Kenya has officially declared that Morocco's autonomy initiative represents the 'only sustainable approach' to resolving the Western Sahara dispute,' Bennis wrote, noting that this development represents a resounding blow to Algeria's military regime. For the analyst, the announcement marks a turning point in the diplomatic landscape surrounding the dispute, as it also reflects the total collapse and failure of the separatist agenda run and sponsored by Algeria. Even before Kenya explicitly expressed support for the Moroccan autonomy initiative, the country signaled that it was leaning toward a change. 'With Kenya joining the growing list of countries backing Morocco's position, our country is closer than ever to turning this page for good,' the analyst added. Following Ruto's inauguration as president, officials from Kenya signaled potential stronger ties with Rabat. Algeria's regime, however, continued its maneuvers to maintain its influence. Observers, however, have long seen Kenya's new position coming as the country has been looking for credible partners that would support its ambitions in areas like agriculture and security. 'Since 2019, El Salvador has strengthened its cooperation relations with Morocco, which were further solidified with the opening of the embassy in Rabat in 2022. These steps have marked an important phase in El Salvador's foreign policy,' the vice president said. He said the strengthened ties between the two countries also renewed El Salvador's commitment to supporting 'Morocco's sovereignty over all of its territory, including the Sahara.' The Moroccan ambassador shared the same sentiment, stressing the importance of strong ties between the two countries as well as their interest in deepening bilateral cooperation across different fields. He said both countries are determined to continue promoting peace and respect for sovereignty, expressing Morocco's commitment to furthering cooperation with El Salvador in trade and commercial sectors. According to their website, the Observatory of Economic Complexity Morocco exported $13.5 million to El Salvador in 2023. The main products that cover Morocco's exports include mixed mineral and chemical fertilizers as well as textiles. According to El Salvador's Foreign Affairs Ministry, the two countries discussed several topics as part of the 2nd Political Consultations Meeting on Monday. 'This meeting allowed both parties to review the progress of their relationship and identify opportunities to further expand bilateral ties in areas of shared interest, including development cooperation and economic exchanges,' the ministry said. Deputy Foreign Minister Adriana Mira also expressed satisfaction with ties between the two countries, noting that El Salvador's strategy focuses on deepening ties with a key partner like Morocco. 'For this reason, we seek to strengthen our bonds of friendship and collaboration, and for this to translate into benefits for the population,' Mira said. The Salvadoran ministry identified Morocco as one of its main allies in Africa. 'It is the first destination on the continent to receive a Salvadoran embassy, serving as a bridge to bring closer and expand ties with the region,' the ministry added.
