Dublin airport operator, daa has submitted a planning application to Fingal County Council seeking permission to expand the existing Pier 1 West building at Dublin Airport. The proposed development will add a second storey to the western end of the current structure, increasing the floorspace by 1,080 square metres. The development will include two new boarding gates, two external vertical circulation cores, a cantilevered structure, and enclosed plant, comms, and electrical rooms. Internally, the extension will deliver enhanced passenger facilities, including additional seating, food and beverage outlets, and upgraded toilet amenities. The project is designed to significantly improve the passenger experience and operational efficiency at Dublin Airport by addressing current overcrowding and circulation challenges. These improvements will streamline passenger flow, reduce delays, and support a more resilient and sustainable airport operation. The Pier 1 West extension complements daa's wider Infrastructure Application (IA), which outlines a €2.9 billion Capital Investment Programme to expand capacity and improve sustainability across the airport. Daa submitted its IA to Fingal County Council in December 2023. Advertisement The application seeks permission for significant infrastructure improvements and to increase Dublin Airport's passenger capacity to 40 million, in line with national aviation policy, the Fingal Development Plan, and the Dublin Airport Local Area Plan. Overall, the IA responds to the national demand for air travel and daa's role, on behalf of the Irish State, to manage and sustainably develop Dublin Airport in the national interest. The IA was a substantial submission, comprising 7,000 pages and 700 technical drawings, and was Ireland's largest planning application in 2023. Key elements include upgrades to Terminal 1, a new pier at Terminal 2, expanded U.S. Customs Preclearance, and a new Ground Transportation Centre. The programme also supports daa's commitment to reduce carbon emissions by 51% by 2030 and to achieve net zero by 2050.

Planners set to rule on night flights at Dublin Airport

Planners could rule shortly on night flights at Dublin Airport , ending almost a year of speculation over a crunch issue for airlines there. State planning board An Coimisiún Pleanála last September issued a draft ruling limiting night-time flights to 13,000 a year, fewer than 36 a night. That figure was almost two thirds less than the 36,000 night-time flights at Dublin Airport in 2023, sparking warnings from airlines about the impact on their operations. Darragh O'Brien , Minister for Transport, confirmed that a final ruling from the commission was 'imminent', a spokesman for the department has said. Several industry sources also confirmed that they understood the planning board was due to rule on the issue shortly, possibly this week. None of the sources would comment on what the ruling was likely to say, but said they hoped it would address 'significant contradictions' in September's draft finding. Last September planners ruled in favour of a more flexible noise abatement and quota system over a hard limit on night-time flights. But their draft finding, on an appeal by local groups against a Fingal County Council decision easing night-flight restrictions dating to 2007, also imposed the new lower annual limit on night flights. Airlines and airport operator, State company, DAA, support the noise abatement and quota approach. Still, the airport company and carriers highlighted contradictions in the ruling, specifically the 13,000 a year limit on night flights, which they warned could hinder airport operations beyond 11pm to 6am hours to which it applied. A DAA spokesman warned at the time that it would 'reduce the night-time flights by over 60 per cent, and have significant implications for passengers and airlines as well as freight operations'. Airlines subsequently warned that this would damage their businesses at Dublin Airport. Lynne Embleton, chief executive of Aer Lingus, argued that the night flight limit was potentially more harmful than the planning condition capping Dublin Airport passenger numbers at 32 million a year. The contradictions prompted some industry figures to suggest that the planning board had made a mistake, but it refused to comment further as it had invited public submissions on the draft ruling. Local groups who maintain that growing noise levels are affecting residents' health hailed the finding as a victory. Reports that a ruling on night-time flights is due come as pressure continues to mount on the Government to axe the 32 million a year passenger limit. Industry group Airlines for America said now was the time to act on the passenger cap. Mr O'Brien has sought advice from the Attorney General on legislation to resolve the row over the limit, imposed 18 years ago by planners.

A 32 million passenger cap, a planning condition issued by the airport's local authority, has come under legal and political scrutiny. Fingal County Council said on Friday it had issued an enforcement notice to airport operator DAA, giving it two years to comply with the planning conditions. A spokesperson for Fingal County Council said: 'The two-year period provides an opportunity for DAA to progress their planning applications to increase passenger capacity at Dublin Airport or take such other steps as they consider appropriate to achieve compliance.' Planning permissions granted in 2008 for the construction of Terminal 2 and the extension of Terminal 1 stated that the combined capacity of both terminals must not exceed 32 million passengers a year. Advertisement The council received complaints that these planning conditions were breached in 2023 and 2024. The planning authority's enforcement unit initiated a formal investigation to assess compliance with the conditions. The DAA was provided with an opportunity to respond, which it did. Fingal County Council said it acknowledged there were 'operational complexities', but said the information submitted by the DAA does not constitute sufficient grounds to prevent further action. Advertisement The council said the investigation determined that a breach of the relevant planning conditions 'has occurred and remains ongoing'. As a result, the enforcement notice was issued to the airport by Fingal County Council, giving Dublin Airport two years to bring its operations into compliance.
