Mangaluru: Karnataka State Federation of Gram Panchayat Representatives president Deviprasad Shetty Belapu said the govt should restore the powers vested in gram panchayats as per the decentralisation. Stating that gram panchayats lost several powers in terms of administration, Shetty said that massive protests will be organised across the state. "The state and central govts seem to have no interest in strengthening panchayati raj institutions. The power of local governance envisaged under the Gram Swaraj system is being snatched away from people. People faced inconvenience while seeking building licences, purchasing sites, and obtaining Forms 9 and 11. There is a concerted effort to finish off the GP system of local governance. While efforts to end the taluk and zilla panchayat system seem to be successful, secret moves are being made to destroy the GP system too," Shetty said. This may put an end to even the elections for GPs in the state. Rights and freedom of GPs are being seized through govt orders. He said GPs lost even the power to issue door numbers for houses and other buildings in villages in the name of urban development authorities. People also lost their right to build a house with basic infrastructure, he said. "We will strengthen the forum of gram panchayat representatives under four zones - Hyderabad Karnataka, North Karnataka, coastal Karnataka, and Malnad region, to launch protests. CM Siddaramaiah, RDPR minister Priyank Kharge, MLCs Manjunath Bhandary and Kishore Kumar Puttur, who represent local authorities constituency, should consider the issue seriously," he added. BJP legislators urge Karnataka government to hasten single layout approval in rural areas

The BJP legislators said on Monday that there is an inordinate delay in Urban Development Authorities (UDAs) approving sketches of single layouts in gram panchayat areas and that the government should hasten the process of issuing Forms 9 and 11 to single layout applicants on a priority basis. Speaking at a protest organised by BJP Udupi district unit on the premises of the Udupi Deputy Commissioner's office, MLA for Udupi, Yashpal Suvarna, and K. Prathapsimha Nayak, MLC, said that the cumbersome procedure involved in issuing Forms 9 and 11 has made people to run from pillar to post to sell their non-agricultural properties in rural area. Mr. Nayak alleged that the State government lacked the will power to expedite the single layout approval process. The MLC said that after the power to approve single layouts was transferred from Panchayat Development Officers (PDOs) to UDAs following a ruling by the Karnataka High Court, the government had not appointed enough staff to the UDAs to clear the files, leading to the piling up of pending files with the UDAs in the coastal districts. 'This is a typical problem restricted to only coastal districts,' Mr. Nayak said, adding that many people are waiting to get their non-agricultural properties registered or sold. Many people are unable to construct houses and avail themselves of loans for construction purposes. The MLC alleged that there appeared to be some conspiracy behind making people wait for a long time to get single layout approval. Mr. Suvarna said that people in Udupi and Dakshina Kannada districts are already facing a dearth of sand and laterite stones for building houses and other structures. The delay in obtaining approval for single layouts has added to the list of problems being faced by people. The MLA alleged that the government is acting as if it were not a major problem being faced by the people living under the jurisdiction of 399 gram panchayats in Dakshina Kannada and Udupi districts. 'The Congress government should not indulge in hate politics. Instead, it should address problems of coastal people,' he said. Kiran Kumar Kodgi, MLA for Kundapur, and BJP president for Udupi district, Kutyar Naveen Shetty, were among those who participated in the protest organised to seek to speed up the process of issuing Forms 9 and 11.

Udupi: The public is facing issues obtaining the single site approvals and Forms 9, 11 required for building construction from the Urban Development Authority as per the new notification. Discussions will be held with the govt to provide certain exemptions for coastal districts, said Udupi-Chikmagalur MP Kota Shrinivasa Poojary. He was speaking while presiding over a meeting organised to discuss the problems encountered with single site approvals and Forms 9,11 at the deputy commissioner's office on Thursday. Despite submitting applications to the departments concerned, the public is experiencing delays in obtaining the single site plans and Form 9/11. Even after months of follow-up, applications are not being processed. Under the new notification, it is becoming difficult to approve all applications. The govt needs to provide some exemptions for coastal districts as special cases. A meeting at the govt level is necessary to find a solution, the MP said. Deputy commissioner Swaroopa TK said that a meeting of district stakeholders will be convened to bring the issues faced by the public in obtaining the necessary single site approvals and other documents for building construction to the govt's attention. He instructed that the list of problems should be compiled within the next five days and assured that the issues faced by the people in the district will be brought to the govt's notice. MLA V Sunil Kumar suggested preparing a list of issues faced by coastal districts under the new notification, and discussing it once again collectively. He proposed holding a meeting at the secretary level in Bengaluru to find a solution. MLAs Kiran Kumar Kodgi, Gurme Suresh Shetty, Yashpal Suvarna, and Gururaj Shetty Gantihole were present.
