15-year-old boy arrested for deadly shooting at Long Beach homeless encampment
A teenage boy was arrested in connection with a deadly shooting at a homeless encampment in Long Beach last year. Police arrested the 15-year-old on Thursday for the incident that happened on Nov. 24, 2024, according to a press release from the Long Beach Police Department. He allegedly shot and killed 51-year-old Frank Suggs and wounded another man just before 2 a.m. in the 2500 block of E. Ocean Boulevard. The second victim, who has not yet been named, suffered non-life-threatening gunshot wounds to the upper body, police said. He was taken to a nearby hospital for treatment while Suggs was declared dead at the scene by Long Beach Fire paramedics. After months of investigation, detectives identified the suspect and obtained a warrant for his arrest, police said. After his arrest on Thursday he was booked for murder and held without bail at Los Padrinos Juvenile Hall. Investigators have not yet revealed a motive for the incident and plan to present the case to the Los Angeles County District Attorney's Office in coming days. The backstory The shooting happened on Nov. 24, 2024 at an encampment along E. Ocean Boulevard. Officers got to the encampment around 2 a.m. that day. There, they found two men who had been shot in the upper body. First responders were able to treat one of the victims and took him to the hospital. The other man, identified as 51-year-old Frank Suggs, died at the scene. What we know Officials arrested a 15-year-old on May 22, who they say is responsible for shooting both men. The teen is a Long Beach resident, the Long Beach Police Department said. The LBPD booked him on suspicion of murder. The motive behind and circumstances leading up to the shootings remain under investigation, police said. The teen was arrested in Long Beach and booked on suspicion of murder. In California, a 15-year-old charged with murder must be tried in juvenile court. This is because of Senate Bill 1391, which took effect in 2019 and prohibits minors age 14 and 15 from being prosecuted in adult court, regardless of the severity of the offense. Teen arrested in 2024 fatal shooting of homeless man in Long Beach
Homicide detectives have arrested a 15-year-old boy in connection with the Nov. 24, 2024, fatal shooting of Frank Suggs, a 51-year-old man experiencing homelessness, Long Beach Police Department announced Friday. Following an investigation, detectives identified the Long Beach teen as the suspect and obtained a warrant for his arrest. Officers with the department's Special Investigation Division took him into custody on Thursday. The suspect was processed at Long Beach City Jail and later transported to Los Padrinos Juvenile Hall, where he was booked on suspicion of murder. He is being held without bail. The motive remains under investigation, authorities said. Detectives plan to present the case to the Los Angeles County District Attorney's Office next week for filing consideration. Suggs was one of two men shot in the early morning hours of Nov. 24, 2024, in the 2600 block of East Ocean Boulevard, near a homeless encampment. Officers responded to the area at about 1:54 a.m. after an 'unknown trouble' call. When they arrived, officers found a man suffering from a non-life threatening gunshot wound to his upper body. He was treated for his injuries and transported to a local hospital. A second man—later identified as Suggs—was located nearby with a gunshot wound to the upper body.
