Market regulator Sebi move to clip HDFC, ICICI wings in Bank Nifty

The latest measures introduced by the Securities and Exchange Board of India (Sebi) for the futures & options (F&O) segment may adversely impact HDFC Bank and ICICI Bank stocks. Market participants anticipate a churn of nearly $1 billion as passive funds tracking the Bank Nifty and Bankex indices adjust to the new regulations. They expect significant selling pressure, particularly on HDFC Bank and ICICI Bank. Currently, both banking giants carry a weighting of over 25 per cent each in the 12-member Nifty Bank index, a widely followed benchmark in the derivatives segment. In a move aimed at reducing index concentration and volatility, the markets regulator has now capped the weighting of a single stock in non-benchmark indices at 20 per cent. It has also mandated that such indices must include at least 14 constituents, with the combined weighting of the top three components limited to 45 per cent. Experts said Sebi's move came amid fears that thematic indices run the risk of manipulation due to high concentration of individual stocks. These changes, announced by the markets regulator on Thursday, will be implemented by November 3. Brian Freitas of Periscope Analytics, who publishes research on the Smartkarma platform, expects significant outflows from HDFC Bank and ICICI Bank as a result of the changes. He estimates that HDFC Bank could face selling to the tune of ₹2,140 crore, while ICICI Bank may see ₹1,673 crore in sales, in line with the newly imposed 20 per cent cap on weightings. Conversely, Freitas anticipates the inclusion of Yes Bank and Union Bank of India in the Bank Nifty index, taking the total number of constituents to 14. Their additions are expected to trigger inflows of ₹888 crore and ₹600 crore for the respective stocks. Other Bank Nifty components may see inflows ranging from ₹60 crore to ₹400 crore due to redistribution of capital following the reduced weighting of HDFC Bank and ICICI Bank. While the recommendations must be implemented by November 3, it is likely that the index provider will make these changes during the next rebalance in September, according to Freitas. There is a small possibility that the capping changes could be implemented in the June quarter, with the two index inclusions occurring in the September quarter. Alternatively, the capping changes could be rolled out in two phases: The first at the end of June and the second (including the two inclusions) in September, he said. A phased rollout could help in smooth implementation. The churn resulting from the reconstitution of the Bankex will be in addition to this. However, this index is not as widely tracked by passive funds as the Bank Nifty index.

In this regard, he is optimistic about gaining full membership status by end of this year during Malaysia's chairmanship, after being granted observer status three years ago. Freitas said the 46th ASEAN Summit taking place at the Kuala Lumpur Convention Centre could gradually open the door for the Portuguese and Tetum-speaking nation to achieve ASEAN membership. 'We've done our best through institutional coordination activities, in addition to working with ASEAN member states and participating in capacity-building programmes. These efforts are crucial for fulfilling the roadmap adopted at the 43rd Summit in Labuan Bajo, Indonesia. 'I truly appreciate and commend Malaysia's chairmanship, which is very important and supportive of our efforts. We believe and are confident that this summit can, at the very least, slowly open the door (for us) to be a full member of ASEAN,' he said in an exclusive interview with Bernama on the sidelines of the 46th ASEAN Summit here today. He added that Timor-Leste has also established a dedicated unit within the ASEAN Secretariat, with support from all ASEAN member states, particularly Malaysia, to advance its membership aspirations. Mugler announced Tuesday that Miguel Castro Freitas would be its next creative director, according to a statement posted on Instagram and LinkedIn. 'It is an honour to join the spectacular house of Mugler,' Freitas said in the statement. 'As one of the 20th century's great couturiers, Mr. Mugler reimagined the power and limits of fashion. Alongside the teams, I am thrilled to bring my own vision, story and emotion to this monumental heritage.' Freitas succeeds Casey Cadwallader, who had been with Mugler since 2018. The company did not disclose the terms of Cadwallader's departure or announce his next move. Prior to joining Mugler, Freitas held design roles at Sportmax, Dries Van Noten and Christian Dior, according to WWD. The publication also reported that the designer's first collection in his new role will be shown in September during Paris Fashion Week's spring-summer 2026 presentations. San Joaquin County DA taking aim at theft, drug offenders

Mar. 5—In nearly two months, San Joaquin County law enforcement officials have pursued more than 50 drug and theft cases under a new tough-on-crime state law. Since Proposition 36 went into effect in January, San Joaquin County District Attorney Ron Freitas said his office has pursued 33 felony theft cases and 22 felony drug cases. Freitas said the proposition, known as The Homelessness, Drug Addiction, and Theft Reduction Act, reverses years of leniency and has empowered his office to hold repeat offenders accountable. "For too long, San Joaquin County has suffered under policies that emboldened criminals and left law-abiding citizens defenseless," he said. "With Proposition 36, we're taking back our streets, crime will once again be illegal in San Joaquin, and we are delivering justice to victims. I'm proud to lead this charge — because safety isn't negotiable, and criminals don't get a free pass anymore." The 33 theft cases include packaged retail thefts that were once classified as misdemeanors, while the 22 drug felony cases target repeat offenders. Erin Haight, spokeswoman for the District Attorney's Office, said charges have been filed in 23 of the 33 theft cases, of which two stem from incidents in Lodi. In addition, charges have been filed in 21 of the 22 drug cases, eight of which stem from incidents in Lodi, she said. Details on the cases were not available. The proposition, which passed with 68% of the vote in November, increases penalties for certain drug and theft related offenses. It also designates a "treatment-mandated felony" for those who have received two prior drug offenses. Prop 36 also repealed 2014's Proposition 47, which reclassified crimes such as shoplifting, grand theft, forgery and drug use from felonies to misdemeanors. The measure was introduced to tackle prison overcrowding and reduce the number of individuals serving sentences for non-violent offenses. Last August, former San Joaquin County Supervisor Tom Patti said crimes such as theft and shoplifting had increased dramatically across the state over the last 10 years. "Proposition 47 achieved notable success in making California's criminal justice system more equitable, but has also led to unintended consequences over the past decade including repeat and often organized retail theft, inner-city store closings, and difficulty convincing people to seek drug and mental health treatment," Patti said during a special board meeting. "Rampant retail theft is harming businesses and residents in California because those who commit these crimes know they'll get away with it, even if they are caught." According to the Legislative Analyst's Office, Prop 36 increases punishment for some theft and drug crimes. As an example, theft of items worth less than $950 was a misdemeanor under Prop 47. Now, a person will be charged with a felony if they have two or more past convictions for certain theft crimes such as shoplifting, burglary, or carjacking. They will serve as much three years in county jail or state prison. Felony sentences for theft or damage of property will now be increased by as much as three years if three or more people committed the crime together. In addition, sentences for selling certain drugs, such as fentanyl, heroin, cocaine, or methamphetamine, could be increased based on the amount sold. Under Prop 47, these sentences were served in county jail or state prison depending on the person's criminal history. Prop 36 generally requires these sentences be served in prison. It also allows people who possess illegal drugs to be charged with a "treatment-mandated felony," instead of a misdemeanor, in some cases. This would apply to people who possess certain drugs such as fentanyl, heroin, cocaine, or methamphetamine and have two or more past convictions for some drug crimes such as possessing or selling drugs. These people would generally get mental health or drug treatment, and would have charges dismissed if they complete a treatment program. Those who do not finish treatment could serve as much as three years in state prison. Information about which of the county's cases ordered someone to treatment was not available. In addition, the new law requires courts to warn people that they could be charged with murder if they sell or provide illegal drugs that kill someone.
