A.P. govt. releases new Revenue Manual aimed at streamlining land laws

In a landmark step towards consolidating and simplifying the complex land laws and administrative procedures, the government on Thursday announced the successful compilation and release of a comprehensive Revenue Manual which, according to an official release, is aimed at providing a definitive, legally guided roadmap to eliminating drudgery, deviation and ignorance in implementing the laws, including the crucial aspects of settlements, assignments, land acquisition and Record of Rights. The Revenue Manual was drafted under the leadership of the Chief Commissioner of Land Administration (CCLA) G. Jayalakshmi and Additional CCLA-cum-Secretary (Revenue Department) N. Prabhakara Reddy, who chaired the Revenue Manual Committee, on being instructed by the Chief Minister N. Chandrababu Naidu and Revenue Minister Anagani Satya Prasad to do the much-needed streamlining of the land laws. Benefits The key impacts and benefits of the new Revenue Manual are consolidation of knowledge — it serves as a ready reckoner for revenue officers; enhanced clarity & simplification — it has laid down a simplified framework of legal and administrative procedures related to the land laws; improved service delivery — contains comprehensive guidelines and clear procedures that facilitate speedy and accurate delivery of the services; empowerment of functionaries — the manual equips theemployees with a legally guided roadmap that helps them avoid legal challenges and empowers them to perform their duties with greater confidence and precision; and foundation for digital transformation— it is designed as a foundational repository for future technological advancements, including the development of chatbots, FAQs, automation, and voice-based interactive solutions. Complexity The release stated that the revenue administration in Andhra Pradesh has historically been characterised by profound complexity stemming from its 19th-century origins in the British Administration of Madras Presidency. This system underwent numerous transformations over 150 years and continued to evolve rapidly post independence to align with the democratic aspirations and socialist ideals enshrined in the Constitution. This intricate backdrop was further complicated by the issuance of countless executive instructions, necessitating the integration of historical land tenurial systems with modern revenue laws, settlement laws, and all relevant executive directives. The sheer enormity and paramount nature of this task resulted in revenue functionaries being in a big state of chaos due to the fragmented and often contradictory nature of existing records and guidelines, and critical gaps in the administration, which left both the officers and citizens without a clear and coherent understanding of land laws. The Revenue Manual was brought out to address these serious challenges and establish a settled understanding of land laws.

The month-long 'Yogandhra' campaign, which began on May 21 and culminated with the 11th International Yoga Day celebrations on Saturday, was launched to encourage the public to incorporate yoga in their daily lives, said NTR District Collector G. Lakshmisha. Speaking at the Yoga Day celebrations at the Indira Gandhi Municipal Corporation (IGMC) Stadium in Vijayawada, the Collector said that while thousands of people participated every day in the programme in the district, the practice should not end with the campaign. 'The month-long celebration should only be a beginning for the public, not the end,' he added. According to the district officials, around 5,000 people participated in the programme. Chief Commissioner of Land Administration G. Jayalakshmi, Police Commissioner S.V. Rajasekhar Babu, Joint Collector S. Ilakkiya and others were also present. In the past month, the administration organised yoga programmes in the city streets, tourist destinations, historical sites and also on the Krishna river, the Collector said. Around 8,50,000 people in 5,454 places within the limits of 605 village/ward secretariats took part in the yoga programmes, the Collector added. Yoga is a gift that nature has bestowed upon us to remain mentally and physically fit, the Collector said, while listing out the benefits of practising it every day. Later, he congratulated the members of Yoga Association on their role in the Floating Yoga programme held recently. The programme had received wide admiration. On Saturday, around 200 people performed yoga in the Krishna river in an event organised by the Aqua Devils Swimming Association. In Krishna district, the programme was organised on the premises of Sri Viswasanthi Educational Institutions in Vuyyuru. Along with District Collector D.K. Balaji, Penamaluru MLA Bode Prasad, Machilipatnam MP Vallabhaneni Balashowry, APSRTC Chairman K. Narayana Rao, and Superintendent of Police (SP) R. Gangadhar Rao also took part. A green carpet was laid on the ground for the students and officials to perform yoga. Later, breakfast was arranged for those who took part in the programme. Medical camps were also set up. Cultural programmes and an award ceremony followed, where yoga instructors and students were felicitated.

Andhra Pradesh govt. renames YSR district as ‘YSR Kadapa'

The Andhra Pradesh government on Monday officially renamed YSR District as YSR Kadapa District, restoring the historical reference of Kadapa to the district's name. The G.O. Ms. No. 170 order was issued in this regard by G. Jayalakshmi, Special Chief Secretary, Revenue Department. The decision came just a day before the TDP Mahanadu event, scheduled to be held in Kadapa from May 27 to 29. Originally known as Kadapa district, it was renamed in 2010 as YSR District in memory of former Chief Minister Y.S. Rajasekhara Reddy after his demise in 2009. The district is the home turf of both YSR and his son, YSRCP president and former Chief Ministrer Y.S. Jagan Mohan Reddy. The word Kadapa means threshold in Telugu language. The town served as a gateway for pilgrims visiting Tirupati. The spelling 'Cuddapah' was officially changed to Kadapa in 2005.

APSDMA launches ‘Smart Heat Alert Card' that gives real-time temperatures and dos and don'ts

The Andhra Pradesh State Disaster Management Authority (APSDMA) has launched a 'Smart Heat Alert Card', available both in physical and online formats, to provide citizens with timely and critical heatwave information, and to ensure public safety during heatwaves. Launching the card at the APSDMA office at Tadepalli on May 17, Saturday, G. Jayalakshmi, Special Chief Secretary, Revenue and Disaster Management Department, said the initiative is aimed at empowering every citizen with the knowledge and resources to protect themselves against heatwave risks. The card features a QR code, a list of dos and don'ts and an explanatory on four colour-coded heat risk levels. After receiving the card, once an individual scans the QR code from their mobile phone, the APSDMA website comes up with the realtime temperature in their location presented in a colour-coded box. If the temperature is below 35 degree Celsius, the colour that appears is blue (safe), if it is between 35 and 40 degree Celsius, then it is yellow (be alert), if the temperature is between 41 and 44 degree Celsius, then it is orange (be prepared) and if it is 45 degree Celsius or more, it is red (extreme danger). While distributing these cards along with buttermilk and water bottles to citizens in Tadepalli and surrounding areas, the Chief Secretary emphasised the importance of staying informed about dos and don'ts during extreme heat conditions. She also encouraged citizens to call the APSDMA tollfree numbers, 1070/1800-425-0101, available 24/7, in case of any emergencies during summers. APSDMA Managing Director Ronanki Kurmanath said one can not only get live updates through the QR code but also guidelines to stay safe. He said the card is part of their ongoing efforts to protect citizens from the dangers of heatwaves. The APSDMA has forwarded the card to all the district administrations, who would later put it in public places and popularise it through online mediums as well.
