Panel of experts proposed to find a way forward
HYDERABAD: The Irrigation department has proposed the formation of an expert committee, headed by former Central Water Commission (CWC) chairman and dam safety expert AB Pandya, to chart a way forward as recommended by the National Dam Safety Authority (NDSA) in its final report concerning the Medigadda, Annaram and Sundilla barrages of the Kaleshwaram Lift Irrigation Scheme. Irrigation Engineer-in-Chief G Anil Kumar on Tuesday sent the proposal to the Irrigation Secretary. The proposal recommended Pandya as the chairman of the committee, with the engineer-in-chief (General), engineer-in-chief (O&M), SDSO, chief engineer of CDO, CWPRS Director Prabhas Chandra, retired CE of DSRP (mechanical expert) K Satyanarayana, NIT-Warangal professor N Ramana Murthy, a geotechnical/geologist/geo-rock mechanics expert, and IIT-Hyderabad professor R Satish, a hydrology expert, as members, while the Chief Engineer (I), Ramagundam, will be the member-convener. The panel will also have two subject experts on board, on an invitation basis.

Telangana leads push for unified flood management to prevent devastating inflows
Hyderabad: With monsoon-triggered flash floods repeatedly wreaking havoc—claiming lives, damaging public infrastructure, and compromising dam safety—Telangana is spearheading a bold initiative to establish a coordinated, real-time flood management system across states. In a significant move, the Telangana State Committee on Dam Safety (SCDS) has called for seamless data sharing between neighbouring states—Maharashtra, Karnataka, Andhra Pradesh, and Telangana—to proactively manage sudden inflows from upstream reservoirs and safeguard critical irrigation infrastructure. To address the recurring threat of flash floods, the SCDS convened a high-level meeting with irrigation officials from the four states, along with representatives from the Central Water Commission and the National Disaster Response Force. The outcome: A first-of-its-kind Integrated Flood Management System (IFMS) that aims to revolutionise how states monitor, predict, and respond to flood risks in the Krishna and Godavari basins. "The proposed IFMS will provide advance warnings of two to seven days, enabling timely evacuation and flood preparedness," Telangana's engineer-in-chief and chairperson of the SCDS, G Anil Kumar, told TOI. In past instances—such as the 2009 flooding of Kurnool and the near overflow of the Srisailam dam, or the 2022 inundation of Bhadrachalam town due to Godavari floodwaters—poor coordination and delayed data sharing proved disastrous. In one case, the breach of Peddavagu under intense inflows further underscored the urgency for a system like IFMS. According to Anil Kumar, "The IFMS will provide early warnings and actionable insights that can save lives and infrastructure. It's a long-overdue step towards proactive flood management." He said that the IFMS will enable real-time monitoring of rainfall, inflows, and flood-prone zones. It will estimate the likelihood of flash floods and heavy rainfall events using radar data and cloud-top temperature analysis, while issuing geo-specific alerts across the basin. To facilitate this, irrigation departments are currently developing new tools and software platforms for real-time data sharing. Institutions such as IIT Hyderabad are being brought in to support the technical development of the flood warning system—not just for Telangana, but also for the city of Hyderabad, which faces periodic urban flooding. "The idea is to track flood flows and water levels in irrigation projects across the basins in real time, and create a digital twin of flood events," said Anil Kumar. "This will allow us to simulate and visualise potential impacts, helping us identify at-risk infrastructure, agricultural zones, and critical transport links," he added. During the inter-state meeting, it was agreed that all participating states will share information from real-time rainfall stations within the river basins, as well as key reservoir data, daily water release figures, and standardised application programming interfaces (APIs) from relevant govt agencies. Experts say this collaborative model is expected to set a national precedent for integrated flood management and inter-state water governance.

Telangana objects to AP's plan to draw Polavaram dead storage water; calls it unauthorised
HYDERABAD: The Telangana government has raised strong objections against the Andhra Pradesh government's reported plans to construct a new Lift Irrigation Scheme (LIS) drawing water from the dead storage of the Polavaram Irrigation Project. The Telangana government has called on the Godavari River Management Board (GRMB) to take immediate action as mandated under the Andhra Pradesh Reorganisation Act (APRA), 2014. On Saturday, Engineer-in-Chief (General) G Anil Kumar wrote a letter — a copy of which was accessed by TNIE — addressed to the Polavaram Project Authority (PPA) and the GRMB to prevent the proposal from moving forward. This objection comes in the wake of a news report published in a vernacular daily on May 21, which stated that the Andhra Pradesh government plans to lift water from a 35-metre level in the dead storage of the Polavaram reservoir during the current financial year. The report cited G.O. RT No. 134, issued on April 19, 2021, as the basis for the plan.

T wants changes in minutes of Godavari Board meeting
Hyderabad: Expressing its unhappiness over the draft minutes of the Godavari River Management Board (GRMB) meeting held last month, where Telangana's opinions and remarks were not properly recorded, the Telangana govt has written a letter to GRMB chairman AK Pradhan requesting modifications in the minutes of the meeting, especially regarding the " VIP reference ".Telangana irrigation engineer-in-chief G Anil Kumar wrote a letter to the GRMB chairman a couple of days ago, urging modifications in the draft minutes of the meeting of the GRMB held on April 7. The Telangana govt objected to the way the GRMB meeting was convened and stated that the points raised by Telangana through the presentation were not recorded."The meeting was convened without seeking a convenient date and time from the Admin or technical member(s) of the states. The member secretary (MS) or chairman of the board cannot convene meeting dates unilaterally without notice of the members. Consent of board members is needed to avoid frequent rescheduling," the ENC also stated that any important information received by GRMB as a VIP reference pertaining to a state should be shared with the counter state without any delay. "As per the APRA Act, the Board comprises representatives from both states as members (two from each state), and it is prudent that all matters referred to the board shall be instantly brought to the notice of member states by the member secretary," the letter added. The Telangana govt was referring to the VIP reference by the AP govt through the ministry of jal shakti without providing any details to irrigation department head also referred to the issue of the complaint raised by the employees against an officer of the GRMB.

Telangana irrigation officials urge NDSA chairman to declare NSP ownership
HYDERABAD: Stating that they were facing a lot of problems in taking up repairs at the Nagarjunasagar Project (NSP) due to the 'attitude' of the Andhra Pradesh government, the irrigation officials of Telangana on Wednesday requested the National Dam Safety Authority (NDSA) chairman Anil Jain to declare who the owner of the project is. The NDSA chairman, who is on a three-day tour of the sibling state, held a meeting with Telangana Irrigation officials here on Wednesday. During the meeting, the Telangana officials said that the temporary maintenance of NSP was being carried out by them while the temporary maintenance of Srisailam Dam was being done by their Andhra Pradesh counterparts. However, in November 2023, the government of AP deployed a huge police force on the right side of NSP, they added. Meanwhile, the NDSA chairman enquired about the steps being taken by Telangana to implement the National Dam Safety Act. Dam break analysis Irrigation Engineer-in-Chief G Anil Kumar informed Anil Jain that they were preparing the dam break analysis. The NDSA chairman suggested the officials prepare pre-monsoon and post-monsoon reports for every project every year. There should be a special operation and maintenance (O&M) manual for every project, he said. Responding to this, Anil Kumar wanted the NDSA chairman to decide the owner of the NSP. He said that they were facing problems in carrying out the repairs to Nagarjunasagar and the project was in danger.
