A 13-year-old boy drowned in a stream in Jaro, Iloilo City. A video showed that he was with other young boys playfully having a swim in a stream in Barangay Tagbac, Jaro District afternoon on July 20, 2025. In the video, alias 'Biboy" is the one wearing a black shirt. His family could not believe that that was the last time they would see 'Biboy' alive. He failed to come home that evening. His mother learned that the other boys in the video went home ahead of 'Biboy.' A search and rescue operation was conducted afternoon on July 21, 2025, but rescuers did not find him. However, his body was found at about 6 a.m. on Tuesday, July 22, 2025. "Hindi ko matanggap kaya lang ano ba ang magagawa natin. Sabi ko na lang sa sarili ko, isipin ko na nagbakasyon siya at namasyal,' Virginia Meguillo, the boy's mother, said. His sister mentioned that Biboy would have wanted to become a policeman. Some areas in Luzon were flooded amid the heavy rains caused by the Southwest Monsoon or Habagat on Tuesday, according to reports on GMA Integrated News' Unang Balita. In Bulacan, some residents in Barangay Meysulao in Calumpit town were using boats to move around the area amid the chest-deep floods. Residents were advised to evacuate the area. Makeshift rafts were also used in Guiguinto town. Up to thigh-deep floods hit the town of Malolos. Floods entered some houses after the water in the irrigation system overflowed. Nearly 100 families in Bulakan town evacuated from their homes due to floods caused by rains and high tide. The affected areas were Barangays Santa Ana, Taliptip, and Matungao. Motorists also faced challenges passing thigh-deep floods in Barangay Wawa in Balagtas town. In Iloilo, floods were reported near Dungon Creek in Barangay Calubihan in Jaro, Iloilo City, according to a report of GMA Regional TV's Kim Salinas. Affected residents evacuated as some houses in coastal areas were damaged due to the impact of strong waves. A creek in Barangay Tagbac also swelled, which flooded some nearby areas. According to the city government, 28 barangays were affected. A total of 516 families or 1,352 were staying in 13 evacuation centers. A total of 18 houses were damaged due to strong winds. Heavy traffic was observed in Leganes town due to the floods, which also affected the Leganes Elementary School. In Rizal, up to waist-deep flood hit Barangay Isidro in Cainta town, according to a report of Ian Cruz. Some residents including a dialysis patient and a student waded through the floodwaters. Some residents still crossed the spillway despite the strong current. A creek in Laurel also swelled and caused flooding. In Pampanga, up to waist-deep floods were also experienced in Macabebe town, according to a report by Nico Waje. Some residents in Barangays Saplad David and Tacasan were using boats and makeshift rafts to cross the floods. While some residents decided to evacuate, some just stayed in their homes because they said they were already used to flooding. Some residents also attended to their fishponds despite the bad weather. A total of 71 people evacuated from their homes, according to the report. In Barangay San Isidro, the roads and an elementary school were submerged in flood. Some houses were also flooded. Meanwhile, in Pangasinan, the livelihood of fishermen in Dagupan City was affected as authorities prohibited sailing due to the threat of big waves and strong currents, GMA Regional TV's CJ Torida reported. Some of the fishermen in Barangay Pantal spent their time fixing their nets and machines. The Cebu City Disaster Risk Reduction and Management Council placed the city under a state of calamity on Friday, July 18, 2025, following massive flooding that sent communities inundated, and caused terrible traffic jams. The City Budget Office has assured sufficient funds for the Quick Response Fund to respond to needs. In a meeting, the Cebu City DRRMC tackled the massive flooding on July 16, 2025 due to intense rainfall dumped by the southwest monsoon (Habagat) enhanced by Tropical Cyclone Crising. The meeting discussed the need to further desilt and declog waterways; one of which is Tejero Creek that has long been identified as flood prone. Raquel Arce, chief of the Cebu City Traffic Office, discussed the challenges in dealing with persistent floods in Bonifacio and Lopez Jaena Streets. Engineer Lowell Corminal, chief of the Department of Engineering and Public Works (DEPW), underscored the need for an amphibious excavator to clean up waterways, and more job order personnel (JOs) to help collect garbage and mud accumulating in these waterways. "Careful lang ta kay dapat ang amphibious nato moigo sa constricted river intake," Corminal said. As for Engr. Jose Marie Poblete, former City Engineering Office chief, he said that JOs complement City Hall services. "Mawaá gani ning mga tawhana, even for one week, two weeks, moapektar dayon sila sa atong mga trabaho ba kay mao man gud sila ang mga kamot ug tiil sa mga department kining mga JO," Poblete pointed out. Mercy Della Ceballos, City Budget Office supervising administrative officer, assured sufficient funds for the Local Disaster Fund that can be used to meet the needs for further desilting and declogging operations. The flood waters entered houses in the municipality. Nearly 300 houses in five barangays were affected by the flash flood, the report said.
