Samagra Shiksha fraud: 3 more arrested from Bengal, Delhi

Panaji: Porvorim police have arrested three more people from West Bengal and Delhi in the Goa Samagra Shiksha Abhiyan fraud. Porvorim PI Rahul Parab said that after the arrests of two accused earlier last month, two teams of two Porvorim police personnel each proceeded to New Delhi and West Bengal. He said the first team nabbed account holder Sumanta Mondal, 40, from Nazirpur, Nadia, West Bengal. Mondal is being brought to Goa on transit remand from a Tehatta court. After the arrest, it came to light that two accused persons have fled to Delhi. Accordingly, with assistance of Delhi police , they were traced in the Paharganj area. The accused have been identified Alamin Mondal, 35, of Nadia, West Bengal, and Bidyadhar Mallick, 52, of Howrah, West Bengal. They have been placed under arrest, and police custody of six days has been obtained. 'Investigation has revealed that the two accused had procured bank details, SIM cards, ATM cards of account holders, and supplied them further to their co-accused, who are also being present tracked. In return, the arrested accused received money from time to time,' said Parab. He said the present case involves a big racket of many accused persons and is being investigated in detail Representational . Initially, a man from West Bengal was found to have siphoned off Rs 4.6 crore from the bank account of Goa Samagra Shiksha Abhiyan (GSSA). These funds were intended for the implementation of school education schemes. GSSA holds a savings account in the Porvorim branch of a nationalised bank in the name of 'Goa Sarva Shiksha Abhiyan Society'. The misappropriation came to light in April, when an auditor of a private bank pointed out the transactions. Immediately, the bank manager of the private bank approached the GSSA office and highlighted the transactions. When the officials of GSSA approached the nationalised bank, they realised that since 2020, there has been no update of the mobile number despite repeated requests to the bank. It was also found that the new cheque book issued by the nationalised bank to the accused was not registered with the bank. All the bank accounts involved have been frozen, and the trail of money has been also traced by police.

Bengal man arrested for siphoning off Rs 4 crore from Goa Samagra Shiksha funds

Panaji: A man from West Bengal allegedly siphoned off Rs 4.6 crore from the bank account of Goa Samagra Shiksha Abhiyan (GSSA). These funds were intended for the implementation of school education schemes. The misappropriation occurred without the knowledge of the authorities concerned. Porvorim police arrested one person from West Bengal who is a garment businessman on paper. GSSA holds a savings account in a nationalised bank at the Porvorim branch in the name of 'Goa Sarva Shiksha Abhiyan Society'. The misappropriation came to light in April when an auditor of a private bank pointed out the transactions. Immediately, the bank manager of the private bank approached the GSSA office and highlighted the transactions. When the officials of GSSA approached the nationalised bank, they realised that since 2020 there has been no update of the mobile number despite repeated requests to the bank. It was also found that the new chequebook issued by the nationalised bank to the accused was not registered with the bank. GSSA officials found that the bank cleared the official cheque issued by GSSA and at the same time cleared the cheque issued by the accused without verifying how two different cheques with different signatures were processed. The nationalised bank's manager allegedly even tried to delay providing CCTV footage to GSSA. The bank allegedly updated the new mobile number on forged documents without informing GSSA, and the accused took control of the account. 'Some unknown person fraudulently updated the linked mobile number of the bank account of GSSA and further submitted forged positive-pay system (PPS) slips,' North Goa SP Rahul Gupta said. PPS is a safety mechanism with which the issuer of a high-value cheque attests to its bona fides. Gupta said, 'The accused presented cheques with forged signatures to various banks in various branches all over Goa, which resulted in fraudulent transactions of Rs 4.6 crore approximately.' Based on the transactions and mobile numbers used for committing the crime, one of the account holders was identified in West Bengal, Gupta said. 'He was traced and arrested. All the bank accounts involved have been frozen, and the trail of money is also traced, and subsequent accounts have also been frozen,' Gupta said. 'The arrested accused, a conspirator, provided his bank account, ATM card, and SIM card to a co-accused for a commission of 1% on every transaction and was assured a loan of Rs 50 lakh for his business.' The main accused in the case is yet to be traced. The state project director GSSA, S S Ghadi, said in the complaint that in the bank statement, some suspicious transactions were noticed in the months of Feb, March, and April 2025, which were brought to the notice of the bank for taking necessary action in the matter. 'It is also to bring to your kind notice that this office submitted to the bank a letter requesting the approval of the payment with the single signature of the chief accounts officer during the period from Feb 21, 2025, to March 5, 2025, as the state project director was out of station on official duty,' the complaint said. Ghadi said, 'However, prima facie, it looks like by neglecting our letter, payments were approved with both signatures. Therefore, you are requested to register our complaint and conduct a thorough inquiry with regards to suspicious transactions to recover the amount that has been transferred.'

GSSA 2025: President Jamie Steele looking forward to packed new season featuring nearly 700 players weekly

The 2025 Great Southern Soccer Association officially starts this week with the first of the women's premier division games kicking off on Friday and the men's premier league commencing on Saturday. Five teams will make up the senior men's league competition with Polonia, Bayswater, Rovers, Albany Caledonians and Phoenix to go head-to-head throughout the season. The senior women's league will be made up of five teams: Albany Caledonians, Denmark, Rovers, Sharks and Phoenix. The 2025 season will have nearly 700 players across 40 teams play in the expanding sport until it wraps up in September. GSSA president Jamie Steele said the competition is only going to get 'bigger and bigger' with people showing an increasing interest in the sport. 'There are a number of new people, especially women, to the game, and also a number of returning masters players are coming back to kick the ball,' he said. 'The on-going indoor soccer league will be happening alongside our normal outdoor league — it's a great opportunity for people new to the game to come have a look and get involved, which is held at the new Albany Indoor Sport Centre on Cockburn Road.' He said the season would also include Sunday masters games for over-40s players. Steele said a number of the highlights of the season will include 'local rivalries' and 'blockbuster games' throughout the year. 'The introduction of the new women's development league is a reflection of how many women are wanting to play,' he said. 'We are also introducing our masters games on Sundays which is a focus for us this year as well as the indoor centre and our representative sides that will play some exhibition matches against some top Perth teams.' Steel, who has sat on the GSSA board for more than seven years and held the role of president for three, said a highlight over the years has been the growth of the association and the game within the Great Southern community. 'The highlights have been seeing the association grow and to create positive relationships with governing bodies within our game, including our city who backed us and Perth Glory to bring the A-League match to Centennial Park last year,' he said. 'The new indoor centre has been a great asset to our sport and others — we worked solidly for over a year to make it happen alongside Cricket Great Southern, the City of Albany and the Albany Agricultural Society.' He said the GSSA executive team had worked to make the game inviting, sustainable and exciting for players. 'I'm looking forward to the introduction of the senior country week and to see our best players represent the region in Perth, and lastly to see and work with our amazing volunteers that week-in week-out do so much for our sport,' he said.
