Cairo summit calls for immediate return to ceasefire in Gaza

INA - SOURCES During the tripartite summit held in Cairo on Monday, the leaders of Egypt, Jordan, and France called for an immediate return to the ceasefire in Gaza. "An immediate return to the ceasefire to protect Palestinians, ensure their immediate and full receipt of emergency humanitarian assistance, and implement the ceasefire agreement signed on January 19," called the leaders of Egypt, France, and Jordan in a joint statement - followed up by the Iraqi News Agency - INA. The leaders emphasized that "the protection of civilians and humanitarian aid workers, as well as ensuring the full delivery of aid, are obligations that must be fulfilled under international law and international humanitarian law." The three leaders expressed "their grave concern about the deteriorating humanitarian situation in the West Bank and East Al-Quds," calling for "an end to all unilateral measures that undermine the possibility of achieving a two-state solution and increase tensions." They also emphasized "the need to respect the historical status quo of the holy sites in Al-Quds," expressing their "rejection of the displacement of Palestinians from their land and any attempt to annex Palestinian territories." The leaders called for "international support for the Gaza Reconstruction Plan, adopted by the Arab Summit held in Cairo on March 4 and adopted by the Organization of Islamic Cooperation on March 7." They discussed mechanisms for its effective implementation of security and governance." They emphasized that "governance and the maintenance of order and security in Gaza, as well as in all Palestinian territories, must be exclusively under the umbrella of an empowered Palestinian National Authority, with strong regional and international support." They also expressed their "readiness to assist in this regard in coordination with partners." The leaders reiterated the "need to thicken these efforts at the June conference, to be co-chaired by France and Saudi Arabia," expressing their "support for the Gaza Reconstruction Conference to be held in Cairo shortly."

The Arab-Islamic Ministerial Committee on Gaza convened on Sunday with the European Union (EU) High Representative for Foreign Affairs and Security Policy and Vice President of the European Commission, Kaja Kallas, in Cairo. In addition to Kallas, the meeting brought together the Foreign Ministers of Saudi Arabia, Egypt, the UAE, Palestine, Jordan, Qatar, Bahrain, Türkiye, and Indonesia, as well as Nigeria's Chargé d'affaires in Cairo and the Secretary Generals of the Arab League and the Organization of Islamic Cooperation (OIC). The meeting discussed the latest developments in the Gaza Strip in light of the renewed Israeli aggression in the enclave and attacks on civilians. The participants stressed the urgent need to fully implement the ceasefire agreement in Gaza and emphasized their support for the Arab-endorsed reconstruction plan. Israeli Hostilities in Gaza In a joint statement, the parties expressed their grave concern over the breakdown of the Gaza ceasefire which led to a large number of civilian casualties in recent Israeli airstrikes, condemning the resumption of aggression against civilians. In the light of this, they called for the immediate and full implementation of ceasefire-hostage and detainees release agreement, which came into force on January 19, 2025. They emphasized the need for progressing to the agreement's second phase to ensure its full implementation, including the release of all hostages, a permanent end to hostilities, and the full withdrawal of Israeli forces from Gaza, in line with UN Security Council Resolution 2735. Humanitarian Access The parties also called for the full respect for the international humanitarian law, reaffirming the need for swift, sustained and unimpeded humanitarian access and the provision of humanitarian assistance at scale into and throughout the entire Gaza Strip. Prince Faisal bin Farhan Furthermore, they demanded the removal of all restrictions that impede the delivery of humanitarian aid, as well as the immediate restoration of all basic services in Gaza, including electricity and water desalination. Gaza Reconstruction Plan According to the statement, the parties welcomed the Arab-endorsed plan for Gaza recovery and reconstruction, saying it ensures that the Palestinian people will remain on their territory. With regards to this, they reiterated their categorical rejection of any displacement or expulsion of Palestinians from their lands, including Gaza, the West Bank or Jerusalem. Moreover, the parties underscored the importance of the upcoming Conference on the Early Recovery and Reconstruction of Gaza, which will take place in Cairo. They urged the international community to mobilize resources to address the crisis in the Strip. The parties also emphasized the importance of unifying Gaza with the West Bank under the Palestinian Authority (PA) and supporting the PA in assuming all of its responsibilities in Gaza. Two-State Solution In their joint statement, the parties reiterated the need to preserve the territorial integrity and unity of the Occupied Palestinian Territory on the basis of the 4 June 1967 lines, including Jerusalem, and in line with UN resolutions and the two-state solution, thus achieving long-term peace and stability in the region. Arab-Islamic Ministerial Committee meeting in Cairo Furthermore, they emphasized the vision of the two-state solution, with the Gaza Strip as part of the Palestinian state, in line with International Law and relevant Security Council resolutions. They stressed that any discussions regarding the future of Gaza should align with this vision. Israeli Actions in West Bank The parties expressed deep concern over the Israeli military incursions in the occupied West Bank. They also condemned the illegal practices, including settlement activities, home demolitions, and settler violence, which undermine the rights of the Palestinian people and threaten the prospects for a just and lasting peace. Moreover, the parties firmly rejected annexation attempts and unilateral measures that seek to alter the legal and historical status quo of the Holy Sites in Jerusalem. According to the joint statement, the parties reiterated their full commitment to a political resolution to the conflict on the basis of the two-state solution with Israel and Palestine, living side by side in peace and security, based on the relevant UN resolutions, the Madrid terms of reference, and the Arab Peace Initiative. The plan, developed in collaboration with the Palestinian government, focuses on rebuilding Gaza's critical infrastructure, particularly within the health sector, which has been severely impacted by ongoing conflict. Abdelatty stressed that the success of the plan hinges on maintaining a lasting ceasefire and effectively managing the early recovery phase, while ensuring the Palestinian Authority plays a central role in overseeing the reconstruction efforts. He further highlighted that Egypt and Jordan have begun training Palestinian police forces in anticipation of their deployment within Gaza. The Egyptian Minister underscored that the reconstruction initiative has garnered widespread regional and international backing. To facilitate its implementation, Egypt is planning to organize an international conference aimed at securing the necessary funding. Abdelatty also proposed that the UN Security Council consider establishing an international presence in Palestinian territories, potentially deploying peacekeeping forces or providing international protection. This would be part of a broader plan to support the eventual creation of an independent Palestinian state. In his presentation, Abdel Ghaffar outlined the dire health situation in Gaza, revealing that more than 70% of healthcare facilities are currently non-functional. He reported that Egypt has provided medical assistance to over 107,000 Palestinians since the onset of the conflict, amounting to a cost exceeding $570 million. Abdel Ghaffar also introduced Egypt's plan to rebuild Gaza's health infrastructure, emphasizing the importance of enhancing medical services and supplying essential health materials.

OIC backs Egypt's Gaza reconstruction plan, Abdelatty calls for Palestinian unity

The Organization of Islamic Cooperation (OIC) has adopted a Gaza Reconstruction Plan, urging the international community and financial institutions to provide swift support. The resolution came during an extraordinary session of the Council of Foreign Ministers in Jeddah on Friday, March 7, where ministers addressed the Israeli-Palestinian conflict. During the session, Egypt's Minister of Foreign Affairs and Immigration, Badr Abdelatty, emphasised the central importance of the Palestinian issue to the Islamic world and called for solidarity to counter attempts to undermine the Palestinian cause. The OIC resolution called for a political path toward a lasting and just solution that fulfils the Palestinian people's aspirations for statehood. Abdelatty highlighted the integrated plan put forward by Egypt, in coordination with the State of Palestine, for the 'early recovery, reconstruction and development of Gaza.' This plan, adopted by the extraordinary Arab Summit in Cairo on March 4, aims to preserve the Palestinian people's right to rebuild Gaza and remain on their land, while addressing the conditions resulting from the conflict. The minister outlined the three phases of the Arab plan for early recovery and reconstruction, and announced Egypt's intention to host a reconstruction conference in collaboration with the Palestinian government and the United Nations. The conference will aim to mobilise international support and establish a trust fund under international supervision. Abdelatty stated that Egypt had worked to secure a ceasefire since the outbreak of the conflict and continues to strive for a stable agreement in its three phases. He noted that an agreement had been reached with the Palestinian side to form an independent, non-factional committee to temporarily administer the Gaza Strip, paving the way for the Palestinian Authority to fully return to the region. He added that Egypt is also providing training for Palestinian police forces in preparation for their deployment in Gaza. The minister cautioned against any Israeli actions that could violate the sanctity of the Al-Aqsa Mosque, harm worshippers, or alter the existing legal and historical status quo. The meeting saw widespread support for the outcomes of the Arab Summit in Cairo, with the Arab plan for Gaza's recovery and reconstruction praised as an integrated approach to helping Palestinians rebuild their lives.
