Libya's General Authority for Communications and Informatics has held talks with Huawei Technizon Libya, addressing the legal and regulatory framework governing international companies in the country's telecom sector. During the meeting, the authority underscored the importance of compliance with Law No. 22 of 2010 on telecommunications and its executive regulations, describing it as the central reference point for all stakeholders in the industry. Officials stressed that adherence to the legal framework was crucial for maintaining order and transparency in the sector. Huawei, which has operated in Libya for more than two decades, reaffirmed its commitment to national regulations. The company highlighted its role in expanding telecom infrastructure and supporting national capacity-building programmes since the early 2000s. It noted its contributions to the rollout of third and fourth generation technologies in partnership with local operators. The company insisted it was ready to cooperate closely with the authority to ensure its projects remain aligned with Libyan laws and regulatory requirements. The talks come after the authority announced the suspension of Huawei's operations in Libya. The decision, made public in a recent statement, cited violations of legal and regulatory provisions and alleged contracts signed with unauthorised local entities. The authority said the suspension was effective immediately, pending further review. Huawei's role in Libya's telecommunications has been significant, with its technology central to mobile networks and internet development over the past 20 years. Libya–Africa Transit Corridors gains momentum with new telecoms partnership
Libya positions itself as Africa's logistics and telecoms hub through corridors project The Joint High Committee for the Libya–Africa Transit Corridors Project, established by the Libya Africa Investment Portfolio (LAIP) and the Ministry of Transport, held an expanded meeting on Monday with the General Authority for Communications and Informatics at the Authority's headquarters in Tripoli. Talks focused on strengthening cooperation, with both sides stressing the central role of the General Authority for Communications and Informatics as a key partner in the project. Plans call for the development of two integrated corridors comprising a paved highway, a railway line, pipelines to transport gas, crude oil and petroleum products, fibre-optic and telecommunications routes, and a passage dedicated to transmitting electricity from renewable energy sources. Officials from the Authority noted that the project is consistent with the National Strategic Plan for the Telecommunications Sector (2023–2027), which aims to position Libya as an international hub for data and communications transit and as a leading logistics centre on the African continent. The initiative is part of a wider programme of major investments led by the Libya Africa Investment Portfolio across Libya, Africa and Europe in transport, energy, communications and logistics, consolidating its role as a principal backer of infrastructure and development. At the close of the meeting, the two parties agreed to prepare a draft Memorandum of Understanding to provide a framework for cooperation in implementing the project, reflecting its strategic importance at both national and regional levels. General Authority for Communications and Informatics agrees MoU with Committee for Libya-Africa Transit Corridors Project
The General Authority for Communications and Informatics agreed on a draft MoU with the Joint Higher Committee for the Libya-Africa Transit Corridors Project. The agreement was concluded during a meeting between the two parties held yesterday at the General Authority's Tripoli headquarters. The MoU will serve as a working framework under which the various phases of this important national project will be implemented. The General Authority for Communications and Informatics said it plays a key role in implementing such sovereign projects, which aim to diversify sources of income and promote economic and social development. It said it considers this a key factor in achieving the objectives of the National Strategic Plan for the Telecommunications and Informatics Sector 2023-2027, through the goal of preparing Libya to become an international transit hub for communications and information across Africa. The meeting was attended by the Director General of the General Administration of Regulatory Affairs at the Authority, Engineer Riyad Al-Zaytouni, and the Director General of the General Administration for Telecommunications Sector Development at the Authority, Dr. Abdul Qader Jumaa Al-Zlitni. The Higher Committee was represented by the Head of the Land Transport Authority, Engineer Ahmed Abu Wadan; the Director of the Strategic Planning Department at the Libya Africa Investment Portfolio, Engineer Radwan Al-Nafati; and a member of the Board of Directors of the Libya Africa Investment Portfolio, Mr. Khalifa Al-Shaibani.
