Muscat: The General Secretariat of the Tender Board has issued Circular No. (2025/2), directing all ministries and government units subject to the Tender Law to refrain entirely from contracting with private sector companies that fail to meet government-approved Omanisation rates. As per the circular, government entities are required to take the following measures: A mandatory clause related to Omanisation compliance and the employment of the national workforce must be incorporated into all tender documents prior to issuance, following the official template provided. Before awarding any contract, entities must verify that the bidding companies meet the Omanisation requirements through the electronic tendering system (Isnad), which is directly linked to the Ministry of Labour's database. For international companies and institutions not registered in the Sultanate of Oman but participating in international tenders, compliance with Omanisation obligations will be monitored post-award and during contract execution, in alignment with the local content plan. The circular underscores the government's commitment to enhancing employment opportunities for Omani nationals and ensuring that public procurement supports the country's strategic workforce

MUSCAT, MAY 18 In cooperation with the General Secretariat of the Tender Board, Muscat Governorate will host the inaugural 'Governors' Ambassadors Forum' from May 20 to 22. The second and third days of the upcoming Governors' Ambassadors Forum will feature a comprehensive programme of field visits and workshops aimed at enhancing local governance and accelerating development efforts across Oman's governorates. On Wednesday, May 21, the delegates will embark on a series of site visits to major development initiatives within Muscat Governorate. The agenda will begin with a tour of the Sultan Haitham City in Al Khuwair, a major urban expansion project designed to meet Oman's future residential and infrastructure demands. The participants will also visit the Oman Botanic Garden in Al Ansab, a flagship conservation initiative that showcases the country's diverse plant life. The itinerary will continue with a stop at the Al Ansab–Jifnain dual carriageway project. Later in the afternoon, the group will tour the Green Walk in Al Maabela, an urban environmental initiative designed to integrate recreational spaces with sustainability goals. The day will conclude with dinner and visual presentations on development projects from across Oman. On Thursday, May 22, attention will turn back to Muscat Governorate Hall for a full day of technical sessions. The day will open with a presentation on the 'Etimad' Platform and the Unified Municipal System, both of which aim to improve service delivery and digital integration across Oman's governments. Subsequent workshops will address modern construction methods, evaluation guidelines for tenders and the management of variation orders in public projects. These sessions will equip regional leaders with practical tools for effective governance and project execution. The forum's second and third days are expected to offer an insightful blend of practical experience and policy knowledge, promoting best practices and fostering collaboration between Oman's governorates. The events will play a vital role in aligning local initiatives with the goals of Oman Vision 2040, supporting a more decentralised and effective model of national development.

Muscat – The General Secretariat of the Tender Board has announced tenders for the third and fourth phases of the Sinaw-Mahout-Duqm Road Improvement Project, which spans 132km across North Sharqiyah and Al Wusta governorates. The new tenders follow the completion of the project's first and second phases. The third section, covering approximately 83km, will stretch from Al Jawbah Roundabout in Mahout to Duqm. It will be a single carriageway with two traffic lanes, each 3.75m wide, along with 2.5m asphalt shoulders and 2m earth shoulders on both sides. The section also includes the construction of a roundabout for the village of Khalouf to enhance traffic movement in the area. The fourth section, around 49km in length, will extend from the Saraab area to the boundaries of the Duqm Special Economic Zone near Nafun. The road is planned to run parallel to the existing route, allowing for future expansion into a dual carriageway. Certain segments will remain open to traffic during construction to reduce diversions. The Ministry of Transport, Communications and Information Technology has prioritised this project as part of broader efforts to upgrade Oman's road infrastructure.
