Ghaziabad: Survey to draw plan for transit zones along RRTS corridor begins

Ghaziabad: A survey has been initiated to prepare a zonal plan for the transit-oriented development (TOD) zones along the corridor of the Regional Rapid Transit System (RRTS), and it's being coordinated by the Ghaziabad Development Authority and officials of the NCR Transport Corporation (NCRTC) that is developing the RRTS project, officials said on Tuesday. The RRTS project spans 82km to link three cities: Delhi, Ghaziabad, and Meerut with the Namo Bharat trains. Of the 24 stations, Ghaziabad has eight fully functional RRTS stations. (HT Photos) On Monday, the GDA and the NCRTC officials following a meeting decided that all help will be extended for smooth preparation of the plan. Officials said that the zonal plan is being prepared by an NCRTC hired consultant. GDA media coordinator Rudresh Shukla said that the NCRTC has been tasked to prepare a zonal plan for the TOD zones along the RRTS corridors. 'The survey for the zonal plan has been initiated, and GDA will provide all help to ensure that the consultant gets access to all details including that of the Master Plan.' The RRTS project spans 82km to link three cities: Delhi, Ghaziabad, and Meerut with the Namo Bharat trains. Of the 24 stations, Ghaziabad has eight fully functional RRTS stations. The eight RRTS stations in Ghaziabad are at Sahibabad, Ghaziabad, Guldhar, Duhai, Duhai Depot, Muradnagar, Modinagar (south), and Modinagar (north) GDA officials said the TOD zones have been defined as an influence zone area within a 1.5km radius from the existing RRTS stations in Ghaziabad. The TOD zones along eight RRTS stations have been defined according to the state government's TOD policy and also made part of the draft Master Plan 2031 by GDA. Puneet Vats, chief public relation officer of NCRTC, said: 'The process for preparation of the zonal plan has been initiated, and it is expected to get complete within a year.' The Uttar Pradesh government's TOD policy, notified in 2022, has defined TOD zones, or mixed land use zones, for the development of residential, commercial, and other types of construction. 'The zonal plan for the TOD zones will also include two special development areas (SDA) which are proposed near the RRTS corridor,' Shukla added. According to officials, one of the SDAs is about 510.56 hectares and proposed in Guldhar, while the other is about 549.5 hectares in Duhai. These two areas will also have provisions for a higher floor area ratio and mixed land use like the influence zones. The zonal plans are subordinate plans attached to a master plan. While the master plan focuses on the macro-level plan for a city, the zonal plans focus on specific micro details of land usages, infrastructure facilities, and development within a zone.

Lucknow: The Uttar Pradesh Vigilance Establishment has registered separate FIRs against three public servants for accumulating disproportionate assets beyond their known sources of income. In the first case, Shoaib Khan, a contractual computer operator posted at subdivision-I, power distribution division-II, Mirzapur, earned a total of Rs 8,91,053 during the inquiry period from all known and legal sources. However, his expenditure and property acquisitions during the same period totalled Rs 1,00,24,345, leading to an unexplained excess of Rs 91,33,292. In a separate probe, SDO of power distribution subdivision-I, Jangi Road, Mirzapur, Vipin Kumar, was found to have earned Rs 84,90,480 from legal sources during the assessment period while his expenditure amounted to Rs 1,35,36,226, showing an unexplained excess of Rs 50,45,746. The third case pertains to Ram Babu Sachan, former assistant engineer at the Ghaziabad Development Authority. Probe revealed that he earned Rs 33,67,664 during the inquiry period but spent RS 65,02,218, a discrepancy of Rs 31,34,554. In all three cases, the accused were unable to explain the disproportionate expenses following which FIRs were registered under the Prevention of Corruption Act, 1988 (as amended in 2018).

PRAYARGRAJ: The Allahabad High Court has directed that status quo be maintained with regards to the demolition notices issued by Ghaziabad Development Authority ( GDA ) over alleged illegal properties built on public land. Hearing a writ petition, a division bench comprising Justice Mahesh Chandra Tripathi and Justice Prashant Kumar granted time to the district administration and GDA to place on record how they intend to rehabilitate the old inhabitants of the properties. The court also restrained the petitioners from creating any third-party interests or undertaking any development on the disputed property. The court also observed, "In the facts and circumstances of the case, we also find that it is not in dispute that the petitioners have been occupying the place for the last 40-50 years." "At this stage, we find that some indulgence and reprieve is to be accorded to the inhabitants who belong to the weaker sections of society and we further direct the authorities to ensure the formulation and implementation of a rehabilitation scheme for such persons," it said. The bench said the rehabilitation scheme shall be provided by the district administration and the GDA in the next hearing. The next hearing is listed for August 22. The petitioners filed the present writ petition for quashing the demolition notice dated June 16, 2025, issued by the GDA under section 26-A of the UP Urban Planning and Development Act, 1973. The GDA initially issued notice to 172 illegal occupants of public land on September 6, 2024, which is earmarked in the master plan. Consequently, 89 persons filed their objections which were considered and the impugned order (order under challenge) was passed. During the course of hearing, the counsel for the petitioner submitted that the petitioners are old inhabitants and in absence of any rehabilitation scheme as per the law, the old inhabitants, who are occupying small pieces of land for their shelter and admittedly belong to the lower sections of society, will suffer irreparable loss, if uprooted. After hearing both sides, the court in its order dated July 31 passed the above directives and observed, "It is informed that in response to the earlier court's order, till date the GDA has not taken any remedial measures to rehabilitate the persons who were in illegal occupation for the last 40 years."

GDA starts acquiring land for 1.1km road to decongest RNE

Ghaziabad: Ghaziabad Development Authority has started acquiring land for a 1.1km link road to ease traffic congestion in Raj Nagar Extension (RNE), one of the city's congested residential areas. The new stretch abutting the Hindon embankment will connect the busy RNE flyover and Hindon Elevated Road through Noornagar and is expected to provide much-needed relief to residents facing daily traffic bottlenecks on the two stretches as they meet the Meerut Road and GT Road. According to GDA officials, registries have already been executed with four farmers for 2,500 square metres of land worth Rs 7 crore. The land is being acquired at twice the prevailing circle rate to speed up the process. "We are offering favourable compensation, and most farmers have agreed. Construction will begin soon after all registries are finalised," said a GDA official. The first package involves constructing a 750-metre stretch with an 18-metre width, while the second includes a 350-metre, 24-metre-wide segment that will abut the embankment road. Currently, an unpaved embankment road passes through the area. The total project cost is estimated at Rs 42 crore, with Rs 32 crore earmarked for land acquisition and Rs 10 crore for construction. If land acquisition proceeds smoothly, officials say the stretch could be operational by mid-2026. Despite infrastructure improvements over the years—RNE flyover and Hindon Elevated Road—the township has struggled with congestion, largely due to rapid population growth. A rotary developed in 2018 helped manage traffic flow from Karhera Road and GT Road, but fell short of providing long-term relief.
