GDA to recover Rs 349 crore from Indirapuram locals to pay farmers
Ghaziabad: The Ghaziabad Development Authority (GDA) board has approved the recovery of Rs 349 crore as enhanced land compensation for farmers from around 2 lakh Indirapuram allottees. Officials said a specially constituted committee would determine individual payment amounts for residents of high-rise apartments and plotted societies. The recovery process comes 36 years after the initial land acquisition. The decision follows a Supreme Court ruling of 2019 that mandated enhanced compensation to farmers of Makanpur village — from where GDA acquired 1,295 acres for the Indirapuram township. The land, initially acquired at Rs 90 per square yard between 1986 and 1989, now commands a compensation rate of Rs 297 per square yard. The legal battle began in 1991, when the affected farmers approached the district court seeking higher compensation. The court ruled in their favour in 2001, increasing the rate to Rs 160 per square yard. GDA followed it up with an appeal at the Allahabad high court. But it backfired when the court further enhanced the compensation to Rs 297 per square yard in 2017. The Authority then approached the SC, which upheld this decision in 2019. "This was a long, protracted legal battle, and we won in every court. Indirapuram is now one of the city's most expensive areas. Yet, our land was taken for a pittance," he said. Resident associations, however, are opposing the move. Alok Kumar, a senior member of the Federation of AOAs, argued, "Freehold property owners have no such liability. The agreement between GDA and developers was bilateral. So, individual flat owners cannot be forced to pay enhanced compensation." Indirapuram, now a prime residential area with around 70 builder projects and numerous plotted societies, is set to face a significant financial impact from this decision. GDA to spend Rs 2.4k crore to acquire 336 hectares for Harnanipuram township
Ghaziabad: The Ghaziabad Development Authority (GDA) board is likely to approve a Rs 2,384 crore budget to acquire 336 hectares of land from five villages—Mathurapur, Shamsher, Champatnagar, Bhanera-Khurd, and Nangla Feroze Mohan Nagar – for its Harnanipuram township . The cost estimates were prepared prior to the board meeting scheduled for Tuesday. "A committee headed by DM to decide on land rates for Harnanipuram was decided, which was four times the DM circle rates as per the Land Acquisition (Rehabilitation & Resettlement) Act, 2013. The board will adopt the rates," said Rajesh Kumar Singh, GDA secretary. According to Singh, the estimated cost includes 7% stamp duty and 1% registration charge, and compensation structure will vary across villages because of the difference in circle rates. Farmers in Mathurapur, where 14 hectares will be acquired, will receive Rs 4,080 per sqm against the current rate of Rs 1,020. In Shamsher, where 86 hectares are needed, farmers will get Rs 6,760 per sqm, up from the existing Rs 1,690. Champatnagar farmers, who will part with 33 hectares, will receive Rs 4,040 per sqm compared to the current Rs 1,010. For Bhanera-Khurd's 9 hectares, the compensation rate was set at Rs 4,240 per sqm, up from Rs 1,060. The largest land acquisition of 192 hectares from Nangla Feroze Mohan Nagar will be compensated at Rs 7,200 per sqm, up from the existing rate of Rs 1,800. Additionally, the GDA board is also expected to pass a land use change proposal under the UP govt's Promoting Leadership and Enterprise for Development of Growth Engine (PLEDGE) scheme for the development of industrial parks . "A proposal to change the land use of 0.431 hectares of land in Galand from agriculture to industrial will also be tabled under the PLEDGE scheme. To promote such industrial parks, govt will provide incentives like giving loans of up to Rs 50 lakh/acre at a 1% interest rate for a period of six years for the development of boundary walls, roads, and other amenities," Singh said. As per the scheme's salient features, a private developer or a consortium of developers should have a land bank between 10 acres to 30 acres. It will also give impetus to Micro, Small and Medium Enterprises (MSME). The developer will reserve 75% of the industrial park land for MSMEs.

2 killed in Ghaziabad balcony collapse: Flat was declared ‘dangerous' over 5 yrs ago
On Wednesday evening, the balcony of a second-floor flat in Ghaziabad's Tilamod collapsed, killing 25-year-old Akash and his three-year-old nephew Vansh. This flat, built under the Tulsi Niketan Housing Scheme, was part of several such buildings declared dangerous by the Ghaziabad Development Authority (GDA) over five years ago. According to GDA officials, in 2018, on account of several complaints from residents, an assessment of the buildings was done by Jamia Millia Islamia. The report, submitted in February 2019, observed that the units are not 'safe under seismic loads' and recommended that the units be dismantled, as their retrofitting and rehabilitation could be costlier. The GDA, in a statement, said it started the Tulsi Niketan Housing Scheme in 1989-90. The scheme had 288 LIG and 2,004 EWS buildings spread over 7.83 hectares, located near the Wazirabad Highway on the Delhi-Ghaziabad border. 'Over time, the buildings became dilapidated as the area faced waterlogging issues… The Authority had received several complaints,' it added. According to Ghaziabad District Magistrate (DM) Shiv Meena, the GDA was planning to redevelop the building. He further said that the incident should not be looked at in isolation. 'There are several buildings that need repair and renovation. This incident can happen anywhere,' Meena told The Indian Express. 'There should be a large-scale survey, and such buildings should be notified. I will issue an administrative order soon,' he added. According to the Nagar Nigam Act of 2004, it is the responsibility of the body to declare a building unsafe. 'If the building is unsafe, the Nagar Nigam can demolish the building,' said an official. GDA Vice-Chairperson Atul Vats said, 'For the last 10 years, we had been trying to hand over the buildings to Nagar Nigam. But as it lacked structural stability, it did not agree. So, we came up with the redevelopment plan.' 'We began the survey 15 days ago, and an Expression of Interest (EOI) was also floated for the development,' he said. 'The expense would be Rs 1,000 crore. We have mentioned in the EOI that those redeveloping the building would also cover the rent of those staying there,' he said. In its statement, the GDA said that on May 1, a meeting was convened to redevelop such dilapidated buildings. "After dinner, Akash and Laddoo went to the shop to purchase chocolate. They were in the grocery store when a toilet, which was built on the balcony of the first floor flat, suddenly collapsed. The tin shed of the shop caved in, hitting the child's neck and injuring him fatally.
