Fruitful move: Janawada panchayat provides seasonal fruits to children at creche

Bidar: The Janawada gram panchayat (GP) in Bidar district has started providing seasonal fruits to children attending the Koosina Mane (creche) daycare centres. Aimed at improving nutrition and parental trust, the initiative currently benefits 30 children under the care of eight staff members. The model is gaining popularity and is being seen as a replicable example for other gram panchayats. Girish Badole, chief executive officer, Bidar zilla panchayat, told TOI that all the Koosina Manes are running successfully as the govt has already credited three instalments of funds. "Janawada GP is making good use of the funds by providing nutritional and seasonal fruits. It has become a role model for other gram panchayats," he added. Taluk panchayat executive officer Manik Rao Patil said that infusing care into policy thinking, Janawada GP has started distributing seasonal fruits to the children at creches. The move is aimed at providing additional nutrition to the children and reassuring the parents. "If the children love the vibe of the centres, then parents will send their kids without hesitation," he added. Vaijantha Bai Biradar, president, Janawada GP, said that villagers and members of GP decided during a gram sabha to add fruits to the food menu at Koosina Mane, aiming to delight kids and to have good hope for GP's initiative by villagers. "This initiative seeks to increase kids' regular attendance and bring recognition to the centre," she said. "As an MNREGA worker, I can focus on my fieldwork without worrying about my child's wellbeing, thanks to Koosina Mane's nutritious food and caring staff," shared Renuka Sanjukumar, an MNREGA worker. A total of 29 creches have been established in the Bidar block. The caretakers are well-trained. They are NREGA job card holders and have a minimum qualification of completing the matriculation.

The Koosina Mane (creche) initiative launched at Shishu Palana Kendras in gram panchayats by the Women and Child Welfare Department along with the Mahatma Gandhi National Rural Employment Guarantee Act Scheme is receiving an overwhelming response in Bidar district. The creche facility aims to cater to the needs of working mothers by providing quality childcare facilities for children in 0-3 age group and to promote their holistic development. The Bidar Zilla Panchayat has set up 158 Koosina Manes (creches) in the gram panchayats of eight taluks across the district. As many as 2,418 children, 1,302 girls and 1,116 boys, are admitted to Koosina Manes in the district. Of the eight taluks in Bidar district, Bhalki taluk has the highest number of Koosina Mane centres at 35 with an enrollment of 540 children, followed by Bidar taluk with 31 centres and 495 children. There are 28 centres in Basavakalyan taluk with an enrollment of 450 children. Aurad taluk has 16 centres with 255 children enrolled, Kamalnagar has 15 centres with 195 children and Humnabad has 14 centres with 166 children. Chitaguppa taluk has 12 centres with 202 children and Hulsoor taluk has seven centres with 115 children enrolled. Caretaker appointed The zilla panchayats have identified eight women in every gram panchayat holding MGNREGA job cards and appointed two of them as caretakers on a rotational basis for each Koosina Mane established in each gram panchayat. The caretaker provides nutritious food to children as mentioned in the week-diet plan chart provided to the centres. In total, 1,264 caretakers have been appointed for 158 Koosina Manes in the district. The taluk-wise caretakers are as follows: Bhalki 280, Bidar 248, Basavakalyan 224, Aurad 128, Kamalnagar 120, Humnabad 112, Chittaguppa 96 and Hulsoor 56. Initially, the State government sanctioned ₹1 lakh to each panchayat for setting up Kosina Mane with basic infrastructure. Further, ₹1.04 lakh will be released quarterly for each creche through MGNREGA and Women and Child Welfare Department for paying wages to caretakers and for providing nutritious food to children enrolled in Koosina Mane. Fruits in menu Infusing care into policy thinking, the Koosina Mane at Janawada Gram Panchayat has started distributing seasonal fruits to children. Extolling the decision, Zilla Panchayat Chief Executive Officer Girish Badole said that the move is aimed at providing additional nutrition to the children. He said that all Koosina Mane centres are functioning properly with good response.

The construction of drainage ditch bridges along agricultural fields under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) as part of Namma Grama, Namma Raste project has come as boon to farmers of Hokrana Gram Panchayat and Barur Gram Panchayat in Bidar district. As many as 14 such ditch bridges, 11 in Hokrana Gram Panchayat and three in Barur Gram Panchayat, have been constructed. Of these 14, six ditch bridges have been constructed in Chintelgera village, three each in Hokrana and Barur villages and two ditch bridges in Dharmapur village. Each ditch bridge has been constructed at a cost of ₹1.5 lakh-₹2 lakh under the MGNREGA scheme. The construction of these ditch bridges will help farmers access their fields easily and transport their agriculture produce by vehicles during harvest. These ditches constructed beneath bridges ensure smooth flow of water through the channels during the rainy season without flooding the fields, preventing crop damage. Chief Executive Officer of Bidar Zilla Panchayat Girish Badole has said that the drainage ditch bridges constructed along farm fields will help farmers protect their crops from being damaged by water gushing into fields during the rainy season. The zilla panchayat has been taking many such farmer-centric initiatives under MGNREGA to benefit farmers, Dr. Badole added.

60 hi-tech community toilets for women to come up in Bidar district of Karnataka

To provide safe and hygienic sanitation access for those without individual household toilets in rural areas, the Karnataka Rural Infrastructure Development Limited (KRIDL) is set to establish hi-tech community toilets exclusively for women in 60 villages across Bidar district. One such model hi-tech toilet has been built at Chatnalli village in Bidar taluk. Each community toilet unit comprises 11 washrooms — 10 Indian-style and one Western-style toilets — the latter designated for individuals with disabilities. The government of Karnataka has allocated ₹25 lakh for constructing each hi-tech community toilet unit. The district has approved 60 such hi-tech women's community toilets — 16 units in Bhalki taluk, 13 in Basavakalyan, 10 in Bidar taluk, 7 in Kamalanagar, 6 in Humnabad, 4 in Chitguppa, and 2 each at Aurad and Hulsur taluks, said Dr. Girish Badole, Chief Executive Officer of Bidar zilla panchayat . This modern and scientifically designed women's community toilet features a waste conversion system for fertiliser production. It is equipped with a water supply and electricity facility. An inverter system has been installed to ensure the safe and convenient use of toilets even at night. The hi-tech toilet unit has got two wash basins. Two laundry platforms have been constructed outside the toilet for washing clothes. The toilet spans 600 square feet in a prime location, relatively safer and easily reachable by women. The unit will soon be handed over to the gram panchayat and thrown open for public use, said Abhishek Pola, In-charge Engineer at KRIDL. Community public toilets in rural areas can directly help reduce risks of snakebite deaths and drowning. Citing an example of a recent death of a girl at Mannalli village due to snakebite, Taluk Panchayat Executive Officer Kiran Patil said the risk of encountering snakes or drowning can be decreased by promoting better sanitation and discouraging open defecation. In addition, such sanitation facilities can improve hygiene and health. 'The community toilets in rural areas often fail to be used effectively due to lack of water facilities, but the hi-tech community toilets will have adequate water supply through connections drawn under Jal Jeevan Mission,' Mr. Patil added. Besides establishing hi-tech community toilets, the zilla panchayat is organising awareness about the importance of using community toilets among villagers through Information, Education and Communication (IEC) activities, says IEC coordinator Satyajeet Nidodakar. People in rural areas are showing interest in constructing individual toilet facilities under Swachh Bharat Mission. As of now, the zilla panchayat has received 9,412 applications for individual toilets, of which 6,778 got approved while the rest are under process, he said.

PDO suspended for harassing GP staff leading to his death in Bidar district

A Panchayat Development Officer (PDO) of Sindhankera Gram Panchayat in Humnabad taluk of Bidar district was on Tuesday suspended on the charge of harassing a gram panchayat staff. A statement said that Chief Executive Officer of Bidar Zilla Panchayat Girish Badole has issued an order suspending PDO Sugandha in connection with harassment of gram panchayat staff Subhash. A complaint was lodged against the PDO at Chittaguppa Police Station saying that constant harassment by the officer and denial of his salary took a toll on Subhash's health and he passed away recently. It is said that the deceased Subhash was denied his salary for the last two years. Earlier, members of Dalit organisations also staged protests demanding the PDO's suspension.
