Active Covid cases cross 4,000-mark in India; Gujarat records highest one-day jump

The number of active Covid cases across the country rose to 4,026 on Tuesday, with 65 new cases reported in the past 24 hours, according to the Ministry of Health and Family recorded the highest single-day spike with 59 new coronavirus infections, taking the state's total to 397. Kerala continued to top the list of states with the highest number of active Covid Covid-linked deaths also occurred across the country in one day -- one each in Kerala, Tamil Nadu, and West Bengal, and two in Maharashtra. Kerala, currently the worst-affected state, reported 1,416 active cases, followed by Maharashtra with 494, Gujarat with 397, Delhi with 393 and West Bengal. The Delhi High Court recently observed the "next Covid pandemic" was far from over as it asked for details on the Centre's preparedness for the collection of samples, centres and transport policy. Justice Girish Kathpalia said though it was sanguine that the steps and protocols would be in place, the same ought to be brought on record by the authorities concerned. "Considering that the next Covid pandemic is far from over and in fact, active, amongst the community, today, as per news reports, the vacuum, if any, of steps taken post the meeting of May 30, 2023, is a serious issue," the judge said. The court was hearing a contempt plea filed by one Dr Rohit Jain alleging non-compliance by the authorities of an order passed by the division bench of the high court on January 27, 2023. Live Events The bench had disposed of Jain's plea on the issue while directing the Central government to treat it as a representation and decide it within 12 weeks through a reasoned order. Jain submitted despite the orders, no guidelines were framed by the Centre with respect to establishing minimum standards for sample collection, centres and transport. The court said the Centre's standing counsel Monika Arora should ensure that officers concerned were apprised of the court's directions and place a status report within the six weeks. The court then posted the hearing on July 18. It was informed that a meeting was held under the chairmanship of additional director general of health services on May 30, 2023 and the petitioner was also invited. In the meeting, a decision to constitute four sub-committees of experts of pathology, biochemistry, haematology and microbiology was arrived at. The committee members from the Centre-run hospitals were to define standards of procedure for sample collection, sample collection centres and the sample transport policy and submit a report. The guidelines were to include storage standards as well. The court, however, noted that there was no update provided by the authorities on the minutes of the meeting. Even though on first blush, the contempt petition may not subsist considering the decision that was taken to form the sub-committees, it said.

NEW DELHI: The Delhi High Court has sought the CBI 's response to a plea seeking an investigation into allegations of corruption and financial misconduct in the operations of a shopping mall project in the national capital. Justice Girish Kathpalia issued notice to the Central Bureau of Investigation (CBI) on the petition which also sought registration of an FIR under the provisions of the Prevention of Corruption Act and the criminal penal law. The court, in its April 30 order, listed the matter for further hearing on May 27. The plea alleged that several government officials, real estate developers, corporate tenants and sub-registrars were also involved in the multi-crore "land scam". The plea alleged that illegal and fraudulent activities were committed in the operation and management of the mall situated in West Delhi. It alleged that corporate entities, their directors, government officials and sub-lessees have conspired to defraud the public exchequer and unlawfully create third-party interests in the property despite the termination of its perpetual lease deed by the Delhi Development Authority (DDA). The petitioner, represented through senior advocate Vikas Pahwa and lawyer Gaurav Gupta, claimed that the original perpetual lease for the 6085 sq-metre plot was granted by the DDA in 2007. However, due to non-payment of outstanding dues, including ground rent and conversion charges amounting to more than Rs 25 crore, DDA terminated the lease in January 2020. Despite this, the petition alleged, the director of the real estate firm, in connivance with others, continued unauthorised operations on the cancelled land by utilising shell companies. The petition claimed there was a financial fraud of over Rs 100 crore, causing a loss to the public exchequer in unpaid dues including ground rent.

Last Updated: The Delhi High Court directed the CBI to respond to a petition seeking an investigation into corruption allegations related to a shopping mall's construction in West Delhi. In a fresh development, the Delhi High Court has directed the Central Bureau of Investigation to file its response over a petition seeking direction to investigate serious allegations of corruption and financial misconduct regarding the construction of a Shopping mall in West Delhi. A single judge bench presided over by Justice Girish Kathpalia issued notice over a plea filed by the former majority shareholder and director of the original developer company, S.S. Con-Build Private Limited, which was removed from the project under allegedly fraudulent circumstances. According to the petition, the original perpetual lease for the 6085 sq. metre plot at Paschim Puri, New Delhi, was granted by DDA to S.S. Con-Build Private Limited in 2007. However, due to non-payment of outstanding dues, including ground rent and conversion charges amounting to more than Rs. 25 crores, DDA lawfully terminated the lease on 14.01.2020. This termination was based on several show-cause notices and cancellation proceedings initiated as early as 2014. Despite this, the petition alleges that Mr. Bhupesh Kumar Dhingra, director of S.S. Con-Build Pvt. Ltd., in connivance with others, continued unauthorised operations on the cancelled land by utilising shell companies like Suridhi Commercial Infra Private Limited. First Published:

New Delhi: The Delhi High Court has highlighted the "acute shortage of judges" with respect to the population and the litigation quantum due to which several matters remain unheard. The high court said that on account of overflowing dockets, it was unable to decide appeals within a reasonable period of time and when some matters remain unheard, it is "extremely painful" for the judge. The court's remarks came while hearing a plea by a cheating and forgery case convict, seeking permission to travel abroad to attend a club assembly of Rotary Club in Almaty, Kazakhstan and Georgia for his social ties and business growth. "In my considered view, since on account of overflowing dockets, this court is unable to decide the appeals within a reasonable period of time, the right to even leisure trips to certain extent ought not be declined," Justice Girish Kathpalia said. The court permitted the man to travel abroad from May 1 to May 11 upon furnishing a personal bond of Rs 5 lakh with one surety of the like amount. It said the events like club assembly of Rotarians are more in the form of general get-togethers where social and business relations are developed. "On account of acute shortage of judges as compared to the general population and the litigation quantum, for a long time, the list of regular matters does not reach till the end of the day of hearing. "Rather, many times even beyond 05:00 pm when the courts rise for the day, some of the matters remain unheard, which is extremely painful for the judge. In such an uncertain atmosphere, depriving the applicant/ appellant of free movement, even if to enjoy leisure trips cannot be justified," Justice Kathpalia said. The court noted that the man's appeal challenging his conviction in the cheating and forgery case, was filed in the high court in 2019 and admitted by the previous judge, to be heard at its turn as a regular matter. The man's counsel submitted that he was earlier also allowed to go abroad and that being of 67 years of age, there was no scope of his fleeing from justice. The counsel for CBI told the court on an earlier occasion, the man was denied permission to travel abroad as it was a leisure trip and contended that if he was allowed to leave the country, he might not return. While allowing the man's plea, the high court said the court must be conscious about ensuring the return of the applicant to face the pending legal proceedings which can be done by imposing appropriate conditions on him.
