The agreement sets the foundation for strategic cooperation between the two entities to bolster emergency preparedness and response efforts across ASEAN Member States impacted by natural disasters and other humanitarian crises. The signing reflects a shared commitment to building resilient, sustainable, and agile systems for disaster relief in one of the world's most disaster-prone regions. The Letter of Intent outlines a collaborative framework across key pillars: Humanitarian Logistics and Crisis Relief Solutions The partnership will facilitate coordinated relief operations, explore the loan of critical relief items, and support the AHA Centre's Disaster Emergency Logistics System for ASEAN (DELSA). It also envisions joint innovation initiatives in the humanitarian supply chain to enhance the efficiency and sustainability of emergency responses. Knowledge Sharing and Outreach Both organizations will collaborate to exchange best practices in sustainability, carbon reduction, and operational excellence. The agreement enables co-hosted training programs and symposiums, focusing on enhancing local response capabilities and knowledge transfer across public and private sectors. It also emphasizes of joint visibility efforts, including public awareness campaigns and participation in regional humanitarian events to promote collaboration for a Global Safety Net. The Administrative Arrangement was formalised on the sidelines of the European Humanitarian Forum in Brussels by DG ECHO Director-General Maciej Popowski and Dubai Humanitarian CEO Giuseppe Saba. Senior UAE officials, including Sultan Mohammed Al Shamsi and Mohamed Al Sahlawi, witnessed the signing. The agreement focuses on improving the speed, efficiency, and coordination of humanitarian aid through joint initiatives, data sharing, and innovative solutions. It also reinforces a shared commitment to sustainability and operational excellence across global supply chains. 'This is our shared ambition to enhance agility, coordination, and sustainability in humanitarian response,' said Saba. 'As the world's largest humanitarian hub, Dubai Humanitarian plays a vital role in supporting timely and effective aid delivery.' Popowski echoed the sentiment, adding, 'This arrangement reflects our commitment to faster, more strategic responses to crises—built on innovation, preparedness, and knowledge exchange.' Key areas of collaboration include joint relief operations, exchange of critical logistics data, and co-development of training programmes to strengthen regional preparedness. Dubai sends 167 tonnes of earthquake relief to Myanmar, aiding nearly 80,000 people

Dubai Humanitarian has dispatched a sea shipment of critical aid supplies to Myanmar in response to the devastating earthquake that struck the country in late March. The shipment departed from Jebel Ali Port and is currently en route to Yangon. It includes over 167 metric tonnes of essential relief items such as tarpaulins, kitchen sets, solar lamps and buckets, aimed at supporting nearly 80,000 individuals impacted by the disaster. This was carried out under the directives of Sheikh Mohammed bin Rashid Al Maktoum, Vice-President, Prime Minister and Ruler of Dubai, and was organised in collaboration with the United Nations High Commissioner for Refugees (UNHCR). Giuseppe Saba, CEO and Board Member of Dubai Humanitarian, said, 'Every shipment we facilitate carries not just supplies, but a message of solidarity. In moments of crisis, it's not only about how fast we respond, but how consistently we stand by communities in need. This marks the first of two planned shipments by sea and follows two humanitarian airlifts we facilitated last month. Through sea, air, and coordination, we remain committed to delivering hope, protection, and practical support.' The Global Humanitarian Impact Fund (GHIF) fully covered the transportation costs of the shipment, enabling international relief partners to expand the reach and impact of their operations in response to evolving humanitarian needs on the ground. Dr Khaled Khalifa, Senior Advisor and UNHCR's Representative to the GCC countries, commended the UAE's leading humanitarian role in enabling and facilitating the operations of aid organisations in emergency response efforts across the region and globally. He highlighted the importance of the international humanitarian stockpiles hosted in Dubai, which continue to serve as a vital lifeline for affected communities. He said, 'More than a month after the devastating earthquakes, communities in Myanmar are still enduring harsh conditions. They are struggling with inadequate shelter, overcrowded displacement sites, damaged water supply systems, and limited sanitation services, urgently requiring aid. With thanks to the logistical support of Dubai Humanitarian, UNHCR continues to send essential relief items to assist the most vulnerable survivors in the hardest-hit areas.'

Relief response depot Dubai Humanitarian has sent a shipment of aid to support the communities recovering from a devastating earthquake in Myanmar. The shipment, organised in collaboration with the UN High Commissioner for Refugees (UNHCR), was sent from Jebel Ali Port in Dubai and is en route to Yangon, Myanmar. The aid consignment of more than 167 tonnes contains essential relief items including tarpaulins, kitchen sets, solar lamps and buckets, aimed at supporting nearly 80,000 people affected by the disaster. 'Every shipment we facilitate carries not just supplies but a message of solidarity," said Giuseppe Saba, chief executive and board member of Dubai Humanitarian. "In moments of crisis, it's not only about how fast we respond but how consistently we stand by communities in need. "This marks the first of two planned shipments by sea and follows two humanitarian airlifts we facilitated last month. Through sea, air and co-ordination, we remain committed to delivering hope, protection and practical support." The aid provided by Dubai Humanitarian serves as a vital lifeline for affected communities, said Khaled Khalifa, senior adviser and UNHCR's representative to Gulf Co-operation Council countries. 'More than a month after the devastating earthquakes, communities in Myanmar are still enduring harsh conditions," he said. Struggling with inadequate shelter, overcrowded displacement sites, damaged water supply systems and limited sanitation services, they urgently require aid. "With thanks to the logistical support of Dubai Humanitarian, UNHCR continues to send essential relief items to assist the most vulnerable survivors in the hardest-hit areas.' The delivery from Dubai Humanitarian follows up from the UAE sending shipments to Myanmar including more than 200 tonnes of food, shelter supplies and medical aid last month. The UAE also sent a search and rescue team to Myanmar at the end of March, made up of members of Abu Dhabi Police, the National Guard and Joint Operations Command, to help after the earthquake. The UAE team conducted operations at six sites, in co-operation with Myanmar authorities and international teams, after the 7.7-magnitude tremor struck on March 28, killing thousands.
