Road project: HC nixes Margao man's plea against acquisition of his land
Panaji: The high court has dismissed a petition filed by a Margao resident challenging the acquisition of his land at Sirvodem, Margao, for the rehabilitation of hutments to fix the missing link of the ring road in Margao. The HC said that the acquisition proceedings were completed by state govt and that the man objected to the acquisition of his land at the final stage of the proceedings. The division bench, comprising justices Bharati Dangre and Nivedita Mehta, said that the acquisition of the land for the public purpose of fixing the missing link of the ring road is a matter of policy and not of law. It said state govt is the authority that must carry out the plan for which the land was acquired and govt is in the best position to judge which land can be exempted from acquisition. The court held that it cannot exercise the power of writ under Articles 226 and 227 of the Constitution. The petitioner stated that he couldn't file objections under the Land Acquisition Act as he was out of India during the relevant time. In the meantime, the land acquisition officer conducted an inquiry and inspection and found that hutments were coming up on the proposed ring road site. He stated that hutment dwellers could easily be accommodated on lands belonging to govt of Goa, such as in Margao (Sonsoddo), Davorlim, and Verna near the industrial estate, many of which are barren and uninhabited. He also told the court that there is a plot at Loutolim measuring 5,000sqm, which was acquired by the Goa Industrial Development Corporation and allotted to govt of Goa, for the implementation of a housing scheme. This plot can be utilised for the rehabilitation of slum dwellers who illegally reside on the land reserved for dealing with the missing link of the road, he said. He requested that his property be dropped from the proposed acquisition proceedings.

Launched in 2017, GoaOnline processes 9.3 lakh service requests of citizens across 30 govt depts
Panaji: As of June, govt's e-governance platform GoaOnline has processed over 9.3 lakh service requests since 2017, across more than 30 departments, indicating a clear adoption of online services. Govt received 9.5 lakh applications through the GoaOnline platform, with the remaining applications either rejected or pending. The revenue department accounted for 4.4 lakh applications, primarily for income and caste certificates, followed by the labour & employment department, where 3.1 lakh applications for labour registrations, licences, and welfare services were received. 'These figures represent completed service transactions, highlighting both the scale of adoption and the successful delivery of services across departments,' said a department official. Around 75,800 online services were related to Goa Industrial Development Corporation, including land allotment, approvals, and business permissions. The directorate of health services was placed fourth in terms of online services. To ensure last-mile access, govt has appointed Gramin Mitras to provide govt services directly to rural households, delivering services like birth and death certificates, residence certificates, and subsidies directly to doorsteps.

IDC and central body to develop disaster management plan for industrial estates
representative image Panaji: Goa Industrial Development Corporation (Goa-IDC) has joined hands with the Centre for Environment Education (CEE) under the ministry of environment, forest and climate change, to develop a comprehensive multi-hazard mapping and disaster management plan for all 24 industrial estates in the state. Pravimal Abhishek, Goa IDC managing director, said that 'the idea for the project emerged in response to concerns raised by industries during one of the IDC-Connect programmes. Several industries highlighted the issue of frequent flooding in their units. That's when we realised the importance of conducting a proper hazard assessment and planning accordingly'. He emphasised the importance of sustainable development in Goa, pointing out that although industries occupy less than 2% of the state's land, they contribute nearly 30% to its economy. 'Goa is home to 24 industrial estates, each with its own unique set of challenges. The risks faced by Kundaim are different from those at Verna. This makes estate-specific planning crucial,' he said. Pranoy Baidya, head of the research division at Arannya Environment Research Organisation (AERO), explained how local biodiversity plays a crucial role in determining hazard vulnerability. As part of the project, a half-day workshop was held at BITS Pilani, bringing together Goa-IDC officials and representatives from industrial estate associations to discuss and agree upon the objectives and roadmap ahead. Rajiv Kumar Chaturvedi, associate professor at BITS Pilani, Goa, said that increasing climate variability has made such hazard mapping efforts more urgent.
