Animals running loose continue to be a challenge in Winfield

The town of Winfield continues to be dogged by complaints of animals running at large and attacking people or pets. Winfield Town Marshal Robert Byrd at the Winfield Town Council meeting said because of the continued complaints, the town is stepping up its enforcement and fines, including putting an animal down upon a third complaint. First-time offenders, when a complaint is filed through the town's code enforcement, will receive a written warning, then be issued a $250 fine if a second warning is issued. The dog could be euthanized, according to town code enforcement, if the owner is issued a third warning. 'In other words, the third strike and they are out,' Byrd said. Byrd last month reported dangerous dog bite complaints have been on the rise in town, including one in which a bitten dog died. Most recently, a resident who was out jogging was attacked by a German Shepherd, he said. 'The guy would have been mauled if he didn't have pepper spray, which he used against the dog,' he said. Another resident who was chased by a dog had to jump into a lake to avoid being attacked. Other reports have been of pit bulls attacking other pit bulls. 'We're trying to get the message out that animal owners have to maintain their dogs so that residents, including children, don't get bitten,' he said. Complaints that will be investigated include dogs knowingly or negligently running at large; in the event of further offenses, chasing persons or vehicles, barking, howling, yelping or making noise which disturbs the peace and quiet of a neighborhood, according to the Town of Winfield Code of Ordinances, Chapter 92. In other business, Byrd said the newly relocated Winfield Police Station, at 10688 Randolph St., across from the Government Center, maintains a Safe Exchange Zone. Byrd said the police parking lot is equipped with a videotaping system and police phone number so officials can provide a secure setting. Those who might use the Safe Exchange Zone would include those with child custody situations or even residents who want to meet someone with items to sell or exchange on such computer sites such as eBay.

A 51-year-old Elk River man is accused of shooting into the Sherburne County Government Center on Saturday and attacking three people in the parking lot. Zha Vang is charged in Sherburne County with felony counts of burglary, possession of a dangerous weapon, damage to property and three counts of second-degree assault. The criminal complaint says an employee at the Sherburne County Jail called 911 shortly after 9 a.m. to report that a man had broken through the door and was walking around the building with a gun. Surveillance camera video shows Vang shoot out an exterior window of a door to gain access to the building, the criminal complaint says. He then allegedly shot out another interior window and tried to gain access to a locked area of the court wing. Charges say that Vang then tried to access several locked doors that led to law enforcement and jail areas of the government center. Vang then walked out to the parking lot and approached a car with a woman and girl inside. Documents say he hit the front passenger window four times with the barrel and butt of the gun before the woman was able to back up and exit the lot. Video shows Vang then slashing the front tire of a county van with a long knife the size of a machete. The charges say he then approached another car with an open window and jabbed the knife through, towards the man in the driver's seat. The man was able to pull out of the parking lot. Deputies responded to the site and took him into custody. No one was injured. Note: The above video first aired on July 19, 2025, before Vang was charged.

Officials say there was a shooting at the Sherburne County Government Center Saturday morning. The incident happened just after 9:30. Police say that a man was taken into custody outside the government center, he was walking away holding a long gun at the time. Police also say nobody was injured in the shooting. The man has been taken to the Sherburne County jail and staff at the government center are working to secure the building. Police did not give motive.

Jun. 10—AUSTIN, Minn. — An Austin man is facing criminal charges after telling two individuals that he would use a pipe bomb to "hypothetically" blow up Rochester and St. Paul buildings. Jonathan Julio Nique, 22, is charged with eight counts of possession of firearms without serial numbers after showing two people an alleged homemade pipe bomb, his 30 firearms and a "stockpile of ammunition" in his garage. The individuals reported what they saw to the Austin Police Department on May 25, claiming that Nique had previously talked about blowing up the Gonda Building and the city-county Government Center, both in Rochester. Nique was placed on $50,000 conditional bail or $250,000 unconditional bail. His next court appearance is scheduled for July 17. According to the criminal complaint, the Austin Police Department received a report on May 25 that Nique had been "experimenting with explosives, making threatening comments and acting in a concerning extremist-type behavior." The witness told police they were recently inside Nique's garage, at his residence in Austin, when they observed a device that resembled a pipe bomb. Nique also made a comment to the witness about how easily he could "blow up a building" with his pipe bomb, the complaint said. Two witnesses told law enforcement that Nique had approximately 30 firearms in his residence, which included manufactured firearms, homemade firearms and 3D-printed firearms. According to the complaint, he also had a "stockpile of ammunition." Nique told the witnesses that no one is allowed in his garage and that he monitors people if they are in his garage. The witnesses told police Nique is known to use cocaine and sometimes says "unhinged things," the complaint said. One incident they referenced was when they were all talking about an attack at an IVF clinic. In response, Nique said it is easy to build a pipe bomb. According to the complaint, Nique was then asked what building he would blow up, to which he responded with a list of buildings, including the Gonda Building, the city-county Government Center, the Minnesota State Capitol Building and a synagogue. The witnesses said Nique had "white nationalist viewpoints" and had previously made racist comments. Nique told the witnesses he is "anti-law enforcement" and talks about the Ruby Ridge standoff, an 11-day standoff in 1992 between federal agents and a man who failed to appear in court on firearm charges. Two weeks prior, the witnesses said, Nique had gone to the hospital for a hand injury after shaking a medicine bottle with a metal cylinder and match shavings inside. One witness believed Nique was making "Armstrong's Mixture," a type of explosive, according to the complaint. After executing a search warrant on May 28, law enforcement found eight firearms without serial numbers, the complaint said. Several of the guns appeared to have been manufactured using a 3D printer. The guns were all capable of firing, the complaint said. Police found the suspected pipe bomb, but it did not have explosives inside it. The bomb squad, which assisted with the search, located containers with smaller metal objects and suspected matchstick powder inside. Nique was arrested the same day for possession of two .22-caliber rounds inside a courthouse. According to the criminal complaint, he dropped the rounds on his way through Mower County Courthouse security. He agreed to speak with law enforcement and denied making a pipe bomb or practicing with explosives. He said he was "joking" when he made comments about blowing up government and religious buildings.
